Description
The Deputy Clerk is responsible for supporting the Property Assessor’s Office by performing administrative, clerical, customer service, data entry, and records-management duties related to real and personal property assessments. The primary areas of responsibility include assisting property owners and members of the public, processing property-related documents, entering and maintaining assessment information, preparing correspondence and reports, and organizing paper and electronic records. This position performs duties in accordance with applicable Tennessee law, County policies, and procedures established by the Property Assessor. Job performance for this position will be evaluated by the Chief Deputy based on the employee’s accuracy and completeness of work, knowledge of office procedures, customer service and communication skills, ability to maintain confidential information, dependability, productivity, and effectiveness in interacting with coworkers, public officials, taxpayers, and the public.

- Provides courteous and professional customer service to property owners, taxpayers, attorneys, real estate professionals, governmental agencies, and the public.
- Responds to telephone calls, emails, correspondence, and in-person inquiries regarding property records, assessments, exemptions, classifications, and office procedures.
- Receives, reviews, processes, files, and maintains documents related to real and personal property records.
- Enters, updates, verifies, and retrieves information in County and state-approved property assessment and records-management systems.
- Assists with processing ownership changes, address updates, property information, and other assessment-related data.
- Assists with applications, documentation, and correspondence related to property tax programs, exemptions, classifications, and assessment matters.
- Reviews documents and information for accuracy, completeness, and compliance with established requirements and procedures.
- Scans, copies, indexes, organizes, and maintains paper and electronic records in accordance with office procedures and applicable record retention requirements.
- Prepares routine correspondence, forms, reports, notices, spreadsheets, and other documents as assigned.
- Assists with public records requests and provides records or information in accordance with applicable law and County procedures.
- Processes incoming and outgoing mail and assists with filing, document distribution, supply inventory, and other administrative functions.
- Coordinates with County departments, governmental agencies, attorneys, real estate professionals, and other parties regarding property records and assessment-related matters.
- Maintains the confidentiality and security of sensitive taxpayer, property, and departmental information.
- Operates computers, databases, scanners, copiers, telephones, and other equipment necessary to perform assigned duties.
- Attends and participates in meetings, training sessions, workshops, and other job-related activities.
- Maintains work areas, files, records, and supporting documentation in an organized and accessible manner.
- Performs other incidental and related duties as required and assigned.
- High school diploma or general education degree (GED) or an equivalent combination of education, training, and experience sufficient to successfully perform the essential duties of the position.
- Ability to pass a physical and drug screen administered through a licensed physician.
- One year of clerical, administrative, customer service, governmental, real estate, property records, or related experience.
- Experience entering, reviewing, processing, or maintaining detailed records and documentation.
- Experience working with databases, spreadsheets, records-management systems, or governmental software.
- Knowledge of property records, property assessment functions, or local government operations.
- Knowledge of general office practices, administrative procedures, customer service principles, filing, data entry, document processing, and records management.
- Ability to learn and apply Tennessee property assessment laws, regulations, County policies, and departmental procedures.
- Ability to accurately review, enter, update, verify, and maintain detailed property and assessment information and identify incomplete, inconsistent, or inaccurate information.
- Ability to understand and follow established procedures and instructions for processing property records, applications, forms, and supporting documentation.
- Capability to prepare accurate correspondence, reports, notices, spreadsheets, forms, and other records in an organized and accessible manner.
- Strong organizational and time-management skills to prioritize assignments and complete work accurately and timely.
- Ability to communicate clearly, concisely, and professionally, both orally and in writing, and explain property records, assessment information, office procedures, and documentation requirements.
- Ability to establish and maintain effective working relationships with coworkers, County officials, governmental agencies, property owners, taxpayers, and the public.
- Ability to maintain confidentiality and exercise appropriate discretion when handling sensitive taxpayer, property, and departmental information.

- This is a sedentary work position requiring the exertion of up to 10 pounds occasionally and a negligible amount of force frequently.

- General hours are Monday through Friday, 8:00 AM to 4:30 PM; however, occasional extended, evening, or weekend hours may be required to meet operational needs.
