Description
ICF is looking for a highly motivated and skilled Business Analyst to join our team.
Must be able to commute to our ICF office in Guaynabo and travel across the island to meet with clients and stakeholders as needed for project support. This position is based in Puerto Rico and does not include relocation assistance.

The Business Analyst will work closely with stakeholders across the organization to analyze business processes, identify areas for improvement, and develop solutions that enhance efficiency and productivity. This role involves conducting thorough research, gathering data, and working alongside both technical teams and business units to ensure seamless integration of proposed solutions. The ideal candidate should be detail-oriented, analytical, and possess strong communication skills.
This is a remote position based in Puerto Rico that will require travel (up to 15%) to the Guaynabo office for essential meetings, team collaboration, and specific project needs. There will also be periodic in-person meetings at client locations across the island. Relocation assistance is not available.
Key Responsibilities:
- Requirements Gathering: Engage with business stakeholders to understand their needs, gather and document requirements, and translate them into functional specifications.
- Process Improvement: Identify inefficiencies in current processes and workflows and propose improvements to enhance operational efficiency.
- Data Analysis: Analyze business data to provide actionable insights, trends, and reports to inform decision-making. Collaboration with IT and Development Teams: Work with technical teams to ensure that business requirements are accurately reflected in system enhancements or solutions.
- Project Management Support: Assist project managers in planning, scheduling, and overseeing project timelines and deliverables.
- Stakeholder Communication: Support coordination between government partners and stakeholders, helping ensure program activities are aligned with requirements and priorities.
- Documentation: Create detailed documentation including business cases, use cases, and workflow diagrams.
- Testing and Validation: Assist in user acceptance testing to ensure solutions meet the defined requirements and provide ongoing support during the implementation phase.
- Continuous Improvement: Stay up to date with industry trends and methodologies and recommend best practices to improve organizational processes.
Required Qualifications
- Bachelor’s degree (or 4 years of relevant experience in lieu of a degree).
- Must be a US Citizen or Permanent Resident per federal contract requirements
- 2+ years of experience in a business analyst role or related field.
- 2+ years of experience with data analysis and business process improvement techniques.
- Excellent written and verbal communication skills in both English and Spanish.
- Excellent communication and interpersonal skills with colleagues and clients.
- Strong analytical and problem-solving skills.
- Ability to work collaboratively in a cross-functional team environment.
- Proficiency with Microsoft Excel, PowerPoint, and common data/reporting tools.
- Demonstrated ability to manage competing priorities in a fast-paced environment.
- Ability to travel up to 15% in Puerto Rico as requested.
Preferred Qualifications
- 2+ years of experience in business analysis tools (e.g., Microsoft Excel, SQL, or similar).
- Knowledge of project management methodologies (Agile, PMBOK, etc.).
- Experience preparing reports, dashboards, or performance tracking tools.
- Familiarity with geospatial, environmental, or housing-related programs.

The pay range for this position based on full-time employment is:
