Description

New Hanover County is seeking a Residential Appraiser, Zone 2 to join the Tax Department. This position performs advanced residential appraisal work in support of the County's mass appraisal program, including countywide revaluation, market analysis, valuation model calibration, Schedule of Values development, sales verification, and quality assurance. Duties include defending assessed values through informal review, Board of Equalization and Review hearings, and Property Tax Commission cases; providing technical guidance to appraisal staff; responding to taxpayer inquiries; interpreting appraisal policies and procedures; and maintaining accurate property records in the County's Computer Assisted Mass Appraisal (CAMA) system.

Employees in a Zone 2 position will focus on the countywide revaluation and will perform the following primary duties:

  • Perform countywide residential revaluation activities including market analysis, sales verification, field inspections, valuation model calibration, and quality assurance.
  • Assist in developing, analyzing, calibrating, and validating the County's Schedule of Values using market data, statistical analysis, and mass appraisal methodologies.
  • Perform ratio studies and statistical analysis to evaluate appraisal performance and compliance with IAAO standards. 
  • Review market changes and recommend adjustments to pricing schedules, depreciation tables, neighborhood factors, and land values. 
  • Conduct periodic canvassing of all county properties.
  • Manage informal and Board of Equalization and Review appeals by analyzing appraisal data, ensuring valuation accuracy, preparing appeal documentation, and presenting cases to the Board.
  • Collaborate with Zone 1 appraisers and appraisal management to analyze market trends, calibrate valuation models, and ensure consistent application of market adjustments throughout assigned neighborhoods.
  • Perform quality control reviews of new construction, sales verification, valuation models, and appraisal data to ensure accuracy, consistency, and compliance with established appraisal standards.
  • Assist in the training, mentoring, and professional development of new appraisers by providing technical instruction, field guidance, quality assurance, and support in applying appraisal standards and mass appraisal methodologies.
  • Develop, prepare, and present Property Tax Commission (PTC) cases, including appraisal analysis, evidence compilation, and testimony in support of assessed values.
  • Perform other related duties as assigned to support the efficient operation of the Tax Department.

Knowledge, Skills, and Abilities
  • Thorough knowledge of real property appraisal principles, practices, mass appraisal methodologies, and property tax administration.
  • Thorough knowledge of market analysis, sales verification, ratio studies, valuation modeling, and Schedule of Values development.
  • Working knowledge of current construction methods, building materials, construction costs, and depreciation factors affecting residential property values.
  • Working knowledge of North Carolina property tax laws, appraisal standards, and appeal procedures.
  • Thorough knowledge of computer systems, appraisal software, GIS applications, Microsoft Office Suite, and technology used in property valuation.
  • Ability to analyze complex appraisal, market, and statistical data to develop equitable and defensible property valuations.
  • Ability to interpret building plans, surveys, plats, aerial imagery, and other property-related documents.
  • Ability to operate appraisal software and computer systems to perform valuation modeling, quality assurance, and property record maintenance.
  • Ability to exercise sound judgment, initiative, and fairness in determining, defending, and explaining property values.
  • Ability to prepare and present appraisal analyses, reports, and expert testimony before the Board of Equalization and Review, Property Tax Commission, and other audiences.
  • Ability to communicate effectively and maintain professional working relationships with taxpayers, attorneys, consultants, coworkers, and other stakeholders.
  • Ability to mentor, train, and provide technical guidance to appraisal staff while promoting consistent application of appraisal policies, procedures, and mass appraisal principles.

8:00 AM - 5:00 PM, Monday - Friday.

Must be available to report for emergency work assignment during emergency situations.

Salary Information:
The hiring range for this position is $50,138 - $66,445 annually plus a competitive benefits package. 
Salary will be determined based on qualifications, internal equity, budget, and market considerations.

An equivalent combination of knowledge, skills, education, training, and experience sufficient to thoroughly understand the functions of the role and successfully perform the essential duties, with 1 year of experience in a similar role or performing similar duties.                                                                                                                

Examples of equivalent combinations include but are not limited to a High School diploma or equivalent and one (1) year of real property appraiser experience; or certification from the North Carolina Department of Revenue Level I Real Property Appraiser; or an equivalent combination of training and experience sufficient to successfully perform the essential duties of the classification such as those listed above.

  • Valid Driver's License (from any state) and good driving record required at the time of application. 
  • Valid North Carolina Driver’s License required by the first date of employment with a good driving record.
  • Residential Appraisal Certification by NC Department of Revenue within two years of employment.
