The Program Manager for Strategic Systems is responsible for the leadership and execution of Voyager’s portfolio of programs across solid rocket motors, chemicals, and explosives, in conjunction with the chief engineer or lead engineer.

The position reports to the General Manager, Voyager Energetics and is part of the leadership team based in Pueblo and Penrose, CO. This role is onsite or hybrid based in Pueblo and Penrose, CO OR remote for highly qualified candidates.

In this role, the essential functions are:

  • Develop and execute comprehensive, coordinated plans for a portfolio of 3-10 projects, including scope, schedule, cost estimates, risk assessments, and resource requirements.
  • Serve as the primary liaison between internal teams, clients, and government agencies, ensuring clear communication and alignment on project objectives.
  • Monitor and project budgets/financials, ensuring adherence to financial targets and cost management throughout the project lifecycle.
  • Manage and communicate scope changes, ensuring alignment with program goals and customer expectations.

Required Qualifications

  • Bachelor’s degree in engineering, science, or management (or equivalent experience)
  • 10 years of experience in project or supply chain management and operations
  • Experience managing defense or government projects
  • Experience negotiating contracts with vendors, suppliers, or customers
  • Experience with project management software to manage schedules and budgets

Travel, Physical, and Government Mandated Requirements

  • Travel up to 30%, including the possibility of overnights, to customer sites, industry conferences, and program reviews.
  • Must be able to obtain and maintain a U.S. Security Clearance at the appropriate level (requires U.S. Citizenship).
  • Candidates must meet all eligibility requirements to obtain and maintain applicable state and federal explosives licenses, including minimum age requirements (21 and over), a drug-free workplace in compliance with the Drug-Free Workplace Act of 1988 (41 U.S.C. §§ 8101–8106), Executive Order 12564 (Drug-Free Federal Workplace), applicable Department of Defense directives including DoD Instruction 1010.09 and DFARS 252.226-7003 and successful completion of any legally required background investigations.
  • To conform to U.S. Government export regulations, including the International Traffic in Arms Regulations (ITAR), applicant must be a U.S. citizen, lawful permanent resident of the U.S., protected individual as defined by 8 U.S.C. 1324b(a)(3), or eligible to obtain the required authorizations from the U.S. Department of State.

The good faith base salary range for this role is $170,000-$200,000 at the time of this posting. Where you fall within the range depends on your experience, skills, and location. This range reflects base salary only and does not include benefits or bonus/incentive. This range may be adjusted in the future.

This position is incentive plan eligible.

The position may be eligible for lump-sum bonus upon hire.
