FLNG Commissioning Leader

 

Job Type: Contract

Duration: 1 year (possibility to extension until 2028)
Location: Dubai (with potential relocation to Gabon during Start-Up and Handover phases)

 

Role Overview

We are seeking an experienced FLNG (Floating Liquified Natural Gas) PCCSU Leader to play a key leadership role in delivering PreCommissioning, Commissioning, and StartUp (PCCSU) activities for a major FLNG project.

This position offers a unique opportunity to contribute across the full project lifecycle; from early preparation through on-site execution; supporting the successful commissioning and start-up of a world-class LNG facility.

 

Qualification:

B.Sc. in an Engineering discipline from a recognized University with extensive commissioning experience of Oil & Gas projects. Good skills in construction management, effective communication, conflict resolution.

 

Experience:

  • A minimum of ten to twelve (12 to 15) years’ experience in relevant Pre-commissioning, Commissioning, and Start-up activities in the oil & gas industries preferably in LNG Vessels (FLNG). Experienced in the implementation of oil & gas industries best practices, systems, processes and standards.
  • Candidate must have robust experience in EPCIC projects with strong capability to review/approve contractor works.
  • Excellent interpersonal, communication, and Leadership skills.
  • Excellent knowledge of industry engineering standards, quality control, safety, and environmental awareness.
  • Excellent ability to interpret and review method statements, inspection and test plans, PCCSU schedules and drawings.
  • Ability to highlight potential bottlenecks/problems and ability to suggest solutions.
  • Ability to supervise multi-national and multi-cultural contractor workforce.
  • Relevant technical expertise. Multi-discipline engineering exposure with troubleshooting and problem-solving skills.
  • Good IT and analytical skills, with ability to work well under pressure.
  • Highly organized, practical professional with strong communication and stakeholder management capabilities.
  • Solid site experience with a strong awareness of HSE requirements, SIMOPS constraints, and field execution challenges.

 

Key Duties and Responsibilities:

 

  • Act as client representative on board of FLNG vessel in the contractor yard (located in Dubai) and final location in Gabon; responsible for the project related pre-commissioning and commissioning activities.
  • Support the development of precommissioning and commissioning schedules (Level 3 & Level 4) in coordination with planning teams and vendors.
  • Leadership of Commissioning Discipline leads & technicians.
  • Assistance with work permit preparation during pre-commissioning phase to contractor and preparation of required work permits as permit applicant in commissioning phase and ensures all stipulated Client (POGG) system requirements are adhered by contractor personnel for execution of identified work.
  • Attend daily meetings with the Vessel Safety Coordination Committee (VSCC) in yard and the Asset Holder for planning of works and reporting of progress/constraints.
  • Liaise with HSEQ personnel for the required surveillance of construction/installation pre-commissioning/commissioning works to ensure works are being carried out in line with approved HSEQ procedures.
  • Coordinate with the contractor representative for movement of personnel and material for execution of work as per agreed schedule.
  • Review, comment and approve contractor’s pre-commissioning and commissioning plans/schedules/procedures/method statements/JRAs (Job Risk Analyses).
  • Review, comment, and approve the relevant pre-commissioning, Commissioning, and start-up deliverables
  • Monitor pre-commissioning and commissioning activities to ensure works are in line with approved procedures and AFC drawings.
  • Inspect the completed work for mechanical completion and identified punch list items to start the pre commissioning activities.
  • Coordinate with construction supervisors for clearance of punch list items and witness required pre-commissioning and commissioning activities.
  • Provide daily Progress report of the activities to Commissioning Manager and Project Team as per identified distribution matrix.
  • Scheduling and coordinating with Operations Readiness and Assurance Representatives to witness OTPs/CTPs etc. as per commissioning plan.
  • Develop planning of the commissioning activities and ensure its implementation as per the approved commissioning sequence and plan and project schedule.
  • Detail the activities into required systems and subsystems to facilitate commissioning and start up.
  • Develop and arrange for approval of all commissioning handover checklists and certificates and coordinate with Contractor/Vendors to solve system/equipment performance problems.
  • Work closely with project Construction Team, End User and Contractor to coordinate punch listing activities from beginning to end of the commissioning process including clearance and close out.
  • Coordinate schedule for vendors’ presence/visits at site(s), on-job training to assist in the commissioning of critical equipment and processes.
  • Coordinate closely with multidiscipline teams (Process, Electrical, ICSS, telecom, utilities, vendors, construction, and engineering) to integrate commissioning requirements into design and execution.
  • Familiarization with Completion Management Systems (PIMS) and ability to use for the management of the activities and handover principles
  • Assist in schedule recovery plans and PCCSU sequence optimization.
  • Support periodic Gap Analysis between: PIMS progress; PCCSU Level-4 Schedule; Construction progress; Mechanical Completion status; and Commissioning readiness.
  • Identify missing activities, schedule inconsistencies, completion bottlenecks, and critical interfaces.
  • Prepare reports highlighting gaps, risks, mitigation actions, and recovery opportunities.
  • Provide system readiness assessments to support project commissioning management decision-making.
  • Assistance to Establish milestone-based forecasting for Mechanical Completion (MC), Ready for Commissioning (RFC), Ready for Start-Up (RFSU), and Handover.
  • Provide support for PCCSU planning engineer to Monitor actual versus planned progress and identify critical path impacts to System Completion and Commissioning activities.
  • Prepare and maintain detailed commissioning activities lists at Sub-System level within PIMS.
