Senior Engineer/Engineer - Flow Monitoring Program Coordinator

Position Summary

The Flow Monitoring Program Coordinator is responsible for the administration, coordination, and continuous improvement of flow monitoring operations, contractor services, data management processes, and supporting technology platforms. This role serves as a key liaison between internal stakeholders, contractors, and technology providers to ensure the successful delivery of the flow monitoring program, including equipment maintenance, data quality initiatives, and system enhancements.

The ideal candidate will possess strong project coordination, contract administration, workflow management, technical systems experience and flow monitoring (or hydraulic modeling) experience.

Key Responsibilities

Contract and Program Management

  • Coordinate procurement activities, including requests for quotations (RFQs), invitations to bid (ITBs), and related contract administration.
  • Manage contractor performance and oversee the execution of service agreements, task orders, and maintenance programs.
  • Review project documentation, verify work completion, and process contractor invoices.
  • Develop and monitor program budgets, expenditures, and funding allocations.
  • Ensure continuity of monitoring services through effective planning and contractor coordination.

Workflow and Quality Management

  • Manage data collection and workflow processes to ensure compliance with quality standards.
  • Identify opportunities for operational improvements and implement process enhancements.
  • Collaborate with contractors and internal stakeholders to improve efficiency, consistency, and service delivery.
  • Monitor compliance requirements, including contractor safety documentation and reporting.

Asset and Equipment Management

  • Oversee equipment inventory, tracking, maintenance, and repair activities.
  • Maintain accurate asset records and coordinate equipment deployment and recovery.
  • Ensure adequate inventory levels to support uninterrupted monitoring operations.
  • Coordinate equipment testing, vendor repairs, and technology upgrades.

Technical Systems Administration

  • Administer and support flow monitoring business applications, workflow automation tools, and system integrations.
  • Manage data tracking, reporting, and process automation initiatives.
  • Evaluate system changes, enhancements, and integration impacts across interconnected applications.
  • Support the development and implementation of new workflows, technologies, and digital solutions.

Data and Process Improvement

  • Monitor program performance and support development of workflows to evaluate productivity and operational effectiveness.
  • Support data management, validation, and reporting processes.
  • Lead continuous improvement initiatives to enhance data quality, workflow efficiency, and program performance.
  • Identify opportunities for automation, standardization, and process optimization.

Program and Technology Initiatives

  • Support the implementation of monitoring technology upgrades and new equipment deployments.
  • Coordinate technology evaluation programs and pilot initiatives.
  • Assist with development and maintenance of performance metrics, dashboards, and reporting systems.
  • Support environmental and infrastructure monitoring programs, including performance tracking and KPI reporting.

Preferred Qualifications

  • Experience with flow monitoring or hydraulic model of sanitary sewers
  • Experience in contract administration, project coordination, or operational program management.
  • Experience with asset management, field monitoring programs, or technical infrastructure systems.
  • Knowledge of workflow automation, data management, and business process improvement.
  • Experience working with databases, reporting tools, and integrated business applications.
  • Strong organizational, analytical, and problem-solving skills.
  • Ability to manage multiple projects and coordinate with contractors, vendors, and cross-functional teams.
  • Excellent communication and stakeholder management skills.

Knowledge of:
Engineering and technology, especially as related to assigned area of responsibility--structural, mechanical, electrical, civil, geotechnical, etc; reinforced concrete design. Design techniques, tools, and principals involved in the production of precision technical plans, blueprints, drawings, and models. As appropriate, geology, including local geology, investigative practices, and stabilization methods. Code of Ethics for Professional Engineers. Pertinent federal, state, and local codes, laws, regulations and standards, and industry safety standards Principles of management and supervision City personnel policies and procedures and union contracts. Principles and practices of obtaining and administering funding for assigned projects. Materials, tools, and equipment used in engineering. Skill to:
Operate appropriate computer equipment; use properly all related hardware and software. Microsoft Office Suite, project management software, ArcGIS, AutoCAD Civil 3D tools, and analytic or scientific software. Operate motor vehicle in the course of duty.

Ability to:
Exercise professional engineering judgment in accordance with currently accepted engineering practices and appropriate laws and codes. Interpret engineering plans and perform calculations. Analyze information and evaluate results to choose the best solution and solve problems. Use logic and reason to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems. Review and prepare reports, construction plans, cost estimates, and specifications for assigned projects. Review plans for roadways, utilities, earthworks, and residential and industrial developments. Monitor and review information from materials, events, or the environment, to detect or assess problems. Ensure the use of appropriate safety and quality standards. Interpret field data and results from laboratory tests and identify trends or make recommendations. Develop and maintain databases and maps. Communicate clearly and concisely, both orally and in writing. Write technical reports or summaries. Manage project budgets and schedules. Plan and manage the activities of subordinate workers. Manage construction projects and contractors.

SENIOR ENGINEER (Salary Range: $93,625.86 - $125,825.32 Annually)
Each applicant must be a registered professional engineer in the State of Ohio, or in a state with equivalent registration requirements.  If not registered in Ohio when appointed, Ohio registration must be obtained during the probationary period.

OTHER REQUIREMENTS:Possession of registration with the State of Ohio as a Professional Engineer.
Possession of, or ability to obtain, a valid Driver's License.

MILITARY EDUCATION & EXPERIENCE EVALUATION
Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.

ENGINEER (Salary Range: $73,185.21 - $98,354.81 Annually)
Each applicant must be enrolled as a Senior in a Bachelor's Degree program in engineering at an accredited college or university, or possess a Bachelor's Degree in engineering from an accredited college or university.

OR

Possess an Engineer-in-Training Certificate from any state.

OTHER REQUIREMENTS

Possession of Bachelor's Degree in engineering from an accredited college or university is required at the time of hire. 
Possession, or ability to get, a valid Driver's License.

Environmental Conditions: Indoor and outdoor environments; exposure to office computer screens; exposure to extremes in weather conditions; work in or with water; work below ground, on slippery or uneven surfaces, on ladders or scaffolds; work around heavy equipment/construction equipment, moving vehicles; exposure to dust, asbestos, exhaust fumes; possibility of working with toxic chemicals, depending on assignment.

Physical Conditions: Essential and other important responsibilities and duties require maintaining physical condition necessary for sitting, standing and walking for prolonged periods of time; general manual dexterity required; light and moderate lifting and carrying; must be able to operate assigned vehicle.
