Colorado Mental Health Hospital in Pueblo (CMHHIP) is an acute care psychiatric hospital that provides comprehensive psychiatric treatment services medical services by multidisciplinary treatment teams. This includes: 24-hour nursing care and assessment; psychiatric intervention and evaluation; psychological services; psycho-social services; Occupational Therapy; Educational and Vocational Rehabilitation services; Recreational Therapy; and other services required of an acute care psychiatric hospital licensed in the state of Colorado. It is the responsibility of this unit to ensure that these multidisciplinary teams are trained within the standards to ensure patient and staff safety. CMHHIP provides psychiatric services for adolescent, adult, and geriatric patients.




You are required to work at your assigned work location during your scheduled work times. 

Monday - Friday, 8:00 a.m. - 5:00 p.m. at the CMHHIP Campus

About the Position: 

This position is responsible for the provision of education and training to all Colorado Mental Health Hospital at Pueblo (CMHHIP) staff, specifically focusing on mandatory training and new employee orientation (NEO). Key responsibilities include the annual assessment of mandatory learning needs across all disciplines, the identification of areas for improvement within mandatory trainings, the development and implementation of curricula and educational materials to address identified needs, and the delivery and evaluation of all provided education. The role mandates meticulous tracking and reporting of educational compliance, as well as a comprehensive understanding of regulatory and accrediting standards pertinent to the Staff Education department. This position ensures that all staff education aligns with accrediting standards and guidelines. The role is critical in establishing the Staff Education Department as an organizational priority, necessitating the creation of strategic, operational, and programmatic processes that deliver high-quality educational programming designed to enhance clinical competency and ultimately improve patient healthcare outcomes. These processes must reflect a collaborative, interdisciplinary, and state-of-the-art approach to the execution, formulation, and creation of educational objectives, thereby integrating educational services throughout the hospital in support of its overall mission and statement. The position includes oversight, in collaboration with the Quality Support Services Department (QSS), for the interpretation and implementation of educational standards set by outside regulatory agencies. These agencies include The Joint Commission (JC), Centers for Medicare and Medicaid Services (CMS), the BHA Rules and Regulations, and the Colorado Department of Public Health and Environment (CDPHE). This role involves planning, directing, and administering the development of CMHHIP's mandatory trainings, utilizing internal and external expertise and arranging for subject matter experts to meet facility needs. This position provides management and oversight of the Staff Education Department personnel, collaborates with other hospital leaders, and represents the Staff Education Department on hospital-wide committees and work groups. Duties in the position include: 


Strategic Program Management & Curriculum Formulation:
  • Develops curriculum to satisfy mandatory training requirements for CMHHIP new and current staff members

  • Determines the tactical educational plans and formulates state-of-the-art programmatic approaches to satisfy mandatory training requirements facility-wide

  • Evaluates the relevance of educational and clinical theories to invent systems, clinical competency guidelines, and curricula that will be applied by others hospital-wide

  • Directs the implementation of these interdepartmental educational initiatives, establishing overarching objectives that align with the strategic master plan of executive leadership

  • Exercises high-level administrative autonomy in evaluating changing standards from external regulatory agencies (The Joint Commission, CMS, CDPHE) and formulates the facility’s long-term training processes and Quality Assessment and Performance Improvement (QAPI) strategies to ensure continuous compliance

  • Collaborates with all departments to fulfill training requirements

  • Manages the Cornerstone Learning Management System

  • Ensures that staff across the campus are cognizant of the requirement to attend mandatory annual training

  • Confirms the competence of personnel conducting trainings

  • Partners with Quality Management to assess needs, initiate Quality Assessment and Performance Improvement (QAPI) initiatives to evaluate, monitor, improve, and conduct follow-up assessments of identified needs

  • Accesses training rosters and reports for accrediting agencies to ensure compliance with expectations (timeliness, accuracy, and inclusion of necessary information)


Education and Instruction Program Direction and Education
  • Provides quality, evidence-based education and training to new and current CMHHIP staff to prepare them to be resourceful, confident, and knowledgeable in the provision of providing high-quality patient care in a specialized forensic, psychiatric population

  • Serves as a Master or Core instructor, responsible for delivering training in Non-Escalation, De-Escalation, Mandt, RIPP, CPR (Cardiopulmonary Resuscitation), and other designated content

  • Routinely supervises and observes training for  both new and current CMHHIP staff, volunteers, students and any other needed discipline

  • Requires actively providing direct class supervision, consultation, and mentoring of co-instructors as needed

  • Manages all instructors and co-instructors and assigns the appropriate classes for them to teach based on training and subject matter experience

  • Engages with other instructors to continually enhance the quality of training provided

  • Utilizes a diverse range of instructional techniques, including lectures, role-playing, videos, and case studies, and takes the lead in educational and instructional activities

  • Develops innovative and creative approaches to education and development which promote staff involvement and facilitates attendance and participation

  • Evaluates and refines teaching modalities based on feedback and organizational impact

  • Responsible for grading and evaluating class tests and examinations, and distributing course materials to students

  • Necessitates the ability to effectively manage multiple tasks, establish priorities, and achieve results within designated time frames, utilizing both staff education and other departmental resources 


Appointing Authority and Unit Supervisor 
  • Operates as the Appointing Authority and formal Unit Supervisor for the Staff Education Department
  • Exercises direct, formal control and signature authority for actions and decisions that directly impact the pay, status, and tenure of six or more full-time equivalent positions
  • Determines staffing patterns and develops work units in order to deploy staff effectively to achieve the hospital’s overarching educational goals
  • Responsible for providing documentation to support recommended corrective and disciplinary actions, signing performance plans and appraisals, and resolving informal grievances
  • Works with Human Resources to determine FTE classifications, starting the hiring process, interviewing applicants, and executing hires, promotions, and transfers in strict adherence to State Personnel Rules
  • Collaborates closely with Human Resources when addressing employee relations matters
Strategic Fiscal and Resource Planning And Other Duties As Assigned :
  • In coordination with the Chief Operating Officer, the position establishes and manages the department's operating budget

  • Necessitates operating the department within established budgetary guidelines through the effective utilization of personnel resources and the monitoring of expenditures, in cooperation with the CDHS Southern District Procurement offices

  • Responsible for maintaining services within the general framework provided by the Chief Financial Officer and the Chief Operating Officer, proactively anticipating potential over-expenditures due to price increases or other unforeseen circumstances, and submitting timely requests for budget adjustments to address such needs

  • Oversees the ordering of all necessary unit supplies, conducted through the appointed Administrative Assistant and Program Assistant, to ensure standardization and prevent ordering in excess of unit requirements

  • Serves as the approver for all P-Card purchases

  • Completes any other duties that may arise that are not covered in the above duty statements


Minimum Qualifications:

Experience Only:

Nine (9) years of relevant experience in training with at least four years of supervisory experience.

OR

Education and Experience: 

A combination of related education and/or relevant experience in training with at least four years of supervisory experience  equal to nine (9) years.


Preferred Qualifications: 
  • Current or previously certified Verbal Defense/Continuum of Therapeutic Intervention, RIPP or CPR Instructor 

  • Proficient in Power Point curriculum development

  • Ability to work independently, providing training to staff on units on various shifts

  • Professional writing and speaking skills

  • Proficient in computer usage and applications

  • Withstand impact on own body using an ASP shield
  • Rotate body 90 degrees with feet planted for using a defensive tactic
  • Kneel on one or both knees and stand up again with multiple repetitions
  • Must be able to see and hear in order to observe, address and respond to potential breaches in safety
  • Seize, hold, control or subdue violent or assaultive persons and defend oneself or others to prevent injury
  • Demonstrate body agility, strength of all four limbs and the ability to walk and climb stairs consistently
  • Work in situations involving assaultive behavior, physical control of another person and/or restraint situations
  • Ability to read and comprehend the English language; effectively and fluently communicates in English, both verbally and in writing
  • Work in an environment with fluctuating noise and temperature (hot and cold) which may include working outdoors in inclement weather and/or concrete floor/wall work settings
  • Willing and able to travel
  • 2-step TB (tuberculosis) screening is required of all new employees upon hire
  • Annual influenza vaccination and any other vaccinations as required by the State of Colorado

CDHS Selection Process Explanation
