Post Title: INclude Service Manager
Grade: K
Job Purpose
To work in partnership with families, schools, academies, multi academy trusts, early years settings and wider stakeholders to develop an Inclusion Strategy that enables services and settings to effectively meet the needs of young people and reduces the number of young people excluded from school (fixed and permanently). Work in partnership with other teams in the Local Authority and external providers to ensure a consistent framework and understanding of inclusion. Contribute to the oversight and development of the Vulnerable Support Pathway.
To actively and effectively promote the Council’s vision, values, aims, objectives and priorities, putting our citizens first through the delivery of best value services.
To manage the Behaviour Support Team and Routes to Inclusion Team.

Specific Duties
- Actively promote and embed Equality, Diversity and Inclusion through all actions and in accordance with the organisation's EDI Strategy and objectives.
- Contribute to our corporate responsibility in relation to climate change by taking action and limiting the carbon impact of activities within your role and championing this work.
- Undertake a full review of all internal practices that support the inclusion of young people in Nottingham to understand strengths, weaknesses, gaps and opportunities, in alignment with the vision of the Education Division.
- Engage stakeholders to understand their requirements for the development of a new Inclusion Service that reflects the needs of the City.
- Lead on service transformation to embed the new INclude Service aimed at reducing suspensions, permanent exclusions and improving inclusive culture across schools.
- Ensure INclude aligns and integrates with existing services including SEND, Access to Learning, Mental Health, Family Help, and Youth Justice to offer a truly multi-agency approach.
- Lead the embedding of the new INclude Service, overseeing implementation and stakeholder communication.
- Provide leadership and management to the INclude Service team, ensuring effective delivery of strategic objectives.
- Collaborate with HR and Finance departments to develop and resource INclude.
- Work closely with school leaders to reduce permanent exclusions and promote inclusive practices.
- Manage the team to develop a sustainable model of delivery that is affordable for the Council and meets the needs of schools in the city.
- Manage a varied programme of work reporting to the departmental programme boards and the Council’s wider governance structures, to ensure compliance with all legal and financial frameworks and to champion and invest in improved outcomes for children and young people.
- Develop and implement an Inclusion Charter for the city, informed by the outcomes of the review, which is agreed and signed up to by all stakeholders.
- Identify key performance indicators and outcome measures in relation to the Inclusion Strategy and develop a performance and monitoring framework for this.
- Work with families, partners and all internal stakeholders to develop a single Inclusion Service within Education.
- Identify all key stakeholders and develop a mechanism for sharing best practice relating to inclusion, for internal and external colleagues, for example through the development of an Inclusion Network.
- Develop a clear communication strategy relating to Inclusion, with clear pathways and frameworks.
- Work collaboratively with Finance colleagues to ensure best use of available resources.
