Job Description:

MAJOR RESPONSIBILITES:

Policy and Strategy Implementation

Strategy development and implementation of child, humanitarian and policy advocacy

• Coordinate the development and implementation of WV South Sudan’s national advocacy strategy and plans
• Coordinate and collaborate with different functional, technical, and zonal teams in ensuring WV South Sudan’s advocacy strategic priorities are integrated and reflected in all existing programmes and those that are in the pipeline
• Develop policy positions in support of ending child hunger and malnutrition, and violence against children, specific to South Sudan, and to contribute to broader WVI campaign and global humanitarian efforts
• Provide leadership to research, advocacy, and policy briefs.
• Ensure implementation and adherence to WV’ s Child Protection and Participation and Gender Equality, Disability, and Social Inclusion (GEDSI) policies
• Provide National Director and Senior Leadership Team (SLT) with key messages and resources that enable them to build a healthy culture of protection, and inclusion in their respective functions.
• Co-create, coordinate and monitor the roll-out an integrated child protection, participation and inclusion action plan with Leadership that articulates specific actions the National Director, SLT, and other Managers will take to create and nurture a safeguarding and inclusive culture
• Support the FO strategy FY26-30 implementation and measurement with a focus on strategic objective 3, “Children protected from violence and exploitation”
• Support WV South Sudan staff skills in advocacy through the Advocacy Academy
• Ensure timely planning, implementation and reporting

 

Child Protection and Participation

 

Child Protection Integration

• Ensure child protection standards are integrated into all programmes, projects, and operational processes.
• Promote compliance with organizational child safeguarding and protection policies, including mandatory reporting procedures.
• Support risk assessments and mitigation measures to prevent harm to children in programme implementation.

Child Participation

• Ensure children are meaningfully and safely engaged in programme design, implementation, monitoring, and evaluation.
• Promote age-appropriate and inclusive mechanisms that enable children to express their views and influence decisions affecting them.
• Strengthen accountability to children through regular feedback and consultation mechanisms.
• Support child representation at the WV East Africa Child Advisory Group (EACAG)

Capacity Building

• Ensure staff, volunteers, and partners complete mandatory child safeguarding training.
• Build the capacity of teams and partners on child participation principles, child protection standards, and safeguarding requirements.

Monitoring and Compliance

• Monitor compliance with child protection and safeguarding requirements across assigned programmes.
• Ensure child participation and safeguarding indicators are tracked, documented, and reported.
• Address identified gaps through corrective action plans.

Partnership and Representation

• Collaborate with government authorities, UN agencies, NGOs, and community stakeholders to strengthen child protection systems.
• Represent the organization in relevant child protection and safeguarding coordination forums, as assigned.

 

Advocacy, Campaigns and External Engagement

Campaigns, national and global moments: Social mobilisation, staff engagement, and documentation 

• Lead the coordination and integration of the campaign agenda, particularly the ENOUGH Campaign and ending violence against children, across WV South Sudan’s technical programmes and operational areas
• Coordinate, advise, and guide project teams in different zonal offices on campaign activities at national and local levels
• Closely monitor and track the progress of the campaign outputs, outcomes, and impact at the national and local level
• Document the campaigns and global moment participation key milestones and lessons learned
• The Advocacy Strategic Measures report primarily focuses on our contributions to policy change that impacts the children in South Sudan. Hence it is important that we capture the # of policy (new or updated) we’ve contributed to either through direct engagement with power-holders or through coalitions/consortium/cluster.
• Advocacy messaging used by WV DMT, WV EU, and other offices across the partnership has been set up in the Box, including the messaging on humanitarian situation, Coalition on Conflict and Hunger, EU Deve
• Partnership building, networking, and collaborations contributing to enhanced child well-being, child voice, and child participation
• Advocate and influence partnerships and/or coalitions towards the adoption and /or support for the campaign and policy change agenda at national and local level
• Coordinate implementation of partnership and/or coalition activities relating to the advocacy and campaign-agenda at the national level
• Support functionality of established child participation structures including the children’s parliament/council
• Coordinate activities involving the participation of children in the different advocacy engagements at national level
• Initiate and maintain data base of child advocates that can support advocacy engagements at the different levels including international fora

Evidence-Based Advocacy

·       Support the production of advocacy reports with particular emphasis on giving children a voice.

·        Ensure national policy guidelines are aligned with regional / global policy, especially on humanitarian/nexus/fragile context issues, standards and assist in contextualizing them within South Sudan’s fragile context.

·       Lead Maturity Framework and Advocacy Success Matrix / Advocacy Strategic Measures (ASM) dialogue and provide quarterly updates for the Country Director. Provide technical support for protection mainstreaming and programming and support research and learning on protection issues.

·       Provide evidence, messaging and action items to external stakeholders on World Vision’s advocacy positioning and priorities for South Sudan, namely child protection, violence against children, protection of civilians, fragility, and the humanitarian-development-peacebuilding nexus; Support PDQA in preparation of advocacy reports, position papers and concept papers on Child Wellbeing issues that can contribute to policy dialogue, especially humanitarian advocacy within South Sudan.

·       Manage all response related advocacy reporting requirements at national office and to GC level.

•  

Technical Support for Strategy and Program Implementation

• Participate in resource mobilisation through proposal writing to ensure integration of campaign and policy change agenda in different funding opportunities
• Support the development of fundable concept notes and design of new projects with a focus on ENOUGH campaign and other campaigns and advocacy initiatives
• Support the development of sectoral/programmatic capacity statements
• Work with programmes to increase awareness and understanding of issues of poverty and injustice, and advocate publicly on agreed issues to build World Vision’s credible voice among the public and decision-makers
• Map out successful project designs with campaign and policy advocacy initiatives and keep track of their implementation
• Lead the development of advocacy and campaign training packages and information, education, and communication (IEC) materials
• Support sector-related research, case studies, and learnings, ensuring alignment with World Vision’s positions, and advocacy and campaign agendaContribute to the development, implementation, and measurement of strategy
• Ensure overall technical quality of all Protection (including CP and GBV) programming;
• Support project start-up and monitoring to ensure protection & gender mainstreaming;
• Conduct field visits to assess technical quality, make recommendations, and support follow-through;
• Facilitate trainings directly, or support field teams/consultants to do so;
• Provide technical support for the recruitment of Protection-related staff
• Ensure child participation in all relevant programs, including engagement with the SLT

Resource Acquisition and Management

• Provide technical support to proposal development for protection, safeguarding, gender mainstreaming, and GBV-related projects across all sectors, including budget design, technical design, theory of change etc, to ensure protection and gender are mainstreamed and risks mitigated.
• Review ongoing and final reporting of projects before external submission;
• Review, contextualize, and develop training packages, as necessary;
• Produce materials for safeguarding, Protection & Gender programming;
• Support program quality and strategy team in developing assessment, monitoring, and evaluation tools to measure safeguarding, protection, CP, and GBV issues, risks, and build staff capacity in the use of tools;
• Review TORs for external consultants conducting assessments, evaluations, etc.;
• Provide technical leadership to sector-related research, case studies, and learnings
• Participate in the capacity assessment and vetting of programming partners.

 

Monitoring and Reporting

 

• Meet minimum quality standards and support improvement, reflection, learning, and innovation
• Compile and submit quality reports to operations and advocacy team leaders for further consolidation and management decision-making.
• Lead the completion of the annual Safeguarding, Protection and Inclusion Update Report and use results to develop or contribute to the annual safeguarding action plan.
• Analyse progress on safeguarding, protection, and inclusion compliance and quality safeguarding implementation, and use lessons to continue good practices, fill gaps, and improve quality implementation.
• Ensure a central database is maintained to document complaints and feedback received from all channels. Ensure that the database is updated and utilized daily.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

• Bachelor’s degree or equivalent in a Legal, management or Child Rights-related field, or field/practical experience working with situations of policy formation, guidance, and implementation.
• Technical skills:  direct programming or management experience in advocacy, External engagement, child protection in emergencies, prevention of sexual exploitation and abuse (PSEA), gender-based violence (GBV), GEDSI and safeguarding 
• Experience: 2-3 years’ + experience in advocacy and external engagement, overseeing child protection, PSEA, GBV, GEDSI, and safeguarding work – preferably in a humanitarian context
• Other: strong relationship building/network capacity, excellent communication skills, spiritual maturity in Christian faith, ability to influence, innovative, and proactive personality. 
• Humanitarian policy and advocacy expertise, with ability to represent INGO across national and international spaces
• Project planning and proposal writing certification, or comparable professional experience with proven results
• Team management, capacity building, and mentorship
• Good understanding of World Vision, its programs, and policies
• Excellent writing and documentation skills
• Strong interpersonal, collaboration, networking, and communications skills
