Purpose and Scope

Works under the direction of the Memphis- Shelby County Schools Board to perform research and analysis for policy and procedure consideration. This position provides efficient and effective services to the board and develops area expertise in all required areas. 

Essential Job Functions

  • Attends all Board Meetings; prepare accurate records of Board and local governmental meetings; and remains informed of issues, policies, and legislation that may impact the District.
  • Maintains real-time agenda updates in BoardDocs/Diligent; conducts roll call, and tracks official Board actions, motions, and decisions.
  • Coordinates and collaborates with internal departments to ensure Board Meeting agendas are accurately prepared, populated, and maintained within the document management system (BoardDocs/Diligent).
  • Responsible for posting Board Meeting agendas in accordance with Board policy and providing required meeting notices to ensure compliance with applicable requirements.
  • Facilitates special agenda items, including Spotlight on the Arts, JROTC presentations, and special recognitions, ensuring all details are prepared and communicated appropriately.
  • Research and responds to information requests and concerns from Board Members, District staff, and constituents, ensuring accurate, timely, and professional communication.
  • Maintains a general understanding of District initiatives, programs, and practices to inform constituent response.
  • Listens attentively to understand each constituent’s request and escalate complex or sensitive matters to the appropriate District staff member, including the Manager of Executive Services, District Leadership, or Parent Liaisons. (as needed)
  • Serves as an example of MSCS customer service expectations by providing a welcoming and orderly environment, demonstrating respect and responsiveness to constituent concerns, and maintaining knowledge of MSCS policies and reporting structures.
  • Maintains accurate written, audio, and video records of all Board business meetings, work sessions, special called meetings, committee meetings, and retreats in accordance with Board requirements and records retention guidelines.
  • Provides research and support to the Office of General Counsel on legislative matters, as needed.
  • Uses a variety of research methods, choosing methods appropriate to a task to gather relevant information in a quick and accurate manner.
  • Analyzes information gathered, draws logical conclusions, and documents research findings.
  • Provides staff support in various topic areas and collaborates with all Board Members to clarify and address requests.
  • Inform Board Members of opportunities for community engagement and involvement.
  • Supports Board Members in preparing external constituent facing communications.
  • Prepares and drafts resolutions/recognitions in a clear, concise, well-organized, and technically correct manner following the established guidelines.
  • Prepare, review, and distribute accurate and comprehensive Board Meeting minutes within established timeline (24-48 hours) by utilizing official meeting transcripts, livestream recordings, and supporting documentation to ensure a complete, detailed, and audio recording of Board proceedings, motions, votes, and official actions in accordance with Board policies and records retention standard.
  • Advise Board Members on technical matters including processes, rules, and procedures.
  • Answers calls and questions in a direct and responsive manner.
  • Keeps abreast of any current issues or situations within their assigned districts to be the Subject Matter Expert to ensure Board Members are informed in a timely manner.
  • Demonstrates sound judgment, initiative, and problem-solving skills to develop effective and constructive solutions to challenges and obstacles.
  • Ensure compliance with the Tennessee Open Records Act (TORA) requirements related to Board Members, meetings, and official records.
  • Maintains confidentiality, demonstrates the highest degree of integrity and ethical conduct and takes ownership and accountability for assigned responsibilities.
  • Performs other related duties and responsibilities as assigned or directed by the Manager of Executive Services and the Office of General Counsel.
  • Minimum Qualifications

    Graduation from an accredited college or university with a Bachelor's degree in Business or Public Administration or related field and four (4) years administrative research experience and policy development in the public education environment; for a total education/experience of eight (8) years.

    (PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED)

    Degree Equivalency Formula:

    Bachelor’s Degree= 4 years plus required years of experience.

    Master’s Degree=2 years plus required years of experience. Where master’s degree are required, years for Bachelor’s Degree must be included.
