The Tower Foreman is the working leader of a three-person Utilities One Wireless Services crew. The foreman performs and directs tower installation, upgrades, maintenance, troubleshooting, and closeout work while maintaining safe practices, installation quality, and control of field labor and equipment.

This role turns the approved project scope and labor budget into a daily work plan, verifies completed work, and reports progress and exceptions to the Construction Manager. The foreman is accountable for crew readiness, accurate time records, and early escalation of conditions that affect safety, cost, or delivery.
Key Responsibilities
- Review drawings, scope, customer requirements, access arrangements, equipment, and the approved labor budget before mobilization. Resolve missing information with the Construction Manager.
- Set daily deliverables and assign work to each technician according to demonstrated skills and training. Confirm that staffing and equipment are adequate for the planned work.
- Perform and supervise antenna, radio, mount, cable, grounding, weatherproofing, and related installation work within the approved scope and crew qualifications.
- Coordinate site access, outage windows, testing, and integration support with the Construction Manager and authorized customer contacts. Obtain approval before changes affecting live service.
- Identify scope changes and record supporting photos and details. Obtain direction before performing additional work or making customer commitments.
- Lead daily safety briefings and review the site job hazard analysis and emergency and rescue plans. Confirm rescue readiness, communications, and access before work begins.
- Verify required training, protective equipment, tools, and inspections. Assign climbing, rescue, rigging, and equipment operation only to trained and authorized personnel.
- Stop work when conditions are unsafe and notify the Construction Manager and Safety team. Address weather, radiofrequency exposure, electrical hazards, lifting risks, and fatigue before proceeding.
- Report incidents, near misses, and hazards promptly. Support corrective actions and reinforce the crew’s authority to raise concerns and stop unsafe work.
- Review planned tasks and hours at the start of each shift. Report completed quantities or milestones, supporting photos, actual labor hours, and remaining work at the end of the shift.
- Track installation, travel, customer delays, weather, equipment issues, training, and rework separately using approved job and activity codes. Explain variances with facts.
- Compare hours used and estimated hours remaining with the approved labor budget. Escalate forecast overruns, idle time, missing equipment, and other blockers as soon as they become apparent.
- Obtain Construction Manager approval for planned overtime before extending the schedule. Escalate unexpected needs promptly and document the reason, hours, and direction received.
- Verify accurate daily time records for every crew member, including required preparation, loading, meetings, training, and reporting. Record travel and waiting time for payroll review under applicable requirements.
- Ensure all hours worked are recorded and paid, including overtime worked without prior approval. Do not alter hours or job codes to meet a budget or allow off-the-clock work.
- Review production, labor use, overtime, and remaining work with the Construction Manager weekly. Recommend practical changes to sequencing, staffing, or logistics while preserving safety and quality.
- Check installations against approved drawings and customer requirements before demobilization. Complete required inspections and testing using qualified personnel.
- Submit accurate daily reports, photos, test results, equipment records, and marked-up drawings needed for project closeout.
- Identify and correct deficiencies, document rework causes, and coach the crew to prevent recurrence.
- Maintain accountability for the assigned company vehicle, locking trailer, tools, test equipment, and project inventory. Arrange safe crew transportation from the designated departure point.
- Complete required vehicle and trailer checks, secure loads and equipment, track maintenance needs, and report defects promptly. Drive and tow only within licensing, training, and company authorization.
- Coordinate equipment readiness, travel, lodging requests, and receipts through approved company processes. Notify the Construction Manager when an absence or vehicle issue threatens the work plan.
Skills, Knowledge and Expertise
- Demonstrated tower construction and maintenance experience, including successful leadership of a field crew.
- Ability to interpret installation drawings, direct antenna and line work, identify quality issues, and prepare complete field reports.
- Ability to plan crew labor, explain production variances, maintain accurate records, and escalate issues before they disrupt delivery.
- Current qualifications for assigned climbing, rescue, rigging, and site safety responsibilities, including required radiofrequency safety and first aid training, before performing those duties.
- Valid driver’s license, acceptable driving record under company requirements, and ability to operate the assigned vehicle and trailer safely.
- Ability to use mobile reporting and timekeeping tools and fulfill the regional travel requirements.
- Samsung project experience and familiarity with customer installation, testing, and closeout requirements.
- Experience with microwave or fixed wireless installations, troubleshooting, and integration support.
- OSHA 30-hour construction training and experience developing junior tower technicians.
