This position will have the opportunity for a hybrid schedule (a combination of in-office and remote workplace). **Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.**


The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education, and well-being of all Colorado's young children, their families, and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.

The Division of Early Learning Licensing and Administration (DELLA) is the State’s lead agency in planning and implementing public child care policy. In addition, the Division is responsible for the licensing and monitoring of child care facilities. DELLA ensures the health and safety of children in less-than-24-hour licensed (or license-exempt) early care and education environments by promulgating regulations for child care that ensure minimum standards for the health and safety of facilities. The Division accomplishes this through the annual inspection and monitoring of child care facilities, consultation and coaching for early care and learning professionals, and collaborating with early care and learning providers, child care associations, Early Childhood Councils, local governments, and county agencies, advocates, and other important stakeholders.

What you’ll be doing:

The Licensing, Rules, Regulations, and Compliance Administrator is delegated Staff Authority to influence decisions and execute rule promulgation & project management activities specific to child care licensing projects in Colorado. This position is critical to ensuring the various child care licensing projects are executed successfully and that all child care licensing project-related decisions are well organized and appropriately documented. The encumbering plans, coordinates, and implements child care licensing projects assigned by Division and/or Office leadership. This position designs systems and processes that do not currently exist to document actions and decisions associated with the various child care rule promulgation and child care licensing projects in the Division of Early Learning Licensing and Administration (DELLA). The role will utilize process improvement best practices to ensure child care licensing projects, processes, and change management activities are executed successfully. Responsibilities also include identifying problems and developing action plans to correct identified issues. This position plans and organizes critical project meetings, compiles data, and prepares management reports that influence Division and Office leadership decision-making. 

The Administrator regularly interacts with internal and external stakeholders. It is responsible for answering questions, providing information, and advising stakeholders on technical issues and projects related to child care licensing. Responsibilities include reviewing, analyzing, and implementing stakeholder feedback. This position adheres to the child care licensing rulemaking process and procedures to resolve difficult or unusual situations, influences, and creates new child care center rules when applicable.

Additional position duties include, but are not limited to:

  • Serves as the staff authority and primary point of contact for executing the multiple concurrent projects related to child care licensing rule promulgation in the State of Colorado.
  • Maintains familiarity with every aspect of child care licensing rule promulgation-related projects and project activities, including all short and long-term goals, project calendars, priorities, progress, and work plans.
  • Designs, implements, and manages processes that do not currently exist to document child care licensing rule promulgation-related processes, guidelines, roles, and standards.
  • Manages the child care licensing website content and resources; updates and maintains the child care licensing and Background Investigation Unit (BIU) website content and resources; and ensures that appropriate child care licensing rule promulgation content is available to various child care stakeholders.
  • Develops frameworks and processes to ensure child care licensing and background investigation website content is updated regularly and in compliance with current child care licensing and background investigation policies, including publicly available resources, forms, and all public-facing documents.
  • Serves as the primary point of contact for DELLA who reviews the CORA request to determine if the CORA request can be fulfilled.
  • Reviews program cases in Salesforce to determine if a Report of Inspection has been uploaded, approved, and there is a URL link to ensure that it is posted on the Colorado Shines website.
  • Reviews the scanning system to ensure the Report of Inspections, Report of Inspection Response forms, Report of Inspection Verification sheets, and other supporting documentation have been uploaded.
  • Works with the CORA team to comply with requested documents in a timely manner and coordinates necessary individuals from the DELLA team to ensure the CORA request can be fulfilled.
  • Reviews and analyzes adverse action packets, prepares legal action files.
  • Requests more information from the licensing specialists once the adverse action evaluation has been completed, and finds the supporting documents that have not been collected in the legal file.
  • Manages all child care licensing projects and ensure projects are well organized, well-documented, and successful. This includes organizing project logistics and developing, coordinating, and supervising project goals, objectives, and project-related activities.
  • Establishes new processes to execute child care licensing projects, including ensuring compliance with project scope, meeting deadlines, and achieving project objectives.
  • Onboards new projects, develops project charters, creates project schedules, and sets up project plans; determines when more information is needed during the project intake process and solicits required information from the requestor.
  • Creates new internal processes and procedures to ensure child care licensing projects are executed successfully; revises related project management processes and procedures as needed.
  • Consults with project sponsors and stakeholders to understand and outline the purpose and desired outcome of child care licensing projects.
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

Experience Only:  
  • Seven (7) years of relevant professional experience in child care licensing services, evaluation of child care facilities, investigations, or casework practices; which must have included the following:
    • At least one (1) year of demonstrated experience comprehending, utilizing, & implementing knowledge of the Child Care Licensing Act (child care licensing system rules, regulations, policies, and practices).

OR,

Education and Experience: 
  • A Bachelor's degree from an accredited institution in a field of Communications, Public Administration, Business Administration, Political Science, Project Management, Human Services/Early Childhood Education, or a closely related field.
AND
  • Three (3) years of relevant professional experience in child care licensing services, evaluation of child care facilities, investigations, or casework practices; which must have included the following:
    • At least one (1) year of demonstrated experience comprehending, utilizing, & implementing knowledge of the Child Care Licensing Act (child care licensing system rules, regulations, policies, and practices).
