The Position:

Lieutenant

Job Summary:

Campus Police Operations and Command

  • Perform all duties assigned to the Campus Police Officers.
  • Assume command responsibilities for major incidents until relieved by higher rank or other agency.
  • Carry and maintain a college-owned firearm.

Departmental Leadership and Supervision

  • Perform support duties for the Director of Campus Safety and Police in their absence.
  • Assist the Director in planning and staffing of special events. Oversee the smooth flow of shift operations as it relates to assigned shifts as well as the transition of shifts to ensure that information is shared.
  • Provide assistance to and direct supervision of shift personnel in the performance of their assigned duties and responsibilities while following the established chain of command.
  • Assume supervision support for the department dispatchers.
  • Dispatch for short and/or extended periods of time based on departmental needs and in accordance with the duties and responsibilities of a part-time dispatcher.
  • Assume primary responsibilities for the Rydin Parking Program, permit distribution, enforcement, and appeals.

Clery Act and Regulatory Compliance

 Assume primary administrative responsibilities for Institutional Clery Compliance including, but not limited to:

  • Ensuring departmental compliance with the Daily Crime Log.
  • Oversees the institution’s Timely Warning Notification process.
  • Identifies, coordinates with, and trains all Campus Security Authorities (CSAs) for the institution.
  • Maintains an updated CSA list each academic year.
  • Responsible to ensure compliance with the Drug Free Schools and Communities Act and associated regulations
  • Responsible for preparation of the Annual Security and Fire Safety Report (ASR) in compliance with federal regulations
  • Serves as the institution’s designated “Campus Safety Survey Administrator” and submits annual crime and fire statistics to the Department of Education, as required

Investigations, Reporting, and Evidence Management

  • Ability to conduct in-depth, detailed campus investigations when assigned by the Director or their designee.
  • Provide direct oversight of department investigations, including the content and quality of the investigative reports.
  • Ability to review, search, bookmark, and download surveillance video camera data and Body Worn Camera data as it pertains to College investigations.
  • Inspect and maintain, as necessary, all equipment related to patrol. Report equipment defects to the appropriate department or individual.
  • Oversee departmental equipment to ensure that it is properly stocked and maintained for proper use.
  •  Review incident reports and ensure reports are thorough, accurate, and completed in a timely manner, assuring report follow-up is appropriately assigned and performed.

Training, Crime Prevention, and Community Engagement

  • Assume primary administrative responsibilities for the Omnigo Reporting system.
  • Engage in routine and direct communication with the Associate Dean of Students and Director of Student Conduct regarding Student Conduct investigations and associated reports.  
  • Assist with training, crime prevention, and educational programs for faculty staff and students with a strong emphasis on Community Policing.
  • Ensure PowerDMS documentation of all department member training, applicable policies, and policy change notifications.

 People Management:

  Provide effective leadership, direction, and support to assigned staff. This includes:

  • Recruiting, selecting, onboarding, and training of employees.
  • Setting clear expectations.
  • Providing regular feedback and addressing performance concerns.
  • Supporting employee development.
  • Ensuring compliance with applicable policies and procedures.  
  • Fostering a respectful, inclusive, and accountable work environment.
  • Providing operational oversight to include approving and monitoring employee time, attendance, schedules, leave requests, and other employment-related documentation as applicable.
  • Maintaining appropriate communication with employees, Human Resources, and leadership on matters related to staffing, performance, workplace conduct, and other employment-related issues.

Perform other duties as assigned by the Director or their designee.

Qualifications: While no one person may possess all the qualifications listed below, the ideal candidate will have many of the following professional experiences and characteristics:

Minimum Qualifications

  • College degree in Criminal Justice or related field, ten or more years experience as a police supervisor, or significant experience in public safety in an academic environment.
  • Act 235 certification with firearm required, which must be maintained throughout employment.
  • First Aid/CPR/AED certification required, which must be maintained throughout employment.
  • Clean criminal background, which must be maintained throughout employment.
  • Valid PA driver’s license with clean driving record (as maintained through Pennsylvania Department of Transportation or any state Department of Motor Vehicles), which must be maintained throughout employment.
  • Completion of drug test in accordance with departmental procedures.
  • Ability to work hours as necessary based on the needs of the department and campus community, including overtime and various shifts. Initial shift assignment is not guaranteed as the “permanent” shift.
  • Due to the nature of the department’s access to sensitive or personal information, must maintain confidentiality.
  • Work well under pressure; deal effectively with regular interruptions while maintaining accuracy and patience and calm demeanor.
  • Demonstrated commitment to fostering an inclusive academic and professional environment where all members of our campus community are respected, valued, can succeed, and thrive.
  • Successful completion of satisfactory background checks required.
  • Ability to work with computers, and must be computer literate and have good written and oral communication skills.

Physical Requirements

  • Ability to hear. Must be able to distinguish a normal whisper at a distance of fifteen (15) feet.
  • Must be able to read: at least 20/70, uncorrected, in the stronger eye, correctable to 20/20; and at least 20/200, uncorrected, in the weaker eye, correctable to at least 20/40; and must be free of any significant visual abnormality. CORRECTED VISION IS REQUIRED IF THE UNCORRECTED VISION DOES NOT ALREADY MEET 20/20, 20/40.
  • Ability to perform a variety of patrol and physical functions including but not limited to driving in various weather/lighting conditions, ability to walk stairs, ability to stand at stationary posts for extended periods of time, ability to lift 50 pounds of weight, climb steps, and walk uneven terrain.
  • Fluency in the English language including the ability to hear, speak, and write in English,

Preferred Qualifications

  • Act 120 certification preferred, which must be maintained throughout employment
  • Secondary language skills preferred.
