Vice President, Market Risk Governance Strategy Lead
The Chief Risk Officer for Finance (Finance CRO) organization provides risk management oversight of the Global Finance function, including effective risk challenge and mitigation of risk for capital, liquidity, foreign exchange risk, and non-USD Treasury investments, and ensures compliance with all risk-related regulatory requirements.
The Non-Trading Market Risk (NTMR) Management group, a part of the Finance CRO organization, is responsible for the independent risk management of non-trading market risk. This includes Foreign Exchange Risk in the Banking Book (FXRBB) as well as the market risk management of non-USD Treasury Investments.
This is a unique, high-visibility role that combines strategic governance with deep technical risk oversight. You will be the central point of contact responsible for orchestrating our interactions with the firm's most senior governance forums (including the Board Risk Management Committee, ALCO, TROC) and key regulators (FRB, OCC, FDIC).
Simultaneously, you will serve as a subject matter expert providing independent second-line market risk oversight of first-line activities, including FXRBB and non-USD Treasury Investments. This is not a support function; you will be a strategic partner to risk leaders, ensuring the integrity of our risk management framework while driving the quality and effectiveness of the information that guides critical internal and external decision-making.
Responsibilities:
Risk Oversight & Assurance
- Provide Independent Oversight: Ensure second-line independent market risk oversight of first-line activities, including Foreign Exchange Risk in the Banking Book (FXRBB) and market risk management of non-USD Treasury Investments.
- Perform Assurance Reviews: Conduct independent assurance of first-line activities by assessing the design and operating effectiveness of processes and controls, ensuring adherence to all applicable policies, standards, and regulations.
- Manage Issues: Prepare review reports, communicate potential issues to management, and manage the lifecycle of findings by logging, tracking, and validating their resolution.
- Challenge Methodologies: Review first-line risk management processes and FXRBB methodologies for conceptual soundness, fitness for purpose, and potential limitations or weaknesses.
Strategic Governance & Coordination
- Orchestrate Executive Communications: Own and operate the end-to-end reporting lifecycle for our key internal Citi committees, ensuring a high quality of material and efficient process.
- Manage Regulatory Communications: Coordinate the content generation and delivery for critical regulatory meeting materials, with a primary focus on interactions with the FRB, OCC, and FDIC.
- Serve as a Guardian of Quality: Act as the final checkpoint for all committee and regulatory materials, ensuring they meet the highest standards of quality, consistency, and clarity.
- Design the Future of Governance: Design, implement, and continuously improve our governance and reporting framework, driving efficiencies, and enhancing the stakeholder experience.
Qualifications:
- 7+ years of experience in Risk Management, Treasury, Capital Markets, or a related function within a financial services sector, preferably for a large US or Canadian banking organization.
- Experience in market risk management, foreign exchange risk in the banking book (FXRBB), and foreign currency investment risk management is strongly preferred.
- Exceptional ability to manage complex, interlocking processes and bring structure to ambiguous environments (strong PMO and organizational skills).
- Excellent quantitative, analytical, and technical skills with a strong knowledge of capital markets products.
- Outstanding written and verbal communication skills, with a proven ability to influence outcomes with senior stakeholders.
- Highly motivated with a keen eye for detail and a commitment to excellence.
- Goal-driven with an excellent ability to work within a team globally and sustain independent views.
Education:
- Bachelor’s degree with a strong academic record in economics, finance, or other quantitative fields.
- A Master’s or higher degree is preferred.
- Professional certification (e.g., CFA, FRM) is preferred.
