Description
This is light work requiring the exertion of up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects; work requires walking, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, preparing and analyzing written or computer data, visual acuity is required for determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is maybe subject to adverse environmental conditions.Coordinating the strategy, planning, and implementation of business systems and processes and other associated business systems required for business continuity. Develops project plans, specifications and manages technology implementation and integration: prepares and updates business processes documentation. Oversees the technology implementation for the Energy Services department in coordination with other City departments. Creates long-range plans for Energy Services business systems and process strategy. Provide strategy and leadership in the continuous improvement of the business process and business system data analysis. Develops overall strategies for new implementations such as plans, scripts, tests, defect tracking and resolution tools. Coordinates the resolution of issues identified in testing vendor organizations. Creates data models and utilizes business intelligence tools to analyze existing and new business intelligence to provide organized information to staff, customers, and other stakeholders to provide customer service, operational efficiency, and business understanding. Evaluates and makes recommendations for new technologies and process improvements. Coordinates with stakeholders and ensures system functionality and integration integrity to facilitate open and proactive communication with stakeholders to determine the optimal mix of business system and process changes to support current-state and future-state goals for Customer Information System (CIS), Work Order Management System (WOMS), Geographic Information Systems (GIS), Outage Management System (OMS), Advanced Metering Infrastructure (AMI), Meter Data Management System (MDMS) and Customer Engagement Portals (CES).Analyzes and prepares policies, processes, and procedures. Develops system process diagrams, physical and logical architecture documents and documentation of existing and future system architecture plans.
Performs research, writing, and development of request for qualifications (RFQs) or request for proposals (RFPS) for business system and data intelligence projects.
Develops training materials and conducts interactive trainings with employees on business systems and processes. Prepares various correspondences, reports, standards, instructions and specifications. Assists with development and administration of department budgets. Provides assistance as needed during system restoration after or during emergency incidents. Approves work orders, purchase requisitions, memos, letters, time sheets, and other documents. Schedules and assigns work to direct report personnel; inspects work for adherence to standards, productivity, and quality. Performs coaching and evaluation with direct report personnel; works with department administration on discipline and other issues. Performs related tasks as required.Thorough knowledge of the principles and practices of computer science as related to the preparation of plans and specifications; thorough knowledge of modern methods and techniques as applied to the development and implementation of business process and technologies; thorough knowledge of database management to maintain energy services database systems; ability to perform difficult analytical analysis tasks to make recommendations on business process problems. Through knowledge of software and programing language to make recommendations on technology problems. . Physical stamina to withstand working under adverse weather conditions with possible extended work hours. Ability to communicate complex ideas effectively, orally and in writing; ability to calculate complex cost reports. Ability to establish and maintain effective working relationships with associates, contractors and the general public.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in Computer Science, or related field and considerable experience in public works or utility engineering.Possession of an appropriate driver’s license valid in the State of North Carolina.
Master’s degree with specialized industry training preferred
