Description

This employee performs advanced-level financial reporting and related accounting activities. Employee will serve a key role in the annual financial audit and financial statement preparation; record and track fixed assets; and supervise the work of staff responsible for accounting, capital, and fixed assets activities. Performs related duties as required.


DESIRED: 

Knowledge of:

Generally accepted accounting principles and practices (GAAP) and auditing standards.

Principles and practices of financial auditing.

Principles and practices of financial record keeping and reporting.

Principles and practices of workpaper preparation and financial reporting.

Preparation and interpretation of intermediate level footnotes for financial reporting in accordance with GAAP.

Intermediate level knowledge of Excel.


Ability to:

Apply generally accepted accounting principles to financial reporting for local governments.

Respond to audit inquiries and provide requested documentation.

Process complex information while maintaining attention to detail.

Analyze and interpret accounting/financial information and systems.

Exercise independent judgment to solve financial reporting problems.

Assign, direct, and evaluate the work of subordinate staff; supervise subordinate staff.

Prepare business correspondence; organize, analyze, interpret, evaluate, and present data.

Communicate clearly and concisely, both orally and in writing.
Prioritize work; manage time to meet deadlines.
Make decisions based on data analysis and observation.
Interpret, explain, and apply pertinent City, state, and federal laws, regulations, ordinances, policies, and procedures; interpret and apply rules of contract compliance.
Identify and correct errors in accounting records; examine and verify routine financial documents and reports.
Analyze and interpret accounting/financial information and systems.
Perform complex analyses of problems related to assigned area of responsibility.
Formulate solutions to complex problems related to assigned area of responsibility.
Conduct investigations as appropriate.

Each applicant must have a Bachelor's Degree from an accredited college or university in Accounting or Finance OR a Bachelor's Degree from an accredited college or university in a related discipline with a concentration in Accounting (must have successfully completed 24 semester credit hours in accounting at an accredited university in Principles of Accounting, Intermediate Accounting, or related Accounting disciplines such as Auditing or Taxation). Additionally, each applicant must have three years of experience as an Accountant. Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.

Environmental Conditions: Office environment; exposure to computer screens; occasional outside work required in some instances. Physical Conditions: Duties require maintaining physical condition necessary for sitting or standing; general manual dexterity required.

ADDITIONAL  INFORMATION
Background Investigation: A criminal background investigation will be conducted for this position (according to Civil Service Commission Rule 15 - Sensitive Classifications/Positions and the Critical Infrastructure Protection Act of 2001 and the Patriot Act). The purpose is to detect security risks and prevent security threats posed by potential employees.
