The Lead Public Safety Telecommunicator is designed to formally recognize communications center employees who have demonstrated advanced knowledge and sustained performance in their role. To qualify, an employee must have a minimum of three (3) years of continuous full-time service as a Public Safety Telecommunicator II within the Flagler County Emergency Communications Center.   This classification is not a supervisory rank; however, individuals designated as a Lead PST may serve as the Acting Supervisor in the absence of a Shift Supervisor. 

Essential Functions

• Successfully demonstrate all knowledge, skills and essential functions required of a Public Safety Telecommunicator II.
• Serve as Acting Supervisor in the absence of a Shift Supervisor, providing leadership, guidance, and support to staff as needed. 
• Proactively contributes to the efficiency and improvement of the center operations through positive initiatives, problem-solving, and mentorship of team members.
• During emergencies, all employees are considered essential personnel and may be required to perform alternate duties.

• Must have at least three (3) years of continuous full-time service in the Flagler County Emergency Communications Center as a PST II
• Must be able to work day, nights, weekends and / or holidays. 
• Must be available to work during natural disasters.
• Must possess a current 911 Public Safety Telecommunicator certification through Florida Department of Health.
• Must possess a current FCIC / NCIC certification.
• Must possess a current EMD certification.
• Must possess a current CPR and T-CPR certification.
• Must possess all required FEMA courses.

In addition to knowledge, skills and abilities required of a PST II, a Lead PST must demonstrate the following:

• Knowledge of supervisory principles and techniques to guide, mentor, and support team members.
• Knowledge of public safety communications protocols and emergency response procedures. 
• Skill in identifying opportunities to improve center operations, work flows, and customer service. 
• Ability to serve as Acting Supervisor, coordinating staff, resolving conflicts and maintaining operational continuity. 

PST II Knowledge, Skills and Abilities

• Knowledge of law enforcement operations, procedures and terminology.
• Knowledge of the radio communications systems, including multi-channel operations and channel patching for large-scale or multi-agency incidents. 
• Knowledge of the FIN radio system and how to patch channels with other agencies to ensure interoperability.
• Knowledge of federal, state, and agency regulations regarding criminal justice information, NCIC / FCIC systems and officer safety protocols. 
• Knowledge of call classification, jurisdictional boundaries, and appropriate dispatch protocols.
• Skilled in active listening and comprehension to accurately interpret complex information.
• Skilled in prioritizing and managing high-priority incidents simultaneously.
• Skilled in communicating clearly and maintaining situational awareness under high-stress conditions. 
• Skilled in making rapid decisions in high-pressure and life-threatening emergencies. 
• Skilled in using Computer-Aided Dispatch (CAD), multi-line telephone systems, two-way radio systems, FCIC/NCIC terminals, and related technologies.
• Skilled in emotional resilience and de-escalation techniques.
• Skilled in data entry with high accuracy and attention to detail, especially when documenting time sensitive information. 
• Ability to assess rapidly evolving situations, determine appropriate actions, and relay precise information to multiple stakeholders.
• Ability to maintain situational awareness, officer safety, and public safety during extended or critical incidents.

Physical Demand: Sedentary

• Work inside a fast-paced communications center with multiple people and functions occurring simultaneously within a close proximity.
• Sit for long periods.
• See at normal range or with accommodations. 
• Ability to work 12-hour shifts including nights, days, holidays and weekends. Position subject to mandatory overtime requirements as needed and is considered an essential tactical position.
• Hear at a normal level or with accommodations. 
• Speak understandably.
• Ambulate independently. 
• Occasional lifting, carrying, pushing or pulling. 
• Some walking, standing may be required.
