Job Description:
WHAT - Summary & Purpose of the Position
The Senior Director, Patient-Centred Outcomes Strategy & Heath Technology Assessment (HTA) Biometry provides enterprise leadership for COA (Clinical Outcome Assessment) strategy across Ipsen’s R&D portfolio, with specific accountability for Patient Reported Outcomes (PRO) strategy, questionnaire development, measurement strategy, validation, implementation, and interpretation.
The role ensures patient experience, symptoms, functioning, quality of life, treatment burden, and treatment benefit are captured robustly and integrated into development strategy, study documents, regulatory interactions, publications, and value evidence materials.
In parallel, the role leads HTA Biometry, including statistics and programming supporting HTA, reimbursement, payer evidence, comparative effectiveness, evidence synthesis, and value demonstration, with accountability for quality, timelines, prioritization, execution, and internal or outsourced delivery.
Working in a global matrix, the role partners with Clinical Development, Global Value and Access including HEOR, Regulatory Affairs, Medical Writing, Clinical Operations, Data Management, vendors, and external experts to build capability, develop talent, drive excellence, promote innovation, and position Biometry as a strategic partner in patient-centered evidence and HTA decision support.
WHAT - Main Responsibilities & Technical Competencies
PRO / COA remit
• Lead R&D COA measurement strategy across Ipsen programs, with deep expertise in PRO strategy and questionnaire development.
• Advise on disease models, concepts of interest, endpoint selection, questionnaire development, validation, treatment-benefit interpretation, and patient-focused evidence plans.
• Embed COA strategies into development plans, protocols, SAPs, regulatory documents, reports, publications, HTA materials, and value evidence outputs.
• Serve as SME for patient-centered outcomes, PROs, broader COAs, HRQoL, symptoms, function, treatment burden, PFDD, and fit-for-purpose measurement.
HTA Biometry remit
• Lead, coach, and develop the HTA Statistics and Programming team supporting Global Evidence & Outcomes with HEOR, including workforce planning, prioritization, capability development, performance support, succession planning, and operating model.
• Set priorities, standards, quality expectations, documentation requirements, resourcing plans, and capability roadmaps for HTA statistical analysis and programming.
• Oversee analyses supporting HTA submissions, reimbursement, comparative effectiveness, evidence synthesis, RWE, external controls, and value demonstration.
• Ensure internal and outsourced outputs are high quality, compliant, reproducible, and delivered to agreed timelines and budget using standard processes, templates, SOPs, and tools.
Cross-remit leadership
• Advance tools, automation, AI-enabled approaches, and innovative methods to improve efficiency, quality, and scalability across PRO/COA and HTA Biometry deliverables.
• Partner with Clinical Development, Global Value and Access including HEOR, Regulatory Affairs, Medical Writing, Clinical Operations, Data Management, and external experts on integrated patient-centered and HTA evidence strategies.
• Represent Biometry in governance, asset teams, portfolio discussions, external scientific interactions, and due diligence requiring COA, PRO, or HTA Biometry input.

HOW - Knowledge & Experience
Knowledge & Experience (essential):
• 10+ years’ relevant pharma, biotech, CRO, academic, or outcomes research experience with PhD, or equivalent MS/MSc experience, including significant leadership experience.
• Expertise in COA, especially PROs, including strategy, questionnaire development, selection, validation, implementation, and interpretation.
• Strong understanding of clinical development, regulatory expectations, and patient-centred evidence for treatment benefit.
• Statistical and programming knowledge for HTA evidence, reimbursement, comparative effectiveness, and value demonstration.
• Team leadership experience, including resourcing, prioritisation, quality oversight, outsourced delivery, coaching, talent development, and succession planning.
• Experience contributing to development plans, protocols, SAPs, reports, CSRs, regulatory packages, HTA materials, publications, and presentations.
• Strong global collaboration, senior stakeholder influence, and ability to translate complex concepts into clear, decision-ready recommendations.
Knowledge & Experience (preferred):
• Experience with ePRO, digital COA/endpoints, psychometrics, or modern questionnaire development and implementation.
• Experience with SAS and/or R programming concepts.
• Experience in oncology, rare disease or neuroscience drug development.
• Scientific publication record or external presence in HTA or outcomes research.
Education / Certifications (essential):
• MS/MSc or PhD in a relevant quantitative, clinical outcomes, psychometric, or health outcomes discipline.
