Job Description:

Job Overview:

The Environmental Design Compliance Manager is a mid-level environmental professional who supports the Environmental Compliance Director

in the delivery of the Project’s environmental program, with a primary focus on design. The position ensures that design packages comply with all environmental requirements – Environmental Approvals, Environmental Commitments, permit conditions and the Technical Requirements – and works with the design team to avoid, minimize and optimize environmental impacts and environmental units such as noise barriers and impacts to Waters of the U.S. (wetlands and streams). The role acts as the link between the environmental team and the design disciplines, bridging the ECL’s overall compliance leadership and the field-level erosion and sediment control responsibilities of the TDEC Level 2 Specialist. Once the design and the main environmental permits have been obtained and the Project moves into the construction phase, the position becomes part of the construction-phase Environmental Team, supporting the ECL in field compliance and keeping design changes and permits aligned during construction.

Responsibilities and Duties:

Support to the Environmental Compliance Lead

•     Supports the Environmental Compliance Director in directing the Project’s environmental program, including the preparation, implementation and updating of the Environmental Protection Plan (EPP) and the tracking of Environmental Commitments.

•     Prepares and reviews submittals to TDOT that support re-evaluations, amendments and supplements to the TDOT-provided Environmental Approvals, including Re-evaluation Support Packages and technical report addenda inputs.

•     Prepares environmental permit applications and modifications (USACE Section 404, TDEC ARAP/401, NPDES Construction Stormwater NOI and other Developer-led approvals) and tracks review periods and permit conditions.

•     Provides environmental inputs and durations to the Project Baseline Schedule and supports the Environmental Compliance Director in identifying permitting and approval risks that may affect design submittals or construction.

•     Supports the Environmental Compliance Director in coordination meetings with TDOT, FHWA and Governmental Entities and in the resolution of environmental Nonconforming Work, Noncompliance Events and corrective actions.

Design Environmental Compliance (Design Phase)

•     Reviews Base Design, Definitive Design and RFC submittals for each discipline to verify compliance with Environmental Approvals, Environmental Commitments, permit conditions, the NEPA Base Configuration and applicable Environmental Laws and Project Standards.

•     Monitors and documents changes in environmental resource impacts resulting from design development, ATCs, construction means and methods or ROW changes, and keeps TR Attachment 7-4 (Environmental Resources and Impacts) up to date.

•     Identifies design changes that may trigger new or modified Environmental Approvals, re-evaluation or additional consultation (e.g., Section 106, Section 7, Section 4(f)) and communicates them to the Environmental Compliance Director and the design team in a timely manner.

•     Maintains the environmental design review log, comment resolution records and the traceability of environmental requirements in design packages.

Environmental Impact Optimization

•     Works with the design team to avoid and minimize impacts to WOTUS, wetlands, streams, stream buffers, karst features, protected species habitat, cultural resources and other sensitive areas, and quantifies impacts and mitigation needs.

•     Supports the optimization of noise barriers (location, height and length), including the review of Traffic Noise Model (TNM) inputs and results and the preparation of Noise Barrier Change Memoranda, so that the number of benefited receivers and TDOT Noise Policy requirements are maintained.

•     Identifies opportunities to reduce environmental quantities, mitigation credits, permitting effort and schedule risk, and prepares technical justifications for the Environmental Compliance Director and design management.

•     Reviews environmental quantities and environmental measures in design packages for accuracy and completeness.

Coordination, Field Support and Documentation

•     Participates in multidisciplinary design meetings, over-the-shoulder reviews and environmental workshops to provide environmental direction to the design team.

•     Supports the environmental screening of construction support activities and investigations (e.g., geotechnical borings, access routes and staging areas) and the definition of required permits and limitations.

•     Coordinates with the TDEC Level 2 Specialist and field environmental staff so that EPSC and stormwater design requirements are constructible and are correctly carried into construction.

•     Prepares environmental reports, technical memoranda, training materials and records in accordance with document control procedures and TR Section 2 (Project Management).

Construction Phase – Environmental Team

•     Once the design and the main environmental permits are obtained, joins the construction-phase Environmental Team under the direction of the Environmental Compliance Director.

•     Supports the implementation and monitoring of Environmental Commitments, permit conditions and EPP requirements in the field, including site inspections and compliance documentation.

•     Reviews field changes, RFIs, design revisions and construction means and methods for environmental compliance, and prepares any required permit modifications, notifications or re-evaluation inputs.

•     Supports the TDEC Level 2 Specialist and environmental inspectors on EPSC/SWPPP compliance, corrective actions and Notices of Violation or Noncompliance Events.

•     Tracks and reports environmental commitment status and environmental impacts through construction and closeout, including as-built documentation and permit closeout (e.g., NOT).

•     Provides environmental training and toolbox talks to construction crews and subcontractors as required.

Qualifications:

Education

•     Bachelor’s degree in Environmental Science, Environmental Engineering, Civil Engineering, Biology or a related field is required; a master’s degree is a plus.

Experience

•     Three (3) to five (5) years of experience in environmental compliance, permitting or environmental design review for highway, transportation or heavy civil infrastructure projects.

•     Experience on Design-Build or P3 projects is preferred.

•     Experience with NEPA documentation or re-evaluations, Section 404/401 permitting, wetland and stream impact assessment and/or traffic noise analysis (TNM) is preferred.

•     Experience reviewing design plans and coordinating with design disciplines (roadway, drainage, structures, noise walls).

Knowledge and Skills

•     Working knowledge of NEPA, Clean Water Act Sections 401/402/404, Section 106, Section 7 of the Endangered Species Act, NPDES stormwater requirements and FHWA/TDOT noise policy.

•     Ability to read and interpret design plans, GIS data and environmental documents, and to quantify environmental impacts.

•     Proficiency in Microsoft Office, SharePoint and GIS tools (ArcGIS or similar); familiarity with MicroStation and TNM is a plus.

•     Strong written and verbal communication, organization and teamwork skills; able to manage multiple design submittals and deadlines.

Certifications (preferred)

•     Tennessee EPSC Level 1 certification (or ability to obtain it within six months); Level 2 is a plus.

•     Wetland delineation training, Professional Wetland Scientist (PWS) in training, CPESC or equivalent environmental certifications.

•     OSHA 10-Hour Construction Safety (OSHA 30-Hour preferred for the construction phase).

Physical Requirements

•     Primarily office-based during the design phase, with periodic field visits. During the construction phase, regular field presence on active work sites, including walking on uneven terrain and working outdoors in varying weather conditions.
