General Description
The purpose of this job within the organization is to review proposed construction plans to ensure they are in compliance with the City of Charleston Zoning Ordinance.
This job works independently, under limited supervision, reporting major activities through periodic meetings.
Duties and Responsibilities
The functions listed below are those that represent the majority of the time spent working in this job. Management may assign additional functions related to the type of work of the job as necessary.
Essential Functions:
Strives to be efficient and effective at balancing and meeting the common needs and reasonable expectations of core constituents.
Contributes towards the department's mission by continuously striving to meet expectations, strategic goals and objectives.
Issues zoning permits for construction plans.
Assigns new addresses or changes existing addresses to meet West Virginia E911 regulations; sends new addresses to Metro 911 and the United States Postal Service while being updated in GIS mapping system.
Manages the City of Charleston's Floodplain Ordinance which includes maintaining CRS Community Rating System status, including reviewing elevation certificates, enforcements, flood zone determinations and determining BFEs.
Provides zoning, flood zone and jurisdiction information to the public.
Applies for and coordinates any and all Hazard Mitigation Grant Program ("HMGP") grants through the Federal Emergency Management Agency ("FEMA").
Conducts post construction inspections to ensure that new construction is in compliance with the zoning ordinance.
Provides zoning approval for businesses by signing off on their City of Charleston Municipal Business License.
Minimum Education and Experience Requirements:
Requires a Bachelor's Degree in engineering, architecture, or related field.
Requires one year of reviewing plans and ordinances or closely related experience.
Certifications / Licenses: Must Possess and maintain a valid State of West Virginia Driver's License;
