Exempt; full-time; 40 hours per week; Monday – Friday; 7:00 a.m. – 4:00 p.m.; full-benefits

This professional position is responsible for the development and implementation of community integrated activities and employment for adults with intellectual and developmental disabilities. Programs devised are in compliance with requirements of County, State and Federal labor laws and related employment regulations. Supervision is given to Community Support Specialists; supervision is received from the Scott Key Center Director.

NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy.  For external hires, offers are made at the base wage rate.

  • Plan, develop, and administer community integrated activities as outlined in the CMS Final Rule and waiver definitions
  • Provide supervision to Community Support Specialists working in the community program, to include staff supervising small groups; evaluate, counsel and discipline staff
  • Oversee and lead the day to day operations of community integrated activities
  • Research and develop opportunities for community outreach activities, including volunteer and employment opportunities
  • Determine appropriate community activities and arrange for individuals to participate in these activities
  • Represent SKC by serving as a representative to related organizations in the community
  • Participate in professional development activities to improve personal skills
  • Submit required reports to supervisor and provide records and reports to County, State and Federal agencies
  • Compile data and prepare reports for all community integrated activities
  • Liaison with Frederick County employers and other key community stakeholders and partners
  • Apply a working knowledge of applicable Federal, State and local laws, regulations, and policies in designing, implementing and monitoring employment programming
  • Participate in Interdisciplinary Team Meetings, Manager meetings, etc. as needed
  • As needed, transport participants to/from off-site locations throughout the state using County vehicle
  • Provide follow-up support to participants and as necessary
  • Communicate with and share information with supervisors and co-workers daily
  • Understand and adhere to Future Explored policies, rules and operating procedures, including standards relating to health and safety, time and attendance, and conduct toward participants
  • Develop and coordinate community building and engagement activities to increase community awareness
  • Train and assist direct support staff in monitoring individual progress through LTSS, quarterly reviews, annual assessments, and employer satisfaction surveys, etc.
  • Ensure transportation is scheduled and appropriate for each individual’s needs
  • Performs the duties of Community Support Specialists as needed 
  • Attend various meetings and off-site work site locations as needed
  • Follow up on incidents reports and investigate and report incident in a timely manner
  • Approve staff time sheet for payroll
  • Perform other related duties as required

The qualifications/requirements, knowledge/skills/abilities and physical requirements or working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.  

  • Bachelor’s degree in Human Services, Social Work, Psychology, or a related field
  • Minimum of 5 years of experience in human services or case management
  • Minimum of 2 years of supervisory or directing staff experience
  • Possession of a valid driver's license

Substitutions for the above-listed required education and experience are an Associate’s Degree in human services, social work, psychology or related field with 7  years experience as described above. 


KNOWLEDGE / SKILLS / ABILITIES:
A successful incumbent operating in this role displays the following:
  • Ability to maintain County Authorized Driver privileges
  • Certification in First Aid, CPR, MANDT, and Certified Medication Technician or ability to be so certified within 60 days of hire 
  • Working knowledge of progress related to developmental disabilities services
  • Working knowledge of community program planning
  • Ability to establish and maintain effective working relationships with co-workers, program participants, and the general public
  • Ability to effectively organize work, determine priorities, make decisions and complete assigned duties with minimal supervision
  • Ability to comply with all Federal, State and County regulations and policies
  • Ability to effectively organize and administer services, and coordinate with related service providers
  • Ability to effectively access and utilize computerized systems and database
  • Ability to stay up to date on compliance regulations relating to employment and I/DD
  • Strong record keeping skills, including the ability to accurately compile, review, and analyze fiscal and statistical data and information and create clear, concise reports
  • Strong and effective spoken and written (English) communication skills, as well as accurate math and clerical skills
  • Ability to develop and maintain effective working relationships with patrons, co-workers and the general public
  • Ability to arrange own frequent travel to meetings, work locations, and events as needed, including occasional urgent or time sensitive situations 

PREFERENCE MAY BE GIVEN FOR:
  • Work experience in a day or community-based program for persons with Intellectual and Developmental Disabilities (I/DD)
  • Experience supervising employees in a human services related field
  • Experience driving a diverse fleet of vehicles including, but not limited to, non-cdl buses, 12-passenger vans, mini vans, and sedans

PHYSICAL REQUIREMENTS / WORKING CONDITIONS:
  • While working in this position, the employee is frequently sitting, walking, reaching, performing repetitive motions, and driving; occasionally lifting up to 20 pounds
  • While working in this position, the employee is frequently working indoors, outdoors, walking on uneven ground, in noisy environments, potentially exposed to infectious diseases; rarely near chemicals or fumes and required to wear protective equipment

  • Failure to meet or maintain the minimum qualifications or additional requirements may result in disciplinary action up to and including termination
  • The position may be considered essential personnel during emergencies and may be required to work to support County operations.
  • Available for varied work hours as needed for meetings and other commitments
  • This position is subject to random drug testing, without marijuana
