As the Global Fund launches its Grant cycle 8 (2027-2029) and adapts to a fast changing global health environment, strengthening the partnership’s positioning, partnerships and influence is a key priority to ensure that the fight against AIDS, TB and malaria receives the global attention and level of funding required to end the world’s deadliest infectious diseases and save millions of lives by 2030.

Country-ownership is a core principle of the Global Fund, and ensuring its continuous embodiment in a rapidly evolving landscape is critical to ensuring that the fight against AIDS, TB and malaria receives the global attention and level of funding required to end the world’s three deadliest diseases and save millions of lives by 2030.  The Advocacy Partnerships Department aims to strategically strengthen high-impact partnerships and advocacy networks to influence political decision-making, resource mobilization, and global health narratives.

The Specialist, African Advocacy will play a leading role in conceptualizing these partnerships, including through identifying and nurturing political and advocacy relationships at country, sub-regional and regional levels. Particular emphasis will be placed on engagement with regional and continental institutions (e.g. African Union, Africa CDC, WHO AFRO, SADC, WAHO and other relevant bodies) as platforms to shape policy, narratives, and collective political positioning. While the role will focus on partnerships with African governments and African regional bodies, the incumbent must also consider the meaningful engagement of communities and civil society, as set out on the Global Fund’s Strategy.  

Key Responsibilities 

 

Under the direct supervision of the Senior Manager, Advocacy Partnerships, the Specialist will work closely with teams across the External Relations and Communications Division, and in close coordination with country teams as well as with other teams and the Executive Office as relevant,  to devise and implement an African Political Advocacy Roadmap that ensures strategic engagement with key partners across the continent.  

  • In alignment with the priorities of the External Relations and Communications Division, and in close coordination with country teams as well as with other teams and the Executive Office as relevant, coordinate the development and implementation of an African Political Advocacy Roadmap, in support of the Global Fund’s Replenishments.  

  • Identify opportunities, platforms and high-visibility moments to reinforce the Global Fund’s advocacy agenda across the African continent.  

  • Work with teams across ERCD to facilitate strengthening of African leadership voices across a range of communications products and activities and coordinate speaking opportunities at events, including through coordinated engagement with regional platforms to amplify aligned political messaging  

  • Facilitates collaboration with appropriate stakeholders from across the Global Fund to contribute to and align internally on partnership strategies and approaches. 

  • Engages with key stakeholders across the organization to cultivate and nurture African political partnerships, with a particular focus on building structured, long-term relationships with regional and sub-regional institutions 

  •  Establishes and maintains meaningful connections with key external partners, representing the organization as needed, and leverages these relationships to influence regional agendas, align advocacy positions, and strengthen the Global Fund’s visibility and credibility. 

  • Support alignment and coordination across regional and global platforms to promote coherent advocacy messaging and reduce fragmentation across partners  

  • Demonstrates sensitivity to the diverse needs and priorities of different stakeholder groups, fostering a collaborative and inclusive partnership approach.  

  • Works closely and collaborates with other team members to deliver on objectives.

Qualifications 

 

Essential: 

Post-graduate university degree in international relations, international development, humanities, communications or a related field.  

 

Experience  

 

Essential: 

  • Proven experience in partnership development, design and implementation of partnership engagement frameworks  

  • In-country experience of development and/or public health programs in LMICs/ countries with programs supported by The Global Fund  

  • Proven experience working with in country and regional African partners preferably on global health issues  

  • Understanding and knowledge of the Africa-wide context  

  • Experience working in a multicultural setting  

 

Desirable:     

  • Experience engaging with key partner organizations of the Global Fund  

  • Knowledge or experience in human rights and gender  

  • Knowledge or experience conceptualizing and undertaking political analysis.                                 

 

Languages: An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of other languages would be an asset.
