Responsibilities:
- Manage project and contract operations to ensure production schedules, milestones, deliverables, and performance requirements are achieved in accordance with contract objectives.
- Manage and optimize personnel, system, technical, and operational resources to support mission requirements and ensure effective resource utilization.
- Establish and maintain effective working relationships with customers, government stakeholders, mission partners, and contract personnel to facilitate coordination and successful program execution.
- Manage project cost, schedule, performance, and risk by monitoring program execution, identifying potential issues, and implementing mitigation strategies to maintain contract objectives.
- Coordinate the identification, tracking, and resolution of production-related issues and operational challenges affecting mission execution, schedules, resources, or deliverables.
- Supervise the production of all-source intelligence analysis and manage programs of similar or greater size, scope, complexity, and mission requirements.
- Apply knowledge of the Intelligence Cycle, Collection Management Cycle, Identity Intelligence (I2), Biometric Collection Cycle, watchlisting, targeting operations, and formal intelligence production processes to support contract and mission execution.
- Apply knowledge of applicable intelligence regulations, publications, manuals, local policies, procedures, theaters of operation, deployment processes, and intelligence analytic techniques to ensure compliance and mission effectiveness.
- Organize and manage program activities in alignment with mission requirements, organizational goals, and the strategic direction of the National Ground Intelligence Center (NGIC).
- Develop, manage, and oversee contract budgets, operating plans, resource requirements, and financial performance to ensure effective allocation of program resources.
- Establish program performance measures and conduct periodic evaluations to assess program strengths, identify performance gaps, and implement process improvements.
- Conduct regular meetings and program reviews with customers, stakeholders, and contract leadership to communicate program status, address issues, and maintain alignment with mission objectives.
- Develop and deliver accurate, timely, and comprehensive program status reports covering cost, schedule, performance, risks, deliverables, staffing, and overall contract execution throughout the period of performance.
Qualifications:
- Possess a minimum of ten (10) years of experience in a Program Manager role or equivalent, with at least some relevant experience demonstrated within the preceding two (2) years.
- Demonstrate the ability to define complex problems, develop analytical approaches, supervise studies, and lead surveys to collect, evaluate, and analyze data in order to develop informed recommendations and viable solutions.
- Demonstrate analytical leadership and subject-matter expertise in identifying, planning, developing, implementing, and executing analytic production methodologies, tradecraft, and techniques aligned with the requirements and mission of the labor category.
- Demonstrate extensive experience providing strategic advice, technical guidance, and subject-matter expertise to Military Commanders, Senior Government Officials (GG-15 and above), Defense Planners, and senior policymakers, including officials at the Under Secretary level and above.
- Possess a Bachelor's degree in an area related to the labor category from an accredited college or university recognized by the U.S. Department of Education.
- Possess a Project Management Professional (PMP) certification.
Desired Qualifications:
- Possess a Master's degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education.
- Experience leading a large-scale program with multiple CONUS and OCONUS locations.

Salary Range: $60,000 - $135,000
This range reflects Core One Solutions' current good-faith estimate for this labor category based on proposed contract pricing and comparable labor category rates. As this position is contingent upon contract award, final compensation will be confirmed based on the awarded contract's negotiated rates, applicable wage determinations, clearance requirements, and the selected candidate's experience and qualifications.
