Mission Overview:

We are seeking an Agile Program Manager for Automation to join our consultancy team at a client site. This role involves structuring, steering, and coordinating efforts to digitalize and automate backend services while ensuring compliance with architectural and security standards. You will orchestrate the work of a multidisciplinary team and closely interact with strategy teams, PMO, and various involved departments.


Project Description:

The Automation train is responsible for end-to-end initiatives aimed at enhancing efficiency, interoperability, security, modularity, and automation of programs supporting the core business. This includes design, analysis, development, production, and maintenance. The team consists of various profiles (process managers, business analysts, developers, etc.) whose work must be sequenced and coordinated to achieve deliverables with minimal energy loss.


Responsibilities:

  • Coordinate and assign work to the team.
  • Capture, process, and structure unplanned work and BAU.
  • Support the team in content-related matters.
  • Resolve orchestration issues among team members.
  • Represent the team in collaboration with other teams and align with PMO.
  • Prepare and facilitate the automation steering group.
  • Establish appropriate governance: rituals, reporting, risk tracking, dependency management.
  • Ensure strategic alignment with the administration contract, Flight Plan, and roadmap.
  • Coordinate stakeholders: train team, strategy team, PMO, other department heads, and train managers.
  • Produce deliverables related to work progress.

Context:

The client is a relatively small public organization characterized by highly engaged teams where employees often take on multiple roles. As they temporarily benefit from external support to carry out essential projects, the Agile Program Manager must play a structuring and accelerating role, demonstrating pragmatism and sometimes undertaking tasks outside their strict domain to unblock situations and achieve results.

  • Ensure knowledge transfer and coaching for future autonomy.
  • Establish pragmatic governance: light, clear, and sustainable.
  • Maintain roadmap coherence considering dependencies and priorities.
  • Guarantee quality without sacrificing speed and a hands-on mentality.

Required Skills:

  • Proven experience in program management within public or complex environments.
  • Experience with Agile collaboration models in medium or small organizations.
  • People management skills in a non-hierarchical context.
  • Ability to quickly grasp context, subject matter, dependencies, and criticality.
  • Expertise in multi-project steering, governance, reporting, and risk management.
  • Ability to coach and develop junior profiles.
  • Knowledge of project management techniques (scoping, resource and budget planning, risk management, activity tracking, and coordination) and program management (defining expected benefits, structuring and prioritizing projects, managing interdependencies, strategic alignment, tracking benefit achievement).
  • Excellent organizational and communication skills (FR/NL required), with the ability to present results to management.
  • Ability to balance conceptual tasks with concrete work execution, demonstrating pragmatism and versatility to deliver tangible results.

Collaboration Framework:

  • Reports to: Director COSI.
  • Frequent interactions: General Administrator, Deputy General Administrator, other train managers, PMO, Department Heads, Senior Users.
  • Mandatory participation in steering committees and program increments.
  • Hybrid mode; on-site presence required at key moments and for team support. Remote work possible.
