Description

The Transylvania County Tax Administration Department is seeking a Business/Personal Property Appraiser II to join the team. The Tax Administration Office is responsible for the discovery, listing, and appraisal of all real and personal property in Transylvania County as well as the collection of property taxes and maintaining Geographic Information System (GIS) records. This position performs complex technical and professional duties in the assessment of business personal property, motor vehicles and other personal property for tax assessment purposes.           
As a Business Personal Property Appraiser, you will perform complex technical and professional appraisal duties related to property tax assessment and valuation. Key responsibilities include:
  • Appraise and assess business personal property, aircraft, registered and unregistered motor vehicles, and other taxable personal property.
  • Conduct annual business personal property audits to ensure compliance with North Carolina property tax laws and regulations.
  • Analyze financial and appraisal data to ensure accurate property valuation and tax billing.
  • Assist in organizing annual tax bill and listing form printing; building and maintaining annual abstract creation.
  • Gather information and process land transfers per deeds and death certificates.
  • Assists owners with listing forms and processes; assesses penalties for late forms; and ensures forms are processed and data is updated.
  • Administer and maintain business personal property assessment programs, computerized depreciation schedules, and prepare assessment notices and bills. 
  • Lead and oversee motor vehicle appraisal and situs processes while assisting taxpayers with vehicle-related tax inquiries. 
  • Train new employees in Motor Vehicle appraisal, assessment and situses.
  • Prepare and process aircraft, mobile home, boat, and other personal property listings.
  • Retrieve and maintain information received from NC Department of Motor Vehicles regarding mobile homes and the NC Wildlife Commission regarding boat and boat motors.  
  • Coordinate mortgage-related data and record maintenance to support accurate tax records.
  • Lead the Property Tax Relief Program; assist taxpayers with property listings, tax relief applications, exemptions, exclusions, and assessment questions.
  • Assists the general public with variety of questions and information requested.
  • Support delinquent tax collection efforts through taxpayer communications and record maintenance.
  • Attend seminars, conferences and workshops to maintain current knowledge and trends on appraisal of property.
  • Assist with daily operations within the License Plate Agency as needed.
  • Performs other related duties as assigned.

Minimum Education and Experience:
An associate’s degree from an accredited college or university is preferred, along with at least one (1) year of related experience; however, neither is required.

Required Licenses or Certifications:
  • Completion of North Carolina Department of Revenue’s Fundamentals of Listing and Assessing, Personal Property Appraisal and Assessment and IAAO Course 101 Fundamentals of Real Property Appraisal and examination within one (1) year of employment. 
  • Driver's License valid in the State of North Carolina.
Additional Requirements:
  • Successful completion of SBI background check with required fingerprinting by Sheriff Office. (Instructions issued by HR at pre-boarding)
  • Successful completion of Transylvania County standard background check. (Instructions issued by HR at pre-boarding)
  • Successful completion of drug screening. (Instructions issued by HR at pre-boarding)
