JOB SUMMARY:

The Project Development Manager serves as a key member of the Calista Brice Mine Services team supporting the Donlin Gold Project. Reporting to the Program Manager, this position coordinates preconstruction planning, estimating support, project controls, commercial administration, procurement, proposal development, business planning, and project execution activities. The role works closely with Donlin Gold representatives, engineering consultants, subcontractors, internal operating companies, and other stakeholders to promote project readiness, cost and schedule discipline, effective communication, and successful delivery of strategic project objectives.  This position will also help establish the subsidiary's operating processes, reporting standards, systems, templates, and administrative infrastructure to support long-term growth and successful project delivery.

ESSENTIAL FUNCTIONS:

  • Assist the Program Manager with planning, coordination, and execution of Donlin Gold project initiatives and assigned work packages.
  • Coordinate preconstruction activities, including scope development, constructability reviews, work planning, scheduling, and project readiness assessments.
  • Support development of project execution strategies for major earthworks, infrastructure, and mine-related construction activities.
  • Coordinate the transition of project information from estimating and proposal development into project startup and execution.
  • Monitor project milestones, action items, deliverables, and critical dates; elevate risks and unresolved issues to the Program Manager.
  • Coordinate preparation and review of conceptual, budgetary, and detailed construction cost estimates.
  • Assist with quantity takeoffs, pricing reviews, labor and equipment assumptions, subcontractor quotations, and estimate reconciliation.
  • Maintain estimating data, historical cost information, labor rates, equipment rates, and project assumptions.
  • Coordinate bid documentation, estimate reviews, risk identification, and commercial readiness activities.
  • Support development of project budgets, cash flow projections, cost forecasts, and executive-level financial summaries.
  • Assist in evaluating alternate means, methods, and delivery strategies to improve cost, schedule, constructability, and project value.
  • Help establish and maintain project controls processes for cost, schedule, productivity, commitments, change management, and forecasting.
  • Prepare and distribute weekly, monthly, and ad hoc project reports, dashboards, and executive updates.
  • Track expenditures, commitments, quantities, productivity, and forecast-to-complete information.
  • Coordinate schedule updates and support development of near-term and long-range project plans.
  • Maintain accurate project documentation, decision logs, action registers, and performance metrics.
  • Support earned value, trend analysis, and variance reporting when required by the Program Manager or client.
  • Coordinate procurement planning with project stakeholders, vendors, suppliers, and subcontractors.
  • Assist with preparation of bid packages, scopes of work, instructions to bidders, commercial exhibits, and procurement schedules.
  • Solicit, organize, and evaluate subcontractor and supplier pricing and qualifications.
  • Support subcontract negotiations, award recommendations, and documentation of commercial decisions.
  • Track contract deliverables, submittals, insurance requirements, schedule obligations, and other commercial commitments.
  • Maintain complete and organized procurement, contract, and project files.
  • Support development of technical proposals, qualifications packages, capability statements, client presentations, and other pursuit materials related to the Donlin Gold Project and future mine services opportunities.
  • Analyze solicitation requirements and prepare compliance matrices, proposal schedules, data calls, and content assignments.
  • Coordinate technical, estimating, operations, and executive input into proposal and presentation materials.
  • Maintain project descriptions, staff resumes, experience data, past performance information, and reusable proposal content.
  • Assist with client intelligence, capture planning, interview preparation, presentation materials, and lessons-learned activities.
  • Represent Calista Brice Mine Services in project meetings, site visits, industry events, and stakeholder discussions as assigned.
  • Help establish policies, procedures, templates, workflows, and reporting tools for Calista Brice Mine Services.
  • Serve as a liaison among the Program Manager, Donlin Gold, engineering consultants, Calista Brice operating companies, field operations, estimating, finance, procurement, and other stakeholders.
  • Coordinate meetings, agendas, minutes, action items, deliverables, and follow-up communications.
  • Support implementation and effective use of project management, estimating, document control, and reporting systems.
  • Identify process improvements and recommend practical solutions that strengthen consistency, accountability, and scalability.
  • Protect confidential, proprietary, and commercially sensitive information.
  • Promote and support a strong safety culture in all planning, office, travel, and field activities.
  • Perform work in a constant state of alertness and in a safe manner.
  • Comply with company policies, client requirements, project procedures, and applicable laws and regulations.

SUPERVISORY FUNCTIONS:

This position does not initially have direct supervisory responsibilities. The role provides functional leadership and coordination across project teams, consultants, subcontractors, and internal stakeholders. Supervisory responsibility may be added as Calista Brice Mine Services grows.

KNOWLEDGE, SKILLS, & ABILITIES:

  • Strong working knowledge of heavy civil construction, mining, infrastructure, or industrial project delivery.
  • Knowledge of project development, estimating, project controls, scheduling, procurement, contract administration, and construction management principles.
  • Ability to read and interpret construction drawings, specifications, scopes of work, contracts, and solicitation documents.
  • Strong analytical, financial, organizational, and problem-solving skills.
  • Ability to develop accurate reports, budgets, forecasts, presentations, and executive summaries.
  • Ability to manage multiple priorities and deadlines in a fast-paced, evolving startup environment.
  • Excellent written, verbal, presentation, and interpersonal communication skills.
  • Ability to lead collaborative processes and coordinate work across multiple organizations and disciplines.
  • Ability to exercise sound judgment, maintain confidentiality, and work independently with limited supervision.
  • Advanced proficiency with Microsoft Excel, Word, PowerPoint, Outlook, Teams, and SharePoint.
  • Experience with HCSS, Primavera P6, Microsoft Project, Power BI, document control platforms, or similar construction technology preferred.
  • Ability to build effective relationships with clients, engineers, contractors, vendors, community stakeholders, and internal business partners.
  • Ability to travel to remote project locations and work a flexible schedule based on project needs.
  • Ability to operate a motor vehicle safely and efficiently.

MINIMUM QUALIFICATIONS:

  • Bachelor's degree in Engineering, Construction Management, Business, Project Management, or a related discipline required; equivalent combination of education and progressively responsible experience may be considered.
  • Ten (10) or more years of progressively responsible experience in heavy civil construction, mining, infrastructure, industrial construction, EPC/EPCM delivery, or a closely related field required.
  • Demonstrated experience in at least two of the following areas: project development, estimating, project controls, procurement, contract administration, proposal management, or construction operations required.
  • Experience supporting a large mining, resource development, or remote construction project preferred.
  • Experience with major earthworks, civil infrastructure, logistics, workforce planning, or alternative delivery methods preferred.
  • Experience working on Alaska projects or in remote project environments preferred.
  • Experience developing project systems and processes for a new business unit, subsidiary, or program preferred.
  • Experience working within an Alaska Native Corporation or multi-company business environment preferred.
  • Valid state driver's license and ability to qualify to operate a vehicle under the Company's Driving Policy.
  • Ability to pass required drug, driving, and background screenings.

WORKING ENVIRONMENT:

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this position. Calista Brice has a fast-paced, multi-tasking environment requiring a high degree of organization, professionalism, and effective performance while managing multiple priorities, stakeholders, and project deadlines. Work is primarily performed in an office setting; however, periodic travel to project sites, client offices, meetings, and field locations may be required. During site visits, the employee may be exposed to active construction and industrial environments, varying weather conditions, uneven terrain, heavy equipment, elevated noise levels, and other conditions requiring the use of appropriate personal protective equipment (PPE) and adherence to established safety procedures. Adaptability regarding changing project priorities, schedules, and business needs is essential. Occasional overtime, evening work, or travel may be necessary to support project milestones, client meetings, proposal efforts, procurement activities, or other operational requirements.
