Job Summary:
The Intelligence Analyst supports the United States Postal Inspection Service’s criminal programs involving mail fraud, financial crimes, money laundering and organized criminal enterprises. The position will be co-located with the Homeland Security Taskforce (HSTF) assisting the Mail Fraud Program involving fraud initiatives, complaints, and other HSTF Analysts by providing analysis, assessments, and investigation deconfliction services as part of an interagency team. The analyst shall be capable of using technology solutions to actively search, analyze, prioritize, and present information for criminal investigators.
Essential Functions and Responsibilities:
- General knowledge of federal statutes and the federal rules of criminal and civil procedure.
- Demonstrated experience developing and supporting complex fraud and financial criminal cases for prosecution.
- Proficient in conducting research using the internet and other commercial/public/proprietary databases
- Substantial experience in analyzing data and interpreting patterns or trends using the appropriate analytical techniques and methods.
- Ability to communicate orally and in writing to clearly explain analytical steps taken, additional investigative actions needed, and summarizing results of research and analysis using multiple mediums such as charts and reports.
- Demonstrated significant ability developing and supporting the final work product.
- Demonstrated ability to work independently and as part of a team with proven ability to influence across functions and discipline.
- Ability to manage multiple projects and tasks with competing priorities and meet deliverables.
- Proficiency using Microsoft Office products (e.g., Excel, Word, PowerPoint), sufficient to compile data, prepare correspondence and presentations.
Work Duties and Tasks
- Reviews and triages fraud complaints in various databases.
- Analyzes complaint data and trends for further analysis and/or dissemination to the appropriate areas.
- Performs liaison activities with other law enforcement agencies to identify targets, deconflict investigative activities, and provide collaboration across agencies.
- Analyze data to identify and interpret patterns and trends, assess data quality, and eliminate irrelevant data.
- Evaluates information from a variety of sources to determine criminal activity, conducts analysis, and presents findings.
- Identifies illicit activities of bad actors and performs linkage analysis utilizing task force collaboration to determine of the organization’s network based on heuristic models and other datasets. • Evaluates and combine tools such as enhanced open source, commercial data, and government data sources to assist in development of lead-based information and identification of assets involving money laundering activities.
- Analyze, develop, and disseminate intelligence such as threat reports, lead, subject and target packages to benefit operators and investigators.
- Communicate analytical findings, trends, and other issues affecting the Inspection Service (IS) to the appropriate IS Program Managers. This may be in the form of formal/standardized reports, in person briefings, regularly scheduled meetings, and/or ad hoc request for information.
Minimum Qualifications & Skills:
- A Bachelor’ Degree from an accredited college or university AND a minimum of (5) five years of work experience in a law enforcement intelligence unit environment.
- Significant demonstrated experience will be considered in lieu of the education requirement.
Clearance:
Applicants selected may be subject to a government background investigation and may be required to meet the following conditions of employment.
Security Requirements/Background Investigation Requirements:
- Must be a U.S Citizen.
- Favorable credit check for all cleared positions
- Successfully passing a background investigation including drug screening.
- Residency requirement - 3 consecutive years in the last 5 years.

- Standing/Walking/Mobility: Must have mobility to attend meetings with other managers and employees.
- Climbing/Stooping/Kneeling: 10% of the time.
