Main Responsibilities
1. Establish and maintain the owner-side QMS — Build and sustain a fit-for-purpose Quality Management System for the technical goods purchasing phase, integrate the full lifecycle loop across "Design – Procurement – Manufacturing," ensuring it remains effective and compliant throughout the full project lifecycle.

2. Participate in Tendering and Manufacturer Pre-Qualification Audits Be deeply involved in the tendering and bidding process for key equipment and bulk materials during the early project phase, providing professional evaluation opinions from quality and technical perspectives. Participate in audits of potential manufacturers to rigorously assess whether their qualifications and capabilities meet owner requirements.

3. Manage contractor/Vendor quality performance end-to-end —

Comprehensively review the quality management systems of EPC/EPCM general contractors and major equipment manufacturers. Establish a scientific Performance Evaluation mechanism to regularly assess the on-site quality performance of resident QC personnel and the quality assurance capabilities of manufacturers, strictly preventing management gaps and superficial compliance, enforce corrective actions and adjust control strategies based on performance outcomes to ensure full contract compliance.

4. Drive cross-functional quality accountability — Cascade quality objectives and responsibilities to all owner-side departments; coordinate joint quality governance to ensure all parties fulfil their quality duties in an integrated manner.

5. Technical Review and verify field quality of Critical- Personally oversee the in-depth review of technical proposal, design documents and manufacturing process documents (e.g., manufacturing procedures, welding, heat treatment, corrosion protection, NDT, and FRP plans) for critical equipment. Conduct on-site spot inspections and physical verification at manufacturers during key manufacturing milestones or upon occurrence of major quality anomalies, ensuring dual compliance in both design and manufacturing processes.

6. Manage quality defects and incidents — Establish a defect tracking and closure mechanism; lead root cause analysis (RCA) for quality failures and supervise EPC/EPCm implementation of corrective and preventive actions (CAPA) to verified closure.

7. Lead quality reporting and governance meetings — Chair regular project quality meetings; review contractor quality reports; analyse quality data; issue monthly quality performance reports covering all participating parties and owner departments.

Value Added Protects project investment by preventing quality failures during FEL2/3 &Detail Design phases, reducing rework costs, and ensuring the delivered products are safe, reliable, and legally compliant. Provides the owner with independent quality assurance authority over all contractors, bridging technical standards and project execution reality.

Contribution Context Individual contributor with a leadership/coordination role. Reports to the Project Manager and program Quality Manager. Acts as the owner's quality authority, coordinating across engineering, procurement, construction, and regulatory functions. Supervises and evaluates the quality performance of all contractors and vendors.

Work Relationships

Internal: Project Manager, Construction Manager, Engineering Manager, BE Operation, Project CSA, PCT, Equipment and Piping disciplines, Procurement, Regulatory Affairs (RA).

External: EPC contractor, EPCm contractor, Bulk material vendors/suppliers, SSEI.

Qualifications

Education: Bachelor's or master’s degree in Welding Engineering, Metallic Materials, or Mechanical Engineering.

Management and Evaluation Competencies: Demonstrates strong principles and excellent coordination skills, with proficiency in remote management through a "key-point-driven, broad-impact" approach. Expertise in supplier/contractor quality Performance Evaluation systems, with the ability to efficiently deploy 3rd Party inspector resources and rigorously assess contractor resident QC personnel.

Core Technical Competencies:

Proficient in equipment manufacturing standards for the chemical industry (e.g., GB, ASME, API standards) and special equipment manufacturing compliance requirements.

Solid technical foundation with the ability to independently review design drawings, manufacturing processes, and inspection plans for critical equipment.

Skilled in on-site physical inspection and spot-check verification methods for core processes including fabrication, material inspection, welding, non-destructive testing (NDT).

Experience Requirements: 10+ years of experience in procurement/shop quality management for large-scale petrochemical or fine chemical projects. Candidates with a background as Lead Shop QC, Resident Quality Manager, or Senior Inspector on the owner side or at a reputable engineering company (EPC/EPCM) are preferred.

Professional Certifications: Candidates holding relevant professional qualifications such as International Welding Engineer (IWE) or advanced NDT certifications are preferred.

Soft Skills: Effective communication and coordination; good written and spoken English.
