It is responsible for safeguarding and preserving lives and property through prevention, protection, and preparation as well as the care, custody, and supervision of all adults sentenced for violating North Carolina laws. Description of Work

About The Division of Institutions:
The Division of Institutions manages the daily operations of all state-operated prison facilities across North Carolina. Facilities are categorized by custody levels (minimum, medium, close) and house individuals serving sentences for felony convictions. The division provides safety, security, and rehabilitative services through trained custody staff, program facilitators, and administrative personnel.


This position serves as a Human Resources Supervisor for the Division of
Institutions Administration and oversees HR functions for approximately 300
employees. This position is responsible for the following:

1. Recruitment, salary administration, benefits, payroll, leave of absence, and
time reporting functions for Institutions' Administration staff.

2. Oversees the posting and screening process for Institutions' Administration
vacancies and the Correctional Officer positions that work under the Chief of Security.

3. Addresses HR issues, serves as a resource for HR questions/concerns, and
supervises the day-to-day HR functions.

4. Supervises one HR Technician I and one Administrative Specialist in the
performance of the day-to-day human resources functions; and two HR
Technician II (Recruiters) positions in the posting and screening process in
Workday.

Knowledge Skills and Abilities/Management Preferences

Salary Grade Range: $41,206.00 - $72,113.00

The Knowledge, Skills, and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred:

  • Demonstrated advanced experience serving as a Workday Recruiting Coordinator, including managing recruitment workflows, candidate activities, and hiring transactions and troubleshooting within Workday.

  • Demonstrated experience using SAP GUI, including navigation of various system functions and generation of SAP BusinessObjects (BOBJ) reports.

  • Documented experience in State Government Human Resources operations, including recruitment and onboarding, employee benefits administration, time and attendance reporting, Family and Medical Leave (FMLA) and Leave of Absence (LOA) administration, and payroll processing.

  • Proven ability to interpret and apply federal, state, and organizational policies and procedures when managing complex and diverse leave of absence (LOA) situations, ensuring compliance and consistency.

  • Demonstrated ability to effectively manage multiple priorities in a fast-paced, high-volume work environment while maintaining accuracy, organization, and exceptional customer service.

Minimum Education and Experience

Associate’s degree, typically in Human Resources or relevant field from an appropriately accredited institution and 2 years of experience required; or 3 years of progressive experience in Human Resources; or equivalent combination or education and experience.
