The Technology Services Department (TS) of the City and County of Denver use state-of-the-art technologies and methodologies to deliver and improve the systems, applications, and operations to our customers. What We Offer

The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $100,000.00 - $120,000.00/year, based on experience and education. We also offer generous benefits for full-time employees which include but are not limited to:

Location

The City and County of Denver utilizes a hybrid model workplace that balances the responsibilities of public service with the benefits of a flexible work environment. Employees work where needed in a city site (Wellington Webb Municipal building at 201 W Colfax Ave, Denver, CO 80201) two days a week and telecommute remotely within the State of Colorado.

What You’ll Do

The Application Services Division of Technology Services is looking to fill two positions for the Senior IT Systems Analyst role. This individual should be a proactive, strategic, forward thinker who can align project deliverables with the overall strategy of the Technology Services division.

We are seeking a Senior IT Systems Analyst to support Workday and other City applications to serve as strategic bridge between the business departments and technical execution. You will partner with departments across Finance, HR, Payroll, and Procurement to understand business needs and translate them into clear, actionable system requirements.

This role is ideal for someone who is analytical, curious, and eager to improve processes and technology across the City.

We are seeking another Senior IT Systems Analyst to support our Life Cycle Management and Modernization initiatives. We are looking for a proactive, strategic thinker who can align project deliverables with TS’s long-term technology strategy. In this role, you will partner with multiple departments to maintain operational stability, reduce risk, and accelerate modernization of aging and high‑risk systems. You will empower agencies with sustainable best practices, modern technologies, and improved operational capabilities. You will engage closely with departments, end users, TS technical staff, and vendors to identify and prioritize needs, coordinate immediate fixes for high‑risk systems, and support migration efforts for critical applications. Strong communication, business and analysis skills, and the ability to deliver clear, actionable requirements are essential.

You will also manage service requests and occasional incidents within standard SLAs, collaborating with customers and vendors to quickly resolve issues and drive solutions for new initiatives and recurring challenges.This role involves learning department-specific processes, supporting team members, creating system and integration requirements in Azure DevOps (ADO), coordinating testing activities, and assisting with production support as needed.

This role requires strong analytical skills, excellent communication, comfort working in both independent and collaborative environments, and a passion for solving problems through smart technology solutions.

Responsibilities

Workday Senior IT Systems Analyst:

• Lead requirements gathering and translating complex business needs into document business and technical requirements
• Analyze workflows and recommend process improvements
• Learn and support multiple Workday modules and end‑to‑end business processes
• Build and maintain Workday system and integration requirements in Azure DevOps (ADO)
• Partner with users, technical staff, and vendors to understand needs and resolve issues
• Own and resolve service requests and occasional incidents within SLAs
• Support testing activities, including planning, coordination and user acceptance testing
• Provide Tier 3 Workday support as needed
• Participate in technical and cross‑team meetings, including CAB reviews
• Contribute to continuous improvement of analysis practices and tools
• Collaborate with the Application Analysis Manager and receive directions from Product Portfolio Administrators or Project Managers

Key Responsibilities

• Conduct requirements gathering and workflow analysis
• Evaluate technical processes and recommend solutions
• Identify integration needs and resolve system/process issues
• Create functional and technical specifications for developers
• Advise stakeholders on Workday best practices (security, configuration, integrations)
• Serve as the link between business requests and technical execution
• Configure advanced system features based on requirements
• Manage and prioritize backlog items
• Support system testing and quality checks
• Complete other duties as assigned

Lifecycle Management Senior IT Systems Analyst:

• Support lifecycle management and modernization efforts across departments
• Identify risks, propose solutions, and drive modernization for high‑impact systems
• Translate complex business needs into clear, actionable technical and functional requirements
• Analyze business and system process workflows and recommend improvements
• Use Azure DevOps (ADO) to manage requirements, documentation, and backlog items
• Partner with users, technical teams, and vendors to understand needs and resolve issues
• Own and resolve service requests and incidents within SLAs
• Coordinate testing activities, including planning, execution, and user acceptance
• Participate in cross‑team and technical meetings, including CAB reviews
• Contribute to continuous improvement of analysis practices, documentation standards, and tools
• Collaborate with Application Analysis leadership and support direction from Program or Project Managers
• Coordinate and monitor system upgrade and remediation efforts

Key Responsibilities

• Conduct requirements gathering, workflow analysis, and process evaluation
• Identify integration needs and troubleshoot system or process issues
• Create clear technical and functional specifications
• Advise stakeholders on best practices (security, configuration, integrations)
• Serve as the bridge between business needs and technical implementation
• Configure advanced system features based on documented requirements
• Manage and prioritize backlog items
• Support system testing and quality assurance
• Participate in Change Advisory Board (CAB) reviews for production changes
• Continuously improve systems analyst tools, processes, and documentation
• Perform other duties as assigned

What You’ll Bring

Workday Senior IT Systems Analyst:

• 3+ years as a Workday Analyst supporting and designing modules and integrations  
• Workday Pro Platform Administrator certification is required
• Workday Report Writer certification
• Functional knowledge of at least two Workday modules (e.g., Finance, AR/AP, GL, Fixed Assets, Budgeting, Strategic Sourcing, Payroll/Timekeeping, Procurement)  
• 5+ years as a Systems Analyst in a complex, integrated environment  
• Experience leading analysis between business and technical teams  
• Skills in integration mapping, process modeling, and data mapping  
• Experience troubleshooting enterprise applications  
• Understanding of government operational systems  
• Strong communication, documentation, and time‑management skills  
• Experience working independently and as part of a collaborative team  
• Success in Agile or hybrid Agile environments  
• Ability to support both enterprise-level systems and smaller applications  
• Proficiency with: 
  • Microsoft Office and Visio
  • Azure DevOps (ADO), TFS, or similar tools
  • SQL (basic querying and troubleshooting)
  • Experience with workflow analysis, APIs/integrations, and ERP design
  • Ability to educate end users on technology and best practices
  • Knowledge of business process development and ITIL change management and BPMN and other modeling methods

Helpful but Not Required  

• Experience in municipal, county, or state government  
• Workday training or certifications in areas such as EIB, Financials, HCM, Time & Attendance, Strategic Sourcing, Advanced Reporting, BIRT, BP Configuration, or Workday Fundamentals  
• Experience with Workday’s object-oriented data model or understanding of Workday Data Structure to preform analysis within the platform.
• Workday configuration experience or formal Workday training

Lifecycle Management Senior IT Systems Analyst:

• 3+ years supporting database, OS, and application lifecycle management (incl. upgrades, SaaS, AWS migrations)
• 3+ years designing and supporting system modules and integrations
• 5+ years’ experience as a Systems Analyst in a complex, highly integrated environment
• Lead analyst experience between business and technical teams
• Experience in mapping system integrations, process modeling, and data mapping
• Ability to manage multiple projects and backlog items
• Strong troubleshooting skills for enterprise-level systems
• Understanding of government systems (city/county/state) is helpful
• Excellent communication and time management skills
• Comfortable working independently and collaboratively
• Demonstrated experience and success working in Agile/Scrum environments
• Ability to support both enterprise-scale and smaller specialized systems
• Tools & applications experience:
  • Microsoft Office Suite, Visio
  • Azure DevOps (ADO) / Team Foundation Server (TFS) / JIRA-like tools
  • ServiceNow
  • SQL (writing and troubleshooting queries)

• ITIL or Agile certifications

Minimum Qualifications

• Education requirement: Bachelor's Degree in Computer Science, Information Systems, Business Administration, Mathematics or a related field.
• Experience Requirement: Three (3) years of administering information security systems to include any or all of the following: information security architecture, information security procedures and controls, physical security, attack & penetration testing, application testing, information assurance program gap analysis and incident response.
• Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
• Additional appropriate education may be substituted for the minimum experience requirements.
• License/Certifications: Must obtain Criminal Justice Information Services (CJIS) clearance within the probationary period.
