The Health, Safety and Environment Office (HSEO) is responsible for promoting and maintaining a safe, healthy and sustainable campus environment. To support the Office's digital transformation initiatives, we are seeking a proactive and experienced IT professional to lead the development and implementation of technology solutions that enhance operational efficiency and service delivery.
Duties
Reporting to the management of the HSEO, the appointee will play a key role in driving digital transformation and technology innovation within the Office. Major responsibilities include:
- Coordinating the formulation of the Office's IT roadmap and oversee the implementation of digital transformation initiatives;
- Driving business process automation and workflow digitization initiatives in collaboration with different functional teams;
- Managing a portfolio of IT systems, digital platforms and technology projects to support the Office's operational needs;
- Reviewing, prioritizing and overseeing multiple digital initiatives and enhancement projects;
- Providing advice to management on technology solutions, system architecture and digital innovation opportunities;
- Coordinating with the Information Technology Services Office (ITSO), external vendors and system users on system development, implementation and enhancement projects;
- Overseeing system support, maintenance, upgrades and continuous improvement activities;
- Serving as the Office's Cybersecurity Coordinator and liaising with ITSO on cybersecurity governance, compliance and risk mitigation matters;
- Monitoring software installation and licensing compliance within the Office; and
- Performing any other duties as assigned.
Requirements
Applicants should possess:
- A bachelor's degree in Computer Science, Information Systems, Business Information Technology, Data Analytics, Engineering or a related discipline;
- At least 5 years of recent and relevant post-qualification hands-on experience in IT application development, digital transformation, business systems implementation, business analysis and/or project management;
- Knowledge of data management, database design, reporting and analytics tools, Microsoft Power Platform, AI-enabled technologies and/or Environment, Health and Safety (EHS) management systems. Experience in these areas would be an advantage;
- Proven experience in process re-engineering, workflow automation, system integration, user requirements analysis, user acceptance testing, vendor management, system implementation and post-implementation support;
- Solid technical capabilities in front-end and back-end application development, including React, TypeScript, HTML, CSS, JavaScript, PHP, Node.js and API integration;
- Experience with relational database technologies such as MySQL, PostgreSQL, SQL Server and/or Oracle, as well as DevOps practices, CI/CD pipelines and Git-based version control;
- Strong analytical, problem-solving, communication and stakeholder management skills, with the ability to translate operational requirements into practical technology solutions and manage multiple projects simultaneously; and
- A good command of written and spoken English and Chinese.

Starting salary will be commensurate with qualifications and experience. Fringe benefits including annual leave, medical and dental benefits will be provided. A gratuity will be payable upon successful completion of contract.
