DEFINITION

Under the general supervision of the Administrator or designee, the Vocational Rehabilitation Program Assistant provides services, support, guidance, advocacy for students with disabilities as they transition and obtain their post-secondary education and employment outcomes. Work is reviewed regularly for compliance with established policies, rules, and regulations. This position requires a confidential relationship to a policymaker.

DUTIES (NOT ALL INCLUSIVE)

Provides assistance to the Vocational Rehabilitation Counselor in developing a plan to be followed by the students.

Participates in IEP meetings and interviews with the students and their parents/caregivers.

Provides assistance the Vocational Rehabilitation Coordinator in planning and implementing workshops, site visits and community service placements for the transition students.

Assists individuals with rehabilitation transitional plan and is privy to confidential information relative to the disability and rehabilitation.

 

Provides outreach to private nonprofit, for profit and governmental agencies and businesses to establish volunteer and paid work activities for the students before and after graduation.

 

Prepares and submits monthly, quarterly, and other statistical reports to immediate supervisor.

 

Attends meetings, seminars, workshops in reference to vocational and post-secondary education opportunities for transition students.

 

Accompanies transitional students to career fairs, Department of Labor and Workforce Investment Board sponsored activities, college fairs and other relevant activities.

 

Completes documentation for case records, prepare reports and performs other related work as required.

 

Performs other related duties as assigned.

MINIMUM QUALFICATIONS

Bachelors degree in Vocational Rehabilitation, Psychology, Social Work, or a closely related field and two (2) years of work experience with consumers with disabilities.

OR

Associate degree in Social Sciences, Education, or a closely related field and four (4) years of experience working with consumers with disabilities.

FACTOR 1- KNOWLEDGE REQUIRED BY THE POSITION

 

Knowledge of the principles and practices of the vocational rehabilitation process to include counseling and evaluation techniques. 

Knowledge of disabilities under IDEA. 

Knowledge of the emotional and psychological problems of persons with physical, mental, learning, and blind/visual impairments. 

Knowledge of how to administer vocational training, the importance of advocacy, community partnership and laws that govern the pre-employment transition services. 

 Ability to communicate effectively both oral and written.

Ability to interpret and explain administrative procedures, rules, policies and apply them to resolve a wide variety of problems.

Ability to understand the impact of diagnosis and interpret diagnostic results. 

 

FACTOR 2- SUPERVISORY CONTROLS

Work is directly supervised by the Assistant Administrator or designee who reviews work on an ongoing basis. The employee is responsible for performing work in an independent, efficient and confidential manner.

 

FACTOR 3- GUIDELINES 

 

Guidelines for performing the work is in accordance with the government/departmental operating procedures, the code of federal regulations, and the program client services manual.

FACTOR 4- COMPLEXITY

This is complex work involving a range of duties requiring knowledge of the program policies, procedures and regulations.FACTOR 5- SCOPE AND EFFECT

The purpose of the work is to provide guidance, counseling, and job placement to students with disabilities to facilitate the transition from high school to post-secondary opportunities, and employment to foster independence. 

FACTOR 6- PERSONAL CONTACTS

Contacts are with employees, clients, employers, local educational personnel, and stakeholders within the Workforce Industry.

FACTOR 7- PURPOSE OF CONTACTS

Contacts are made to facilitate vocational training of transitional students through the provision of required activities that encourage enrollment in post-secondary education or an employment outcome.  

FACTOR 8- PHYSICAL DEMANDS

Work is primarily sedentary including working at a desk/computer for extended periods of time.  Reasonable accommodations are available to enable essential job functions. Some local travel to schools, employers, and stakeholders is required. 

FACTOR 9- WORK ENVIRONMENT

Work is performed in an office setting with extensive use of office equipment to include computers, printers, scanners etc.
