Job Summary

 

As a Junior Communications & Technical Writing Specialist supporting the Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Center for Care and Payment Innovation (CCPI), aligned with the Strategic Planning Division (SPD) within Planning, Innovation & Modernization (PIM), you will provide day-to-day technical writing, editing, and communications product support to the program. Working under the direction of the contract’s Program Director and senior communications staff, you will draft, edit, format, and quality-check the recurring written products and communications materials that keep SPD/CCPI leadership, staff, pilot teams, and other stakeholders informed across the program’s portfolio across multiple, concurrent pilots.

 

This is a support-oriented, writing-focused role suited to a detail-oriented communications or technical-writing professional who can translate program, pilot, and policy information into clear, accurate, well-organized content and hold it to a consistent editorial standard. The role centers on producing and quality-controlling written communications products; all external-facing content and stakeholder decisions remain subject to Government review, approval, and release authority.

 

 

 

Primary Responsibilities

 

• Draft, write, and edit recurring SPD/CCPI communications products — including social media content, press-release support materials, and one-pagers — for senior staff review and Government approval prior to release.
• Provide technical writing and editing support across written work products developed under the task order, gathering and analyzing program, pilot, and policy information and translating it into clear, accurate, audience-appropriate documents for technical and non-technical readers.
• Perform structured quality-control review of written deliverables — checking grammar, factual accuracy, terminology, and consistency of voice and style against SPD/CCPI, VHA, and VA guidance — before submission and escalate substantive or sensitive content to senior communications staff or the contract-aligned Program Director.
• Independently verify quantitative claims, program status representations, and cited references in written products against authoritative source documentation prior to inclusion in a deliverable.
• Edit and format written products, including reports, briefing materials, and presentations, to meet Section 508 accessibility standards before submission for Government review.
• Draft and format content for weekly team updates and weekly briefing-deck compilation, ensuring consistency with approved templates and prior approved materials.
• Maintain the weekly communications tracker, keeping records of product status, review cycles, and distribution current for the communications team.
• Support the monthly outreach-material refresh by drafting and updating existing communications content for accuracy and currency under the direction of senior communications staff.
• Provide writing and editing support for recurring program documentation, such as meeting agendas, minutes, and status-report narratives, prepared for SPD/CCPI leadership and program teams.
• Provide general writing, editing, and administrative support to the communications function, and other duties as directed by the Program Director or COR.

Minimum Qualifications

• Bachelor’s Degree (BA/BS) in Communications, Technical Writing, English, Journalism, Public Relations, Public Affairs, or a closely related field required.
• Minimum of 4 years of experience in communications, technical writing/editing, public relations, or a related support capacity.
• Demonstrated experience with technical writing and editing — gathering, analyzing, and translating complex or technical information into clear, accurate documents for both technical and non-technical audiences.
• Experience drafting or editing communications products such as social media content, press releases, one-pagers, newsletters, or briefing materials for review and approval by others.
• Strong writing, editing, and proofreading skills, with close attention to detail, factual accuracy, deadlines, and consistency in voice, terminology, and formatting.
• Proficiency with Microsoft Word, PowerPoint, and Excel; experience formatting documents to meet Section 508 accessibility requirements.
• Ability to work effectively within established timelines, templates, and Government review cycles in a fast-paced federal environment.
• Ability to obtain and maintain a VA Personal Identity Verification (PIV) credential and pass a VA background investigation.
• Must be authorized to work in the United States (no visa sponsorship).
