Job Description Summary:

Responsible for the daily management and operations, clinical quality, financial performance, and regulatory compliance of all departments within the Emergency Services umbrella, including management of personnel, development of policies and procedures, and budget development and administration incorporating age-specific principles.

Under the direction of the Chief Operating Officer, responsible for the management of professional and non-professional personnel, patient flow, fleet and facility readiness, and the operation of the department 24 hours a day, 7 days a week. Employees are subject to additional hours above and beyond the usual work week and to call back as needed.

ESSENTIAL JOB FUNCTIONS: 

• Plans, approves, monitors, and evaluates work; counsels, and disciplines; recommends salary increases, employment, and discharges for all Emergency Services personnel. 

• Analyzes staffing needs of the area, authorizes scheduling of personnel, determines daily availability of staff, and authorizes overtime and time off as needed.  

• Evaluates standard of patient care within the area; identifies, recommends, or initiates action to correct deficits and/or improve care.   

• Evaluates day-to-day performance of ED and ambulance services, including throughput metrics and EMS response times and utilization. 

• Recommends capacity and surge planning in coordination with inpatient, perioperative, and transfer center leadership; resolves boarding and diversion issues in real time. 

• Partners with the ED Medical Directors and EMS Medical Director on protocol development, medical oversight, and clinical practice standards. 

• Recommends action about planning and purchasing new equipment, maintenance of existing equipment, and essential construction of new facilities within the department. 

• Makes recommendations for annual department budget; authorizes and monitors expenditure within approved budget. 

• Maintains all departments within Emergency Services in accordance with state, local,    and federal standards established for each department based on established standards and scope of care.  Reviews and approves all related departments’ policies and procedures. 

• Maintains readiness for CMS Conditions of Participation, Joint Commission, state EMS licensure, and Stroke/STEMI designations.  

• Represents the department at administrative conferences, and all other West Tennessee Healthcare and non WTH functions.  Participates in state and local organizations with the interest of all departments for representation and support. 

• Recommends solutions to inter- and intradepartmental coordination problems. 

• Develops and maintains a positive work climate and the overall team effort of each department. 

• Assumes responsibility for professional growth. 

• Incorporates age-specific criteria for neonate through geriatric into communication skills and job responsibilities. 
• Plans and evaluates standard of patient care within the area; identifies, recommends, or initiates action to correct deficits and/or improve care.  
• Oversees and recommends action in regard to planning and purchasing new equipment, maintenance of existing equipment, and essential construction of new facilities within the department.  

• Local, state, and federal regulations for reaching the level of professional licensure as well as non-licensed personnel.  

• Responsible for oversight of all vehicles belonging to West Tennessee Healthcare, including the repair and maintenance of those vehicles.  

• Develop standards of operation for all vehicles and assist in policy-making for the organization related to vehicles.  

 

JOB SPECIFICATIONS:  

 

EDUCATION:  

• Current licensure as a Registered Nurse  

• Bachelors required 

 

LICENSURE, REGISTRATION, CERTIFICATION: 

• Current licensure as a Registered Nurse as approved by the Tennessee Board of Nursing for practice in the state of Tennessee.  

• Certification in specialty area preferred, but not required 

 

EXPERIENCE: 

• Proficiency in current practices and techniques in specific areas of clinical expertise as acquired through 3-4 years of clinical experience in an Emergency Department or Intensive Care Unit. 

• 3-5 years of supervisory or management experience in a healthcare or hospital setting with proven leadership ability.   

 

 

KNOWLEDGE, SKILLS AND ABILITIES:  

• Working knowledge of EMTALA, CMS, Joint Commission Standards, state EMS regulations, and NIMS/ICS. 

• Skill and proficiency in the principles, concepts, and techniques of the nursing profession as normally acquired through the completion of a diploma, associate, or baccalaureate degree in nursing. 

• Knowledge and ability to demonstrate nursing and management skills according to current hospital policies and procedures as acquired through 3 months probationary period.
