Clinical Program Manager

$72,000 - $85,000 annualized 

(The actual compensation will be determined based on experience and other factors permitted by law.)

Supervision Responsibilities: Under the general supervision of the Welcoming Team Director, coordinate, oversee, and supervise the work of the Welcoming Team.

• In collaboration with Welcoming Team Director: Provide leadership and oversight to Full Service Partnership (FSP) Welcoming Team, ensuring that excellent care and services are provided to members/clients and ensuring compliance with Los Angeles County Department of Mental Health (DMH) and MHALA standards.
• Provide daily guidance and oversight to staff outreaching, assessing, and enrolling members. Ensure that services are appropriate, integrated and delivered with respect for member needs and choices.
• Responsible for transitioning members onto FSP-ICM or other appropriate level of service after enrollment
• Coordinate and lead staff meetings, case conference meetings, and other internal meetings. 
• Partner with Director on the recruiting, hiring, training and mentoring new staff.
• Provide ongoing direction, support, training and team building to staff.
• Ensure program team are meeting the program’s budget and billing goals in a manner that aligns with program’s funding streams and targeted fiscal goals. Ensure timely and accurate completion of documentation and data reporting.  Meets individual and team productivity billing goals.
• Oversee, monitor and analyze the program’s performance goals as outlined in the DMH Program Service Exhibit for the FSP-ICM.
• Attend planning and administrative meetings as required by Agency needs or funding sources; participate in community involvement and community constituency groups; assist and participate in the planning of staff development activities
• Support staff in all activities that link members to appropriate resources to meet their individual goals.
• Partner with other Program Managers/Leadership to support agency-wide, strategic program initiatives; work to establish excellent collaborative relationships with other agency departments.
• Foster transparent, open and direct communication, and ensure input from team members; support the communication of strategic direction of agency and programs to department staff, addressing questions and concerns that staff may have.
• Must be available for daily on-call crisis services.
• Partnering with Director on all employee related matters, including employee relations.
• Ensure ongoing quality assurance checks of member files; ensure all notes and data collection are complete, timely, and accurate.
• Partner with the Director to ensure staff training and competencies are completed.
• Other duties as assigned 

Position Requirements:

• Required ASW, MFT, APCC or PsyD/PhD 
• LCSW/LMFT/LPCC/Licensed Psychologist preferred. 
• Minimum of three years of experience in a non-profit social service agency providing direct services to members. working with individuals experiencing mental health needs, physical health problems, substance use problems, poverty, and homelessness.
• Experience in a supervisory/leadership role required; non-profit social service agency experience preferred
• Current LPS (Lanterman Petris Short) designation or be qualified within 9 months
• Strong facilitation, written communication, and interpersonal skills, with the ability to work across regions, programs, and roles.
• Excellent verbal and written communication skills; tact and diplomacy; excellent relationship building skills; exceptional ability to communicate articulately and effectively both individually and in group settings.
• Outstanding team building and facilitation skills; ability to build consensus and seek input. 
• Department of Mental Health (DMH), MediCal and Full Service Partnership (FSP) experienced highly valued, but not required.
• Excellent understanding of and experience managing boundaries with staff and members.
• Ability to handle complex crisis situations.
• Ability to provide supervision to diverse staff who possess a wide range of skills, abilities and professional competencies.
• Ability to provide clinical perspective and oversight to team.
• Working knowledge of evidence-based practices and clinical documentation, quality, and regulatory standards in community mental health.
• Flexible work schedule to include some evenings, weekends and holidays
• Driving with current class C driver’s license, a vehicle for transportation, proof of valid automobile insurance, the ability to be insured by MHALA liability insurance are conditions of employment
• TB clearance and re-testing every year are conditions of employment
• COVID-19 vaccinations or booster shots are not currently required, however this may become a requirement in the future. Failure to abide by any agency policy, including those relating to a vaccine or booster shot may result in termination of employment
