Description

Accounting Technician I
Under general supervision, to perform a variety of the more difficult and complex account and statistical record keeping work in connection with the development, maintenance, and processing of County fiscal and statistical records; to provide information and assistance regarding inquiries concerning an assigned work area; to perform general office support assignments; and to do related work as required.

Accounting Technician II
Under general direction, to perform a variety of the more difficult and complex paraprofessional, technical account and statistical record keeping work in connection with the development, maintenance, and processing of County fiscal and statistical records; to provide information and assistance regarding inquiries concerning an assigned work area; to provide lead direction, training, and work coordination for other fiscal support staff, when assigned; and to do related work as required.

Accounting Technician Sr.
Under general direction, to have day-to-day assigned responsibility for a major component of a Department’s or the County’s fiscal system; to perform a variety of the most difficult and complex paraprofessional, technical account and statistical record keeping work in connection with the development, maintenance, and processing of County fiscal and statistical records; to provide information and assistance regarding inquiries concerning an assigned work area; to provide lead direction, training, and work coordination for other fiscal support staff, when assigned; and to do related work as required.

Accounting Technician I
Performs a wide scope of the more complex and specialized financial and statistical record keeping work; distributes material, labor, and equipment costs to appropriate cost centers and project amounts; posts and balances general and subsidiary ledgers; has responsibility for a department=s cash, vendor payments, and receipts; identifies and resolves a variety of difficult account and statistical and record keeping problems; posts and balances general and subsidiary ledgers; performs corrections in maintaining accounting controls; maintains control of financial records and documents prior to submission to other departments; reviews, compiles, and records a variety of financial transactions; prepares periodic special financial and statistical reports; maintains controls and records warrants; reconciles monthly cash balances; examines, reconciles, and balances fiscal records; performs complex financial record keeping related to Public Assistance Programs; may perform the more complex fiscal support work related to the collection and distribution of family support payments; may collect current Secured, Supplemental, and Unsecured Property Tax bills; may develop a consolidated record of accounts for delinquent assessments, guaranteeing fiscal accountability and providing an official permanent tax history for each individual parcel; may facilitate redemption of delinquent tax obligations, initiating installment payment plans and performing associated functions according to contractual obligations; may maintain the State of California's Tax Postponement Program for senior and disabled citizens;  coordinates, prepares, and monitors budget expenditures; operates computers, using County financial software, special software used in an assigned County department, and spreadsheets; explains financial procedures and assigned area account record keeping requirements to other staff and the public; may provide lead direction, work coordination, and training for Account Clerk staff.

Accounting Technician II
Performs a wide scope of the more complex and specialized paraprofessional financial and statistical record keeping work; maintains journals, general ledgers, and subsidiary ledgers; maintains and updates accounts receivable controls and accounts; classifies and posts expenditures to budgetary accounts; maintains detailed job process and administrative overhead records; analyzes revenue and expenditures, preparing periodic statements; assists with preparation of budget estimates and projections; prepares and maintains trial balances, recapitulations and balance sheets; maintains and updates complex financial and statistical reports; updates budget accounts; maintains detailed job process and administrative overhead records; analyzes revenue and expenditures, preparing periodic statements; assists with preparation of budget estimates and projections; prepares and maintains trial balances, recapitulations and balance sheets; maintains and updates complex financial and statistical reports; calculates and compiles apportionments, shares of financial appropriations, or subventions; receives and classifies accounting data; identifies and resolves a variety of complex account and statistical record keeping problems; prepares periodic billings for special contracts; maintains records for revolving and trust accounts; prepares claims for other government agencies; initiates budget transfers to cover account shortages; operates computers, using County financial software, special on-line software used in an assigned County department, and spreadsheets; may process financial adjustments/corrections on child support cases; may audit Court orders and calculate arrearage on child support cases; may collect current Secured, Supplemental, and Unsecured Property Tax bills; may develop a consolidated record of accounts for delinquent assessments, guaranteeing fiscal accountability and providing an official permanent tax history for each individual parcel; may facilitate redemption of delinquent tax obligations, initiating installment payment plans and performing associated functions according to contractual obligations; may maintain the State of California's Tax Postponement Program for senior and disabled citizens; may reconcile accounts and prepare warrant registers for special districts; may post opening balances to County accounts at the beginning of each fiscal year; explains financial procedures and assigned area technical account record keeping requirements to other staff, representatives of other government agencies, and the public; provides lead direction, work coordination, and training for other staff.

Training and Experience:
Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
  • Two (2) years of full time experience, or its equivalent, performing office support duties relating to fiscal, statistical, or case records maintenance, including at least one year of journey level Account Clerk experience equivalent to an Account Clerk II with Trinity County.

TYPICAL PHYSICAL REQUIREMENTS
Sit for extended periods; frequently stand and walk;  normal manual dexterity and eye-hand coordination; lift and move objects weighing up to 25 lbs.; corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, telephone, calculator, copiers, and FAX.

DISTINGUISHING CHARACTERISTICS
Accounting Technician I
This is the first advanced working level in the Account Clerk/Accounting Technician class series.   Incumbents have responsibility for performing a variety of the more difficult and complex account and statistical record keeping work which requires previous background and experience in the area of financial and statistical record keeping where assigned.   This class is distinguished from Account Clerk II in that incumbents perform more specialized and complex work requiring comprehensive knowledge of Department or program fiscal requirements.   It is distinguished from Accounting Technician II that Accounting Technician II’s are assigned to a highly specialized area of a department or program’s fiscal recordkeeping, requiring knowledge of both a department or program’s fiscal requirements and the County’s fiscal system.

Accounting Technician II
This is the second advanced and first specialized working level in the Account Clerk/Accounting Technician class series.  Incumbents have responsibility for performing the more difficult, complex, and specialized paraprofessional, technical account and statistical record keeping support work, requiring substantial background and experience in the area of financial and statistical record keeping where assigned.  This class is distinguished from Accounting Technician I in that incumbents perform a higher level of technical work requiring more comprehensive knowledge of the County and department fiscal system and requirements.   It is distinguished from Accounting Technician, Senior in that Accounting Technician, Senior’s are assigned to a more specialized area of a department or program’s fiscal record keeping, requiring greater knowledge  the County’s fiscal system and specialized knowledge of the Department or program fiscal system where assigned. In addition, Accounting Technician, Senior’s have delegated day-to-day responsibility for a major component of the County’s or a Department’s fiscal system.

Accounting Technician Sr.
This is the highest and second specialized working level in the Account Clerk/Accounting Technician class series. Incumbents have delegated day-to-day responsibility for a major component of a Department’s or the County’s fiscal system. They perform the most difficult, complex, and specialized paraprofessional, technical account and statistical record keeping support work, requiring substantial background and experience in the area of financial and statistical record keeping where assigned. This class is distinguished from Accounting Technician II in that incumbents have a higher level of delegated responsibility for a major component of a Department’s or the County’s fiscal system. They perform the most complex fiscal support. Only one position at this level will usually exist within a department.

REPORTS TO
A variety of County supervisory or management positions, depending upon the department or program area where assigned.

CLASSIFICATIONS SUPERVISED
Accounting Technician I
This is not a supervisory class.  However, incumbents may provide lead direction and work coordination for Account Clerk I’s or II’s.

Accounting Technician II
This is not a supervisory class.  However, incumbents may provide lead direction and work coordination for Account Clerk I’s or II’s and Accounting Technician I’s.

Accounting Technician Sr.
This is not a supervisory class.  However, incumbents may provide lead direction and work coordination for Account Clerk I’s or II’s and Accounting Technician I’s or II’s.
