Department Overview
The Fraud Prevention Department is a newly established organization, launched in April 2026 under the direct supervision of the CEO, dedicated to ensuring the sound and sustainable growth of Rakuten Mobile. Our strategic mission is to collaborate with senior management to build robust governance frameworks that balance business profitability and user convenience, ensuring a secure experience for all our users. As a newly formed organization, we offer the unique opportunity to design systems and culture from the ground up, free from traditional constraints.
The department consists of five divisions. This role sits within either the Fraud Prevention Management Division. While the work focuses on Rakuten Mobile, the formal employment entity will be Rakuten Group, Inc.

Position

We are expanding our team to include professionals who will oversee overall management tasks, such as policy development, KPI management, and external reporting.
We welcome candidates with a background in governance, compliance, or corporate planning, even if you do not have direct experience in fraud prevention.
Position Details:
You will be responsible for designing risk management frameworks that support the growth of Rakuten Mobile while ensuring an optimal user experience.
Specific responsibilities are listed below. Upon joining, we will discuss and tailor your initial scope based on your expertise, experience, and career aspirations.
- Planning and Execution of Fraud Prevention Strategies:
Design and implement measures to predict and mitigate fraud risks. You will lead the execution of these initiatives by collaborating with relevant departments and serve as a bridge between operational insights and executive decision-making.
- Risk Assessment for New Services/Features:
Proactively evaluate fraud risks prior to new product releases and collaborate with product and development teams to integrate robust risk management designs.
- Regulatory Liaison:
Manage overall regulatory compliance, including regular status reporting and stakeholder coordination regarding regulatory requirements.
- Executive Reporting and Improvement Proposals:
Regularly report on the status, challenges, and improvement proposals regarding fraud prevention to the executive team, including the COO.

Mandatory Qualifications
At least 1 year of experience in planning or project management involving cross-functional collaboration.
Desired Qualifications
- Experience in corporate planning or business planning.
- Proven experience leading a project from inception to completion.
- Business-level English proficiency.
