Description

Under the supervision of the Deputy Executive Director - Human Services & Community Programs, the MH/IDD Administrator directs Delaware County’s mental health and intellectual /developmental disabilities programs in accordance with the Mental Health/Intellectual Disability Act of 1966; the Mental Health Procedures Act and applicable regulations of the PA Department of Human Services, the Office of Mental Health and Substance Abuse Services(OMHSAS), the Office of Developmental Programs (ODP) and the Office of Child Development and Early Learning (OCDEL). The Administrator serves as the county’s designated MH/ID authority, responsible for planning, funding oversight, provider network management, and compliance across base-funded mental health services, HealthChoices behavioral health managed care coordination, and ODP-administered intellectual disability/autism services including Consolidated, Community Living and P/FDS waivers.
  • Oversee all MH/IDD programming within Delaware County that receives funding from the County or through the HealthChoices program.
  • Oversee, coordinate, and plan the County Human Services Block Grant Plan, including needs assessments, stakeholder feedback, service planning, data collection, and budget narratives.
  • Serve as the County’s statutory MH/IDD Program Administrator or designee under the MH/ID Act.
  • Ensure compliance with OMHSAS and ODP licensing, regulatory, and reporting requirements.
  • Maintain compliance with the Mental Health Procedures Act, including oversight of County-designated involuntary commitment (302) processes and delegation to crisis and emergency services.
  • Manage the HealthChoices program for Delaware County, including negotiating with OMHSAS for sufficient capitation rates, collaborating with the managed care provider, developing plans to use surplus HealthChoices funds to address service gaps, and supervising staff responsible for program administration.
  • Manage MH base funding, IDD base funding, and applicable Human Services Block Grant allocations.
  • Manage program and fiscal staff responsible for provider contracts, invoicing, funding-source cost allocations, cost-allocation plans, and MH/IDD budget reconciliation.
  • Manage program and data-collection staff to ensure vendors provide sufficient data for quality assurance and state reporting requirements.
  • Coordinate with the HealthChoices Behavioral Health Managed Care Organization regarding reinvestment funds, utilization review, and network adequacy.
  • Monitor ODP waiver capacity, the Prioritization of Urgency of Need for Services registry, and enrollment and waiting-list management.
  • Oversee the County’s network of MH and IDD provider agencies, including base-funded, HealthChoices, and ODP waiver providers.
  • Monitor service capacity across the continuum of care, including outpatient services, case management, ACT/FACT, peer support, mobile crisis, crisis response, inpatient hospitalization, and residential services.
  • Manage the care of Delaware County residents within the State Hospital system, including admission and discharge planning for civil and forensic units.
  • Collaborate with state officials and staff to ensure Delaware County residents receive appropriate levels of care.
  • Lead the procurement, contracting, and monitoring of provider performance and outcomes.
  • Respond to critical incidents, provider deficiencies, and DHS corrective-action processes.
  • Supervise all MH/IDD program staff, applicable Supports Coordination Organization liaison functions, and Quality Management staff.
  • Oversee quality-management and improvement plans required by OMHSAS and ODP.
  • Ensure timely data submission to state systems, including HCSIS, PROMISe-linked reporting, and OMHSAS reporting systems.
  • Communicate with state legislators, DPW, and OMHSAS to ensure adherence to Office of Behavioral Health requirements and appropriate oversight throughout the system of care.
  • Represent the County on statewide committees and workgroups.
  • Represent the County in regional initiatives related to Office of Behavioral Health functions.
  • Coordinate with CYS, JPO, Early Intervention, and schools to support a holistic approach to the needs of children and families.
  • Collaborate with criminal justice stakeholders to ensure mental health and intellectual and developmental disability needs are appropriately addressed within the criminal justice system.

Minimum Qualifications:

  • Graduate degree in social work, public administration, psychology, or a related field. A bachelor’s degree with equivalent significant experience may be considered.
  • Minimum of five to seven years of progressive experience in public behavioral health or IDD systems administration, including supervisory experience.
  • Working knowledge of the Pennsylvania MH/ID Act, Mental Health Procedures Act, HealthChoices behavioral health managed care structure, and ODP waiver programs.
  • Meet all applicable OMHSAS and ODP administrator qualification standards in effect at the time of hire.

Preferred Qualifications:

  • Direct experience serving as an MH/IDD Administrator or Deputy Administrator in a Pennsylvania county.
  • Experience with county or state human services budgeting, cost reporting, and provider contract management.
  • Familiarity with HCSIS, PROMISe, and DHS enterprise reporting systems.
  • Experience overseeing a multi-county joinder or single-county HealthChoices contract.

Knowledge, Skills, and Abilities:

  • Ability to interpret and apply evolving OMHSAS and ODP bulletins and regulatory guidance.
  • Skill in provider-network development and performance-based contract monitoring.
  • Strong written and verbal communication skills.
  • Ability to manage competing priorities in a complex work environment.
