INTERNAL APPLICANTS WILL BE GIVEN FIRST CONSIDERATION PURSUANT TO A COLLECTIVE BARGAINING AGREEMENT
Under direct supervision of the Project Manager, is responsible for providing written and verbal informational data regarding project/programs to contractors and general public; reviewing detailed construction drawings and calculating quantities; prepares detailed reports; provides graphic arts/drafting assistance for projects located in all incorporated and unincorporated areas of Greene County.WORKING HOURS: 7:30 a.m. - 4:00 p.m. (Monday - Friday)

Acts as liaison with general public by explaining complex details of construction projects, special assessments and service applications; provides information for support of operation and maintenance activities. Maintains a professional manner when interacting with both internal and external customers. Complies with workplace health and safety standards: wears required personal protective equipment; promptly report unsafe conditions; complies with all departmental, county, state federal policies/procedures/regulations and laws.
Translates inspection field notes and determines “as-built” quantities; determines locations necessary to prepare precise, permanent record drawings; utilizes Computer-Aided Drafting (AutoCAD), manual drafting methods and Geographic Information Systems (GIS)/ARC MAP software for updating and maintaining general water and sewer distribution maps.
Updates and maintains records for systems and facilities by use of County computer data base and hard copy files; maintains accountability for utility system tap-in permits; researches property records and project data to verify equalization fee applicability; collects associated fees; issues tap-in permits/receipts for fees; forwards fees and documents to appropriate agencies.
Maintains Cityworks Environment; troubleshoots issues, interacts with plant supervisors on various issues; works with other offices to update software. Creates tutorials and trains new employees on Cityworks.
Researches property records to: develop special assessment lists and notices, develop collection certification lists and document project relationship to property owners; collects cash assessment payments prior to actual assessment period; performs mathematical calculations; prepares pay estimates, equalization calculations and assessment calculations for County projects; calculates assessment splits for the Auditor’s office.
Prepares graphic arts/visual aids to be used for reports, presentations, public hearings and litigation exhibits; performs reproduction activities utilizing various types of equipment and copy processes.
Updates and maintains computer data base and written records for piping systems quantities, sizes and material types for various political jurisdictions, treatment plant and service areas; updates and maintains County project files, private and County plat development records, commercial construction records, plan submission and surety logs.
Performs review of private/commercial development and public works construction drawings and documents for compliance with County regulations; coordinates distribution of comments to developers/engineers and public agencies; reviews Ohio Environmental Protection Agency (OEPA) permits and data forms for accuracy and completeness prior to submission; reviews project cost estimates and surety for private and public projects.
Prepares permit for customers for meter installation on private water sources; forwards permit to customer service for cost estimates; forwards final costs to customer for acceptance and payment; processes payment and forwards permit verification to customer service unit for action; prepares permits for irrigation meter installations and meter rentals; maintains a tracking system for all authorized installations; forwards installation verification to customer service unit for action; prepares receipts for seasonal and pool hose bib rental; maintains a tracking system for customer billing.
Coordinates and manages preconstruction conferences with engineers, contractors, multiple jurisdictions and offices; assists with snow removal as needed.
Performs others duties of a similar nature or level as assigned.
Associate’s Degree in Science/Engineering/Geography; 2 yrs. of related experience; GIS certificate or 1 yr. of demonstrated experience using GIS; computer-aided design; valid Ohio Driver’s License; and/or any equivalent combination of education and experience sufficient to successfully perform the essential duties as listed above.

WORKING CONDITIONS:
The worker is subject to both environmental conditions (activities occur inside and outside); the worker is not substantially exposed to adverse environmental conditions (such as in typical office or administrative work).
MEDIUM WORK:
Exerting up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently and/or up to 10 pounds of force constantly to move objects.
