The Assistant Detention Center Administrator (Captain) performs administrative, supervisory, and coordinative work in assisting the Detention Center Administrator in directing the operations of the County Detention Center. An employee in this class is responsible for participating in the planning, coordinating, and supervising of shift and inmate activities in the County Detention Center. Employee assists in planning and directing staff in carrying out activities involved in the intake, detention, food service, care, and release of inmates from the County Detention Center. Employee ensures security and control equipment, and devices are operational and available and provides control procedures through maintenance and inventory. Employee participates in personnel related functions to include employment selection, performance appraisal, and ensuring all staff are prepared for their required training. The employee serves as the Detention Center Administrator in his/her absence. The position requires coordinative skills in dealing with priorities of the facility, as well as delegated administrative and supervisory projects. Work requires the employee to utilize independence and judgment in making decisions regarding staff concerns, inmates, and their well-being. Patience and firmness are required in dealing with inmates exhibiting unstable behaviors. Work is performed under the direct supervision of the Detention Center Administrator and is evaluated through observation, program effectiveness, and various reports.
  • Provides security for detention facility; provides security and control of equipment and control devices according to policies and procedures; provides key control procedures through maintenance and inventory; and monitors inmate disciplinary and grievance procedures to ensure compliance with rules and regulations. 
  • Inspects, designates, and assigns staff to conduct regular stop checks of the County Detention Center to control contraband, prevent escapes, prevent inmates being released without the proper release orders, and identifies security weaknesses. 
  • Assists in directing and supervising all personnel; transmits communications, orders, and other administrative directives to employees; directs the activities of the shifts; ensures that all work is completed in an effective and efficient manner; ensures the operation of the County Detention Center programs including processing, records completion and maintenance, security, federal detention, visitation, transportation, food service, and release. 
  • Ensures that efficient operation of the Detention facility by complying with policies and procedures set forth by the State; and reviews shift operational reports to ensure compliance. 
  • Participates in some personnel related functions to include interviewing, hiring, discipline, performance appraisal, dismissal, and promotion; participates in providing new employee orientation; develops and performs on-the-job training; ensures all employees fulfill the training requirements established by the State. 
  • Participates in the modification of existing and the development of new policies and procedures in concert with laws, regulations, and professional practices. 
  • Researches and responds to inmate grievances; responds to inquiries made by families of inmates; coordinates with other law enforcement and detention centers in the disposition of the inmate welfare.
  • Supervises the County Detention Center operations in the absence of the County Detention Center Administrator. 
  • Serves in various detention facility capacities as needed, including inmate transportation, work in inmate processing, and staffing cell and control booth area  
  • Performs other related duties as assigned. 
Education and Experience:
Requires an Associate’s Degree in criminal justice or related field, and seven (7) years of related experience, or equivalent combination of education and experience
Licenses or Certifications:
  • Possession of a valid driver’s license.
  • Possession of North Carolina Detention Officer Certification.
  • Must meet the minimum standards set by the State of North Carolina for detention facility personnel.

  • Knowledge of local government operations, policies and plans, and modern office practices and procedures.
  • Knowledge of Microsoft Word, Excel, PowerPoint, and other similar programs.
  • Knowledge of federal, State, and local laws pertaining to inmate sentencing pretrial conditions, and release. 
  • Knowledge of inmate custody and program management. 
  • Knowledge of policies, procedures, and practices of correctional administration covering inmate security, classification, care and discipline.
  • Skill in prioritizing and organizing work.
  • Skill in verbal and written communication. 
  • Ability to provide leadership and direct, organize, and supervise the activities of employees. 
  • Ability to express ideas clearly and concisely.

PHYSICAL DEMANDS
The work requires exerting up to 100 pounds of force on occasion to as little as 20 pounds of force constantly to move objects, including the human body. Tasks may require the following abilities: climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, lifting, grasping, fingering, talking, hearing, and perform repetitive motions. Requires mental acuity including the ability to make rational decisions through sound logic and deductive processes, the ability to express ideas by means of the spoken word and have close visual acuity to prepare and analyze figures, perform extensive reading, and perform visual inspections. 
WORK ENVIRONMENT
Work is performed in a secure work environment. The employee is subject to hazards associated with custody work including working in inside environments, exposure to various hazards such as noise and a variety of physical conditions and be required to work in close quarters with inmates. Employees may be exposed to bloodborne pathogens.
