The N.C. Department of Transportation (NCDOT) Division of Aviation, a recognized leader in air mobility innovation, promotes the economic well-being of North Carolina by developing a safe and robust air transportation system. As the state’s aviation authority, the division manages state and federal airport infrastructure development grant projects, in collaboration with local government owners of the state’s 72 public airports, the integration of advanced air mobility and unmanned aircraft systems for business and government use, airport professional development, aviation workforce development and flight services for state agencies.

This position is part of NCDOT Aviation’s Development Team, which manages state and federal grant-funded programs and provides technical assistance to develop and maintain infrastructure at the state’s 72 public use airports. The position is one of two that lead regional teams of three Airport Project Managers who prioritize and manage compliance and reporting for state and federally funded airport development projects to develop a safe and compliant system of public airports in North Carolina. The position also manages special projects that support innovation, process improvements and compliance that enable the state’s public airport system to meet the air transportation and economic needs of the state and its communities. This position reports to the Deputy Director of Airport Development.

In this role, you will:

• Hire, train, coach and manage the team of airport project managers who facilitate publicly funded airport infrastructure projects undertaken by local government airport owners in communities across the state.
•Lead resolution of complex issues that arise in managing airport development projects, in partnership with NCDOT staff, airport/local government stakeholders, the Federal Aviation Administration and members of the public.
•Identify and manage special projects that support system innovations and compliance.
•Help set, monitor and report on performance measures and goals.
•Monitor airport development and air mobility trends, issues and solutions to contribute to division conversations that advance innovation.
•Establish and maintain excellent working relationships with the public and private stakeholders required for success, including airport managers and staff, aviation consultants, NCDOT highway personnel, local governments, FAA officials and others.
•Contribute to division outreach, engagement and education that builds understanding, support and compliance with public airport development.
•Contribute to the division’s strategic and annual work planning process to identify, advance, track and report on goals and objectives that achieve its mission.

A strong background in pavement design, project management, contracts, bid process, and professional service procurement is preferred. Management prefers career-oriented candidates with superior customer service skills, professional mindsets and meticulous attention to detail, interested in working in a team environment.

Knowledge Skills and Abilities/Management Preferences

Salary Grade and Salary Range:  NC22  $75,925 - $148,054

Management prefers applicants with the following:

• Considerable knowledge of principles and practices of civil engineering as they apply to aviation and/or transportation design practices, plan and specification review, and technical solutions for construction challenges. 
• Experience hiring, coaching and supervising professional staff to accomplish desired outcomes.
• Experience managing and resolving project and customer-service related challenges that involve complicated engineering concepts, complex state and federal regulatory requirements and diverse public and private stakeholder groups.
• Experience in project management: scoping, developing work plans, allocating resources, assigning tasks, managing schedules, monitoring and reporting progress, managing risk, cost containment, ensuring quality, decision-making, and coordination and collaboration with internal and external stakeholders.
• Experience developing and delivering effective presentations, reports and critical communications for technical and lay audiences.

Minimum Education and Experience

Bachelor's degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience including two (2) years of supervisory experience; or an equivalent combination of education and experience.

​ Necessary Special Qualification: May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
