ABOUT THE POSITION

Grand Forks Housing Authority is seeking a Housing Choice Voucher (HCV) Inspector to join our Housing Programs team.

This position helps ensure rental homes participating in GFHA housing assistance programs are safe, habitable and compliant with HUD requirements. The HCV Inspector conducts inspections of rental units, identifies deficiencies, communicates required corrections, and follows up to ensure issues are resolved.

This is a hands-on position that combines residential property inspection, problem-solving, documentation and working directly with landlords, property managers and residents.

WHAT YOU'LL DO

• Conduct initial, periodic, complaint, emergency, special and re-inspections of rental housing.
• Evaluate homes, common areas and exterior areas using applicable HUD inspection standards, including HQS and NSPIRE.
• Identify health, safety, maintenance and habitability concerns.
• Document inspection findings, photographs and required corrections using electronic inspection systems.
• Communicate inspection results and correction requirements professionally.
• Conduct follow-up inspections and track deficiencies through resolution.
• Recognize and appropriately escalate serious health and safety concerns.
• Maintain accurate records and support HUD compliance and quality-control activities.

WHAT WE'RE LOOKING FOR

We are interested in candidates with experience in residential inspection, property management, maintenance, construction, code enforcement, facilities, real estate, affordable housing or related fields.

You should have:

• Strong attention to detail and observation skills.
• Good judgment and the ability to work independently.
• Strong written and verbal communication skills.
• The ability to explain requirements and difficult information professionally.
• Basic knowledge of residential building systems such as electrical, plumbing, heating, ventilation and structural systems.
• Comfort using tablets, mobile applications and electronic documentation.
• The ability to enter and inspect occupied homes respectfully and professionally.
• The ability to walk through residential properties, climb stairs, bend, stoop and reach as needed.
• A valid driver's license and an insurable driving record.
• The ability to travel throughout the GFHA service area.

QUALIFICATIONS

One year of direct inspection experience in residential, housing, property, building, code, maintenance or a similar field is preferred.

Candidates may also qualify with 2–3 years of related experience in areas such as property management, maintenance, construction, housing, real estate, facilities, code enforcement or affordable housing.

An associate degree or higher in a related field, combined with relevant practical experience, may also qualify.

HCV/HQS or NSPIRE inspection experience is helpful but not required. GFHA will provide or arrange required training. The selected candidate must successfully complete applicable HUD/GFHA training and obtain required certification within six months of employment, or within another timeframe established by HUD or GFHA.
