Engineer II supports the development and implementation of transit improvement projects. Working under the direction of senior engineering staff and project managers, this position assists with engineering analyses, design reviews, cost estimating, schedule development, construction administration, field coordination, and technical studies throughout the planning, design, and construction phases. Engineer II contributes to project delivery while developing technical expertise and increasing responsibility across multiple engineering disciplines. The position may independently serve as the Project Manager for assigned small-scale capital improvement projects while supporting larger, more complex projects under the direction of the Manager and senior engineering staff.

DUTIES & RESPONSIBILITIES:

ESSENTIAL:

Competency 

• Serves as the Project Manager for assigned small-scale capital improvement projects with responsibilities for planning, coordinating, executing, and closing assigned small-scale capital improvement projects, including scope, schedule, budget, consultant coordination, stakeholder communication, procurement support, construction administration, and project closeout. 

• Supports the Project Manager in the day-to-day administration of the contract by ensuring construction documents are properly submitted, complete, updated, and distributed to field staff for auditing purposes, and monitoring and updating schedules and budgets for assigned investments 

• Coordinates assigned project activities with contractors, consultants, utilities, property owners, and internal stakeholders to facilitate project delivery and resolve routine project issues while escalating significant technical, contractual, schedule, or budget issues to the Project Manager. 

• Assists in the administration of contract changes; prepares and/or reviews independent estimates and RFI clarifications; reviews contract drawings and specifications; and verifies pay applications from contractors and consultants. Monitors contractor compliance and reports deficiencies to the Project Manager. 

• Ensures close-out procedures are implemented and recommends certification of completion on assigned investments. 

• Prepares project correspondence, technical memoranda, meeting minutes, reports, and presentations related to assigned projects. 

• Coordinates material testing with the material testing contractor and ensures that work is performed in accordance with the contract documents. 

• Assists in performing engineering analyses, including engineering calculations, design reviews, constructability reviews, quantity verification, and technical recommendations. 

• Assists in preparing Requests for Proposals (RFPs), Invitations for Bids (IFBs), engineer's estimates, and procurement documentation. 

• Supports stakeholder meetings, community engagement activities, and public presentations by preparing technical information and responding to routine engineering inquiries.

QUALIFICATIONS:  

Required Qualification: 

• Minimum three (3) years of experience supporting transportation, transit, or public infrastructure projects, including construction administration and project delivery. 

• A minimum of three (3) years of experience administering and managing construction and consultant contracts and agreements. 

• Working knowledge of civil engineering technology, construction terminology, and current engineering methodologies.  

• Proficiency with Microsoft Office to prepare documents, spreadsheets, presentations and develop schedules. 

• Possess and maintain a valid Colorado driver’s license and a motor vehicle record that meets RTD driving standards. 

 

Preferred Qualifications:  

• Bachelor’s degree in engineering or related engineering field.  

• Experience working in a public agency, transit, or highly regulated environment. 

• Experience coordinating with regulatory agencies and external stakeholders. 

• Degree in Construction Engineering or Construction Management preferred. 

• Experience with systems & electrical inspections is preferred. 

• Familiarity with project delivery methods.

Key Competencies & Characteristics: 

• Ability to read and interpret complex engineering plans and specifications, and technical documents. 

• Familiarity with Computer-Aided Design (CAD), PDF Management Software, and Critical Path Method (CPM) schedules. 

• Ability to use sound judgment and make informed decisions. 

• A general understanding of the project lifecycle process from development through construction. 

• Ability to work a flexible schedule, including nights and weekends when required. 

• Strong time and workload management skills, including planning, organizing, and prioritizing assignments with attention to detail. 

• Strong written and verbal communication skills, including the ability to communicate specialized information effectively to diverse audiences. 

 

WORKING ENVIRONMENT AND PHYSICAL REQUIREMENTS: 

The work environment and physical demands described here are representative of those required by an employee to perform the essential functions of this job with or without reasonable accommodation. 

The work environment is a hybrid of office and site environments, with exposure to excessive noise and adverse environmental conditions. 

While performing the duties of this job on site, the employee is frequently required to sit, stand, walk on uneven surfaces for long distances, use hands to finger, handle, or feel, stoop, kneel, crouch, or crawl, and reach with hands and arms. They will be exposed to moving mechanical parts and vibration. 

When working on site, an employee is expected to work outdoors, exposed to wet and/or humid, cold, hot, and windy conditions; high, precarious places; fumes or airborne particles; toxic or caustic chemicals; outside weather conditions; risk of electrical shock; and risk of high UV exposure. 

The employee must occasionally lift and/or move up to 50 pounds and must have specific vision abilities required by this job, including close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. 

The employee must be able to safely operate RTD non-revenue vehicles in this position.

Pay Range:

$77,437.00 - $109,380.25 Annual
