Oracle E-Business Suite (EBS) Functional Analyst

Leidos is seeking an experienced Oracle E-Business Suite (EBS) Functional Analyst to support the U.S. Department of Health and Human Services (HHS), Administration for Strategic Preparedness and Response (ASPR), Strategic National Stockpile (SNS). 

Contingent upon contract award 

Candidate MUST: 

Be a US Citizen or Green Card holder with the ability to obtain a Public Trust Clearance. 

Role is remote but MUST be located in the UNITED STATES  

preference for candidates who are local to the Atlanta, GA  area 

Position Summary 

The successful candidate will provide functional support for an Oracle E-Business Suite solution supporting mission-critical inventory, supply chain, asset management, financial, and warehouse operations. The position works closely with SNS business users, technical teams, developers, database administrators, integration specialists, and other stakeholders to translate operational requirements into effective Oracle EBS solutions. 

The Oracle EBS Functional Analyst will support day-to-day operations as well as ongoing modernization and enhancement activities, including requirements analysis, business-process improvement, functional configuration, testing, troubleshooting, documentation, user support, and implementation of new or enhanced ERP capabilities. 

The SNS mission depends on 24x7 availability of systems that support the nation’s emergency medical supply readiness and public health response. This position will participate in on-call services  and must be able to acknowledge critical incidents within 15 minutes while on call. 

Primary Responsibilities 

• Provide functional support, configuration, analysis, and troubleshooting for Oracle EBS modules supporting SAMS. 

• Work with business stakeholders to understand operational requirements, business processes, issues, and enhancement needs. 

• Analyze existing business processes and recommend Oracle EBS configuration or functional solutions that improve efficiency, usability, data quality, and mission support. 

• Develop and document functional requirements, business-process flows, user stories, acceptance criteria, configuration requirements, and functional specifications. 

• Support Oracle EBS modules and associated business processes, which may include: 

• Order Management 

• Inventory Management 

• Warehouse Management 

• Financials, including Accounts Payable, Accounts Receivable, and General Ledger 

• Enterprise Asset Management 

• Advanced Supply Chain Planning 

• Planning Command Center 

• Transportation Management 

• Medical Equipment Maintenance 

• Support key end-to-end ERP business processes including Order-to-Delivery, Procure-to-Pay, Record-to-Report, Warehouse Operations, Asset Management, and Supply Chain Planning. 

• Perform functional fit-gap analysis and recommend configuration, process, or system enhancements. 

• Configure and maintain Oracle EBS functionality in accordance with approved requirements and configuration baselines. 

• Support the design and implementation of enhancements, new functionality, interfaces, reports, and business-process improvements. 

• Develop functional test scenarios and test cases and support system, integration, regression, and user acceptance testing. 

• Validate application changes and coordinate with users to confirm that delivered functionality meets business requirements and acceptance criteria. 

• Troubleshoot functional issues, analyze root causes, and work with developers, DBAs, infrastructure engineers, Oracle Support, and other technical personnel to resolve problems. 

• Provide Tier 2/Tier 3 functional support for user questions, incidents, and service requests. 

• Support data validation, reconciliation, master-data quality, and integration activities involving SAMS and third-party logistics systems. 

• Participate in Agile development activities including backlog refinement, sprint planning, daily stand-ups, sprint reviews, demonstrations, and retrospectives. 

• Collaborate with Product Owners and SNS stakeholders to develop and prioritize user stories based on business value, operational need, risk, and dependencies. 

• Support change management and configuration management processes and document functional and configuration changes. 

• Maintain functional documentation, business-process documentation, SOPs, user guides, job aids, and training materials. 

• Support user training, knowledge transfer, demonstrations, and implementation activities. 

• Support regulated-system activities, including change documentation, testing, and validation associated with cGMP and 21 CFR Part 11 requirements, as applicable. 

• Participate in production implementation and post-release/HyperCare support. 

• Support emergency-response activities and critical system issues as required by the SNS mission. 

Basic Qualifications 

• Bachelor's Degree AND 7+ years of experience performing Oracle E-Business Suite functional analysis, ERP business analysis, implementation, configuration, or production support. 

• Demonstrated experience supporting one or more Oracle EBS functional areas such as Order Management, Inventory, Warehouse Management, Financials, Enterprise Asset Management, Supply Chain Planning, Purchasing, or related modules. 

• Strong understanding of ERP business processes and the ability to translate business requirements into functional system solutions. 

• Experience gathering and documenting business and functional requirements. 

• Experience developing functional specifications, process flows, use cases or user stories, acceptance criteria, and test scenarios. 

• Experience with Oracle EBS configuration and functional troubleshooting. 

• Experience supporting system, integration, regression, and user acceptance testing. 

• Experience analyzing production issues and coordinating resolution across functional and technical teams. 

• Demonstrated ability to communicate effectively with business users, technical staff, project leadership, and government/customer stakeholders. 

• Strong analytical, problem-solving, documentation, and organizational skills. 

• Ability to work effectively in a multidisciplinary Agile delivery environment. 

• Ability to obtain and maintain the required Tier 2 background investigation/security eligibility and comply with HHS/ASPR/SNS security and training requirements. 

• Because SNS systems support the nation’s emergency medical supply readiness and public health response, this position is required to be on-call 24 hours/7 days a week. The employee must be able to respond to mission alerts within 15 minutes. The employee must carry a cell phone at all times while on call. 

• Ability to support occasional on-site activities at HHS facilities in the Atlanta, Georgia area and other authorized locations when required (for Atlanta based candidate). 

Preferred Qualifications 

• 2+ years of experience with Oracle Fusion ERP or Oracle Cloud ERP. 

• Experience supporting Oracle EBS in a federal government, public health, pharmaceutical, medical supply, logistics, or regulated environment. 

• Experience with Oracle EBS supply chain, inventory, warehouse, asset-management, or financial modules. 

• Experience with Oracle Cloud Infrastructure (OCI) or cloud-hosted Oracle EBS environments. 

• Experience with warehouse-management systems, third-party logistics (3PL) operations, EDI, inventory management, or supply-chain integration. 

• Experience supporting data quality, master-data management, reconciliation, or ERP integration activities. 

• Experience working in Agile or SAFe delivery environments and developing user stories and acceptance criteria. 

• Experience with cGMP-regulated systems, 21 CFR Part 11, validation, or formal change-control processes. 

• Familiarity with Oracle Analytics Cloud, Oracle reporting tools, or ERP reporting and analytics. 

• Experience supporting federal system-development and governance frameworks such as HHS EPLC. 

• Experience developing user documentation, training materials, and conducting end-user training. 

Work Environment 

The position is primarily remote, requiring occasional meetings at Atlanta HHS facilities for local candidates. Normal work hours align with Eastern Time business hours. The SNS mission also requires availability to support critical incidents or emergency-response activities when necessary. 

Security Requirements 

The selected candidate must obtain the required Tier 2 security clearance/background investigation prior to beginning work, maintain the required eligibility throughout performance, complete applicable HHS/ASPR/SNS nondisclosure agreements and training, and comply with HSPD-12 and other applicable federal security requirements.

Pay Range:

Pay Range $73,450.00 - $132,775.00
