The Sr. Director of Housing Operations, Compliance, and Development is a senior leadership role responsible for the overall performance, compliance, operations, facilities coordination, and long-term asset stewardship of HSI's 126-unit affordable housing portfolio. This includes regulatory compliance across multiple federal and state funding streams, property operations, occupancy performance, asset management, facilities oversight, financial coordination, and supervision of housing leadership staff.
This role requires both technical affordable housing compliance knowledge and strong operational leadership. The ideal candidate understands the regulatory environment of affordable housing, the day-to-day realities of property operations, and the importance of building systems that support compliance, resident stability, financial performance, and long-term asset preservation.
This full time, exempt onsite position reports directly to the President & CEO and serves as HSI's primary internal leader for affordable housing operations, compliance, asset stewardship, and housing development

Key Responsibilities
Regulatory Compliance & Funding Management
- Ensure compliance with affordable housing programs such as LIHTC, HUD Section 8, HOME, CDBG, NJHMFA, and supportive housing vouchers.
- Oversee audits, certifications, reporting requirements, inspections, and compliance calendars.
- Monitor regulatory changes and ensure eligibility, rent calculations, and tenant documentation meet program standards.
Asset & Portfolio Management
- Manage the long-term physical and financial health of housing assets.
- Oversee capital planning, reserve funds, property budgets, and major improvement projects.
- Serve as the primary contact with lenders, investors, syndicators, and regulatory agencies.
Property Operations & Facilities
- Supervise key housing leadership staff, including Housing Operations, Compliance, and Facilities Managers.
- Ensure safe, compliant, and resident-focused housing operations.
- Oversee maintenance systems, work orders, vendor relationships, emergency preparedness, and building code compliance.
Housing Development & Portfolio Growth
- Lead affordable housing development, acquisition, preservation, and redevelopment efforts alongside the CEO.
- Manage projects from concept through financing, predevelopment, construction, and stabilization.
- Coordinate external partners including architects, attorneys, consultants, and lenders.
- Identify new housing opportunities aligned with HSI's mission and strategy.
Team Leadership & Coordination
- Establish clear responsibilities and workflows across Operations, Compliance, Facilities, Finance, and vendors.
- Resolve operational and compliance issues efficiently.
- Build a collaborative leadership culture focused on resident outcomes, financial performance, and long-term asset stewardship.
Strategic Leadership
- Advise the CEO on housing strategy, development initiatives, and organizational sustainability.
- Support board reporting, funder communications, and housing-related fundraising efforts.
- Build systems and documentation that ensure organizational continuity and knowledge retention.
Required Qualifications

Minimum 8 years of progressively responsible experience in affordable housing, including significant experience in affordable housing operations/asset management and demonstrated experience in affordable housing development, preservation, acquisition, or redevelopment.

Demonstrated experience leading or playing a substantive project-management role in affordable housing development projects from feasibility/predevelopment through financing, construction and/or stabilization.

Demonstrated hands-on experience with LIHTC compliance

Working knowledge of HUD Section 8/Project-Based Voucher programs, HOME and CDBG regulations, and supportive housing funding streams

Experience supervising property management or facilities staff

Strong regulatory reporting and file management skills; experience managing agency audits and inspections

Demonstrated ability to manage multiple funding sources, compliance calendars, and regulatory relationships simultaneously

Financial literacy sufficient to manage property budgets, review operating statements, and communicate with CFO and auditors

Excellent written and verbal communication skills; ability to represent HSI professionally with funders, regulators, and community partners

Regular and predictable attendance is a requirement of this position

Able to attend off hour/off site events and meetings as required by the position

Physical qualifications include clarity of vision at close and long range, ability to move about an office environment and operate standard office equipment, ability to travel across HSI facilities and navigate shared residential housing environments,
Preferred Qualifications

NJHMFA program experience strongly preferred

Experience with permanent supportive housing (PSH) and the unique compliance requirements of housing with services

Housing Credit Certified Professional (HCCP), Certified Occupancy Specialist (COS), or equivalent credential

Experience at a Community Development Corporation (CDC), housing authority, or mission-driven affordable housing developer

Bachelor's degree in real estate, public administration, urban planning, finance, or related field; equivalent experience accepted
- Satisfactory results of applicable periodic background checks is a requirement.
