Position Overview

 

Pact seeks an experienced Chief of Party to lead the implementation of an anticipated donor-funded Project. The project aims to improve mining sector governance and strengthen regulatory policies and practices in the mining sectors of DRC, Rwanda, Uganda, and Burundi, to counter illicit activities in minerals production, trade, and export that undercut U.S. companies and/or U.S. access to critical minerals. The project will improve transparency and licit trade, promote trusted ICT infrastructure technology deployment, enforce licit finance, and promote responsible investment exemplified by U.S. investors. This position is contingent upon award. 

 

The Chief of Party will be responsible for overall leadership of the project and for the management and operations of project activities. The Chief of Party will supervise high-quality technical implementation and project delivery, with a focus on achieving project goals and donor objectives. The Chief of Party will coordinate activities across all relevant stakeholders, including the donor, senior diplomatic officials, host-country government authorities, implementing partners, community-based organizations, and the private sector. They will ensure an adaptive, evidence-based, and collaborative approach to project management. Ultimately, the Chief of Party will be responsible for ensuring that project results are met or exceeded on time and within budget.  

 

This is expected to be a four-year activity and position based in Kinshasa, DRC, with frequent travel in the Great Lakes region (Uganda, Rwanda and Burundi). 

Key Responsibilities

Specific duties to be carried out by the successful candidate will include:

 

  • Manage and coordinate the implementation of activities, including with any implementing partners and other key stakeholders. 
  • Lead project planning (i.e., development of work plans and project budget), monitoring and reporting (i.e., review and approve periodic budgets and technical and financial reports) in accordance with Pact and donor requirements. 
  • Provide overall technical leadership for project activities related to responsible critical minerals development, including in strengthening regulatory agencies’ capacities to counter illicit activities in minerals production, trade, and export (especially illicit cross-border activity) and promoting responsible investment in the mining sector. 
  • Lead and manage a flexible team to deliver adaptive, context-driven programming and continuous evidence-based improvements.
  • Manage the project’s relationship with host government agencies and all other key external stakeholders. 
  • Liaise closely with Pact’s Global teams to ensure that all project activities are compliant with donor requirements, as well as consistent with Pact’s policies, procedures and best practices.
  • Serve as security focal person and ensure the safety and security of Pact’s staff and its properties at all times
  • Engage with senior Department of State leaders, diplomatic officials, host-country government authorities, community-based organizations, and the private sector in support of the America First foreign assistance strategy
  • Employee will comply with all company policies and procedures, including completing all compliance training topics by the deadline to satisfy each and receiving the corresponding acknowledgment statement that the training has been completed.
  • All other duties as assigned

Basic Requirements

  • Master’s degree and 15+ years relevant experience or equivalent combination of education and experience, including 8 years of experience leading complex donor-funded projects. 
  • At least eight years of experience as a Chief of Party or in a comparable managerial position on donor-funded governance or responsible mining projects.
  • Experience engaging with senior diplomatic officials, host-country government authorities, community-based organizations, and the private sector 
  • Detailed understanding of critical minerals sector in the Great Lakes Region (DRC, Rwanda, Burundi, Uganda), including proven success implementing extractives governance, anti-corruption, financial crimes, or supply chain traceability programs in Africa.
  • Understanding of the regulatory environment and key stakeholders in the mining sectors of DRC, Rwanda, Uganda, and Burundi and the barriers to transparency, traceability, and licit cross-border trade.
  •  Proven experience with multistakeholder engagement, including coalition building and the advancement of public-private partnerships. 
  •  Fluency in English and French are required
