Solid Waste & Recycling Transportation Supervisor

Performs intermediate skilled trade work planning, directing, and organizing the routes, scheduling and using personnel and equipment in the collection and transportation of waste and recyclables to appropriate facilities, coordinating the repair and maintenance of equipment and vehicles, assisting with the maintenance of facilities and performing related work as apparent or assigned. Work is performed under the limited supervision of the Solid Waste Manager. Continuous supervision is exercised over all personnel within the team.The following essential functions serve as a general guide for this position. Position functions are subject to change based on departmental needs and external factors including, but not limited to, regulatory requirements.

• Supervises subordinate personnel;
• Assigns, directs, trains, and inspects the work of personnel; 
• Disciplines, coaches, counsels, and evaluates staff performance;
• Assists with hiring new personnel and develops staff schedules;
• Reviews, corrects, and submits time sheets;
• Reviews collection data to effectively schedule hauling assignments and determines any special operational needs, coordinates special collections for community events, and ensures capacity for waste and recyclables at the collection centers; 
• Reviews the accuracy of weight tickets from recycling markets and transfer stations;
• Drives and operates roll-off truck and box truck with lift gate and collects and transports waste and recyclables to appropriate facilities as needed;
• Operates heavy equipment including a dozer, skid steer, loader, tractor, and other related equipment in the operation and maintenance of the department's facilities;
• Performs inspections of department facilities for routine building and grounds maintenance and performs and assigns clean-up as needed;
• Operates stationary equipment such as compactors and pre-crushers at the collection centers; 
• Reviews vehicle repair requests and coordinates the purchase of needed parts and contractor services for the repair and maintenance of heavy equipment and vehicles;
• Performs maintenance and minor repairs to heavy equipment, performs preventative maintenance on vehicles, repairs containers and establishes maintenance priorities of equipment, and ensures equipment is being maintained to standards;
• Maintains and updates equipment maintenance and repair records, maintains records of materials hauled, collection location, destination, and weight;
• Maintains records of mileage and fuel consumption and maintains reports on the quantity of materials at each center;
• Coordinates staff training, conducts departmental safety training, and attends training as necessary;
• Oversees the maintenance of the yard waste area, glass bunker area, and inert debris landfill and coordinates maintenance work at the main facility; 
• Assists the Solid Waste Manager with the preparation of the annual departmental budget;
• Reviews expenditures for fuel and vehicle maintenance to ensure proper budgetary codes;
• Performs other duties as assigned.

High school diploma or GED and considerable experience in equipment operation, maintenance, and repair, with considerable supervisory experience or an equivalent combination of education and experience.

• Thorough knowledge of scheduling, routes, and services; 
• Thorough knowledge of occupational hazards and safety precautions of the work and related equipment operations; 
• General knowledge of personal computers; 
• General knowledge of the operation and maintenance of all equipment used in the collection, handling, and transportation of solid waste and recyclables; 
• Ability to train, assign, and supervise semiskilled workers; 
• Ability to follow and communicate oral and written instructions; 
• Ability to prepare records and reports; 
• Ability to have and maintain mechanical aptitude;
• Ability to establish and maintain effective working relationships with associates, contractors, and the general public.

Physical Requirements
This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of force and occasional exertion of up to 50 pounds of force; work regularly requires sitting, speaking, hearing, use of hands and fingers, handling, feeling and reaching with hands and arms, frequently requires standing, walking, climbing, balancing, pushing, pulling and repetitive motions and occasionally requires stooping, kneeling, crouching, crawling, tasting, smelling and lifting; work has standard vision requirements; work requires vocal communication to express or exchange ideas orally; work requires hearing to perceive information at normal spoken levels; work requires preparing and analyzing written or computer data, visually inspecting small defects and/or small parts, using measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions, frequently requires working near moving mechanical parts and occasionally requires exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to the risk of electrical shock, exposure to vibration and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).

Special Requirements
Must possess a valid North Carolina Commercial Class B driver's license with air brake endorsement.

Must have the ability to be on-call maintenance for collection centers when the Solid Waste & Recycling technician is absent. On-call maintenance includes inspection and repairs to stationary equipment and structures at collection centers and the main facility.
