Education and Experience: A Bachelor's degree or higher in business or public administration, social/behavioral sciences or related field, and four (4) years of experience in contract development or administration; grant administration; or purchasing at the federal, state or local level.
Licenses and Certificates: Texas Class "C" Driver's License or equivalent from another state.
Under general direction, oversee, develop and execute developer, professional services, and construction contracts for assigned department.
Develop, write, negotiate, finalize and execute professional services and construction contracts. Involves: Negotiate, write and execute related contract modifications. Issue Notices to Proceed. Develop, implement and oversee processes and administration of established contracts. Determine if proper funding is encumbered and allotted. Ensure expenditures do not exceed funding allocation. Ensure all work is authorized by the appropriate governing authority. In coordination with the Legal Department instruct and provide technical assistance to internal and external engineers, developers and contractors in the meaning and application of contractual terms and conditions. Oversee and determine compliance with contract terms and conditions. Coordinate consultant, engineer, funding agency, purchasing and accounting personnel activities to expedite contractual/financial actions. Ensure capital improvements program is carried out timely with respect to contracting.
Monitor bid processes, proposals and contracts. Involves: Prepare bid justifications; recommend modifications or amendments to bid processes and contract documents. Evaluate bids and proposals. Evaluate the validity of sole source contract recommendations and provide recommendation to accept or reject to management. Validate funding sources, monitor expenditures, and approve contractor payments utilizing approved financial systems.
Analyze external funding agency contract requirements. Involves: Incorporate regulatory requirements in contract documents. Implement terms and conditions of the regulatory agencies and ensure compliance by service and construction contractor providers. Meet with, negotiate, reach consensus and communicate with grant and contracting officers, consultants, corporate and management personnel, other public entities staff and project managers. Create and maintain electronic contract and financial tracking systems. Prepare final reports such as financial, operating and statistical charts, graphs and spreadsheets as necessary for management.
Supervise assigned staff. Involves: Plan and assign work. Meet with staff on a regularly scheduled basis. Prioritize and coordinate sectional activities. Instruct, review, guide and check work. Appraise employee performance. Provide training and development. Enforce personnel rules, regulations, and work and safety standards. Counsel, motivate and maintain harmony. Interview applicants. Recommend hires, terminations, transfers, disciplinary action, merit pay or other employee status changes.
