This position has regular contact with or control over Indian Children and Vulnerable Adults. In compliance with Federal Law, this position will not be filled by an applicant with any felonious offense or any of two or more misdemeanor offenses under Federal, State, or Tribal law involving crimes of violence; sexual assault, molestation, exploitation, contact, or prostitution; crimes against persons; or offenses committed against children.

GENERAL SUMMARY

The Health Benefits Coordinator serves as an advocate for patients in the effective utilization of alternate resources such as Medicare, Veterans Affairs, Private Insurance Billing, and Washington State Apple Healthcare.

PRIMARY RESPONSIBILITIES

Primary responsibilities are the basic job duties that an employee must be able to perform.   • Work closely with Business Office Manager, Third Party Billing, Contract Health Services, Referrals and other health department staff to ensure all patient registration and benefits information is complete and accurate and that all alternate resources available are current and utilized.
  • Provide one-on-one and ongoing assistance to individuals and families to assist with obtaining health coverage, as well as providing education about Apple Health coverage and a potential selection for a Qualified Health Plan.
  • Follow up and track all applications for alternate resources; monitor renewal/end dates, ensure deadlines are met and ensure documentation requirements have been met and that coverage is active.
  • Follow HIPAA compliance, CFR 42 Part 2, and all other applicable confidentiality rules and laws to maintain client confidentiality at all times.

MINIMUM QUALIFICATIONS

Education and Experience

  • An Associate's Degree in health, social services, or a closely related field.
  • Two years' experience in Medical Insurance and Medical Benefits, as it pertains to the coordination of care for health services, that demonstrates the ability to perform the primary responsibilities of the position.
  • Experience in health benefits or healthcare financial eligibility screening processes.
  • Ability to Pass State and Federal/ or other required ce1tification exam within 30 days of hire.
  • Must obtain upon hire and maintain current certification in the Washington Health Benefit Exchange Tribal Assister Program.
  • Must pass annual background check for State certification.

SUPERVISION

This position does not supervise.

COMPETENCIES

Possesses the knowledge, skills and abilities to successfully perform the primary responsibilities of the position.

Knowledge of:

  • Tribal, Local, State and Federal health care related resources and requirements available to patients and their families.
  • HIP AA laws and patient confidentiality.
  • Knowledge or experience coordinating various patient's individual insurance plans to assist with the coordination of their Medical, Dental or Behavioral Health service needs.
  • Washington State Health Exchange, the insurance market place, Affordable Care Act, Washington Health plan finder, government and private insurance.
  • Standard computer software.
  • Knowledge of principles and processes for providing quality customer service.

Skill in:

  • Working with diverse communities including American Indian/Alaska Native (AI/AN) and a desire to serve Tribal populations and the Nisqually community.
  • Service Orientation; actively looking for ways to help people.

Ability to:

  • Maintain the highest level of confidentiality.
  • Work independently and as a part of a team.
  • Explain complicated information with simple terminology.
  • Demonstrate the personal initiative needed to establish and maintain a high level of confidence with co-workers, clients and community.
