Salary: $52,540.08 - $65,665.60 Annually

Basic Function and Responsibility:

To assist with ensuring service and execution of legal process in the 16th Circuit is carried out professionally, ethically, timely, safely, and in accordance with the law and policies governing these processes. Provide direct supervision to court officer I’s.  Develop a good working knowledge of applicable state laws, supreme court rules, court operating rules, local court rules and court personnel polices pertaining to civil process. Versed in self-defense and safety tactics ensuring the proper and efficient service of process, and execution of court orders in Jackson County, Missouri.  Help identify potential issues and make recommendations to ensure officer safety. Provide support to the court officers I’s and the director.

Appointing Authority and Supervision Received

The deputy court administrator of circuit court is the appointing authority.  The court officer I supervisor receives direct supervision by the director of the department.

Supervision Exercised:

This position is directly responsible for the supervision of court officer I positions.

Characteristic and Assigned Duties: (The following duties are representative of the position and do not include all duties which may be performed.)

 Manage the daily work of court officers I’s to ensure coverage of areas, workloads are monitored and adjusted as needed, assist in the field to serve/execute court orders that will expire due to vacancies, and serve as backup and/or as needed to assist with potentially dangerous situations or other unusual circumstances, which may occur during or after normal business hours.

  • Assist in coordinating with court officers to identify and respond appropriately to any known threats, as outlined in the department operational procedures.
  • Monitor the court officers productivity, proper use of time, routing for service, adherence to laws, court policies, and department standard operating procedures, and address concerns or issues as soon as possible, otherwise; address through monthly meetings, maintaining notes, performance evaluations, constructive feedback, mentorship, and disciplinary action when necessary.
  • Utilize a good working knowledge of applicable state laws pertaining to civil process, self-defense, safety tactics, as well as, supreme court rules, court operating rules, local court rules and the court personnel policies to assist staff in making appropriate decisions and/or notify the manager or chain of command, if clarification is needed, or when issues need to be brought to the attention of management.
  • Recognize, initiate the appropriate paperwork, and notify management when dealing with employment law issues (Worker’s Compensation, Harassment, ADA, Retaliation, FMLA, etcetera), performance issues, internal investigations, hiring processes, other issues involving concerns with the court officers I’s or with another department, and incidents required to be reported by the Serious Incident Reporting policy.
  • Perform other administrative tasks, such as performance management plans, authorize requests for alias summons and other civil papers to be re-issued at no cost when required, notarize affidavits, transfer papers, review and approve leave requests for vacation, sick, and other forms of leave for staff as authorized, review and process staff time accurately utilizing the court’s timekeeping system, and ensure vehicles and court officers equipment is accounted for, well maintained, and in working condition.
  • Assist with scheduling, attend, maintain compliance with training requirements, and support on-going departmental training, such as, firearms training, personal defense, handgun retention, and oleoresin capsicum.
  • Coordinate and ensure all newly hired court officers receive the necessary security clearances, accesses, training manual, and provide hands-on training and monitoring throughout their probationary period.
  • Respond and handle escalated telephone calls, emails, and other communications, including meeting with the public in person regarding sunshine requests, inquiries, service concerns and complaints from the public, attorneys related to the service of process.
  • Perform other duties as required.

Knowledge, Skills, and Abilities

 

Knowledge of court policies, legal documents, laws (service of process and self-defense), and legal terminology pertaining to the court.

  • Knowledge of self-defense techniques, and scope of authority in service of process, executing writs, and utilization of non-lethal and lethal force in performance of their assigned duties for the court.
  • Thorough knowledge of supervisory techniques and ability to meet department goals by monitoring and directing their staff.
  • Knowledge of personnel practices and procedures.
  • Knowledge of the operation of personal computers, word processing, spreadsheets, and related software.
  • Ability to work flexible hours.
  • Ability to access buildings, businesses and residences including climbing stairs.
  • Ability to read local maps and use and monitor GPS equipment.
  • Ability to obtain firearm authorization and complete court approved firearm qualification program.
  • Ability to communicate effectively, clearly and concisely, both orally and in writing, and to prepare clear and concise reports, letters, memoranda, and other documents, which include those of a detailed and specific statistical nature.

 

Minimum Qualifications:

High school diploma or equivalent plus four years of experience in law enforcement or a closely related field including at least one year in a supervisory capacity.

Necessary Special Requirement

Must possess and maintain a valid driver’s license from state of residence, and provide proof of such.

Must possess and maintain state mandated auto liability insurance and a properly licensed, reliable vehicle, and provide proof of such.

Must successfully obtain firearm authorization upon hire and be able to maintain the authorization throughout employment, and wear protective body armor. Must meet the physical requirements of the court officer position and attend and successfully pass the defensive tactics and quarterly firearms training annually.
